Study of Emergency Response Service (<strong>EMRI</strong> Scheme)AcknowledgementsThe study on Emergency Response Services, with specific reference to the <strong>EMRI</strong> <strong>model</strong> <strong>in</strong>states like Andhra Pradesh and Gujarat, had been commissioned under the National RuralHealth Mission (NRHM), M<strong>in</strong>istry of Health & Family Welfare, Government of India, <strong>in</strong> November2008, at the request of Shri G.C. Chaturvedi (Additional Secretary and Mission Director). Thestudy team expresses s<strong>in</strong>cere thanks and gratitude to the Mission Directors and secretaries ofhealth of the three states Dr.Amarjeet S<strong>in</strong>gh (Commissioner Health and Mission Director,Gujarat), Shri V. Sr<strong>in</strong>ivas (Secretary Family Welfare and Mission Director, Rajasthan) and thesenior health officials of Andhra - Shri LV Subramanyam, Shri Aggarwal and Shri Anil Punethafor their ready cooperation <strong>in</strong> facilitat<strong>in</strong>g the gather<strong>in</strong>g of <strong>in</strong>formation and for readily discuss<strong>in</strong>gtheir perceptions and concerns with us. Also their comments on the study design and the f<strong>in</strong>alreport are gratefully acknowledged.The study team would also like to thank the <strong>EMRI</strong> officials <strong>in</strong> Andhra, Mr. Venkat Changavalliand other officials, for provid<strong>in</strong>g us with all the documents required as well as share the basicdetails of the <strong>EMRI</strong> operations, dur<strong>in</strong>g the <strong>in</strong>teraction with the study team on December 23 rd ,2008, and on March 13 th 2009. Alongside, we are really grateful to Smt.
