F<strong>in</strong>d<strong>in</strong>gs of the Study1. <strong>EMRI</strong> <strong>in</strong> Andhra Pradesh<strong>EMRI</strong> began operations <strong>in</strong> Andhra Pradesh (AP) on August 15 th , 2005 with a fleet of 30ambulances contributed by Shri.R. Raju and family, across 50 towns of the state. The CallCentre for its operations, <strong>in</strong>clud<strong>in</strong>g the campus of <strong>EMRI</strong> was established by Shri Raju <strong>in</strong> itsown premises. The GIS based software for provid<strong>in</strong>g the back-end support from the CallCentre is developed by Satyam and ma<strong>in</strong>ta<strong>in</strong>ed by <strong>EMRI</strong>, though for updat<strong>in</strong>g it, Satyam’ssupport is needed. It was responsible for handl<strong>in</strong>g medical, police and fire emergenciesthrough the 108 Emergency Service. Later Shri Raju donated another 40 ambulances to<strong>EMRI</strong> <strong>in</strong> the year 2006-07, mak<strong>in</strong>g a total of 70 ambulances run by <strong>EMRI</strong> on its own. In thethird year of operations (2007-08) <strong>EMRI</strong> expanded the ERS to the entire state of AndhraPradesh <strong>in</strong> PPP mode, with the Government of AP contribut<strong>in</strong>g additional 432 ambulances,br<strong>in</strong>g<strong>in</strong>g the total ambulances <strong>in</strong> operations to 502. As on February 15 th 2009, <strong>EMRI</strong> <strong>in</strong> APhas a fleet of 652 ambulances operat<strong>in</strong>g <strong>in</strong> all 23 districts <strong>in</strong> the state. Go<strong>in</strong>g by the <strong>EMRI</strong>’scriteria of hav<strong>in</strong>g one ambulance per one lakh population, they should be hav<strong>in</strong>g 815ambulances (population of AP is 8.15 crores). Further the <strong>gov</strong>ernment proposed to expandthe <strong>EMRI</strong> fleet to 902 ambulances <strong>in</strong> 2009-10 and then to 1107 ambulances <strong>in</strong> the nextyear, which is calculated on the basis of one ambulance per Mandal 8 .As told by Shri. Venkat Changavalli (CEO, <strong>EMRI</strong>) to the appraisal team 9 , the Govt. of APwas contribut<strong>in</strong>g 50% of the operat<strong>in</strong>g cost <strong>in</strong> the 3 rd year (2007-08, with 70 <strong>EMRI</strong>ambulances and 432 Govt. ambulances). From the 4 th year onwards (2008-09), as per theMOU, the <strong>gov</strong>ernment is contribut<strong>in</strong>g 95% of the operat<strong>in</strong>g cost. The rest of the capital costshowever are borne by <strong>EMRI</strong>- an arrangement that differs from that of all other states. Thesecapital costs <strong>in</strong>clude the cost of the Call Center, the costs of the adm<strong>in</strong>istrative and tra<strong>in</strong><strong>in</strong>g<strong>in</strong>frastructure, leadership cost (<strong>in</strong>cludes salaries of senior managers), and the technologydevelopment costs. The Govt. of AP share of the cost is charged under the NRHM. Theemergency transportation provided <strong>in</strong> a state-of-the-art ambulance is, free, coord<strong>in</strong>ated by astate-of-art emergency call response centre, which is operational 24 hours a day, 7 days aweek.
