Study of Emergency Response Service (<strong>EMRI</strong> Scheme)3. To exam<strong>in</strong>e the design aspect and the framework of the <strong>EMRI</strong> <strong>model</strong>, <strong>in</strong> the context oflarger health systems issues and ERS requirements, <strong>in</strong>clud<strong>in</strong>g equity issues and<strong>in</strong>stitutional frameworks <strong>in</strong>clud<strong>in</strong>g <strong>gov</strong>ernance and accountability issues.To study the experience with <strong>EMRI</strong> this appraisal decided to focus on three of the n<strong>in</strong>e states-Andhra Pradesh, Gujarat and Rajasthan. The reasons for this choice are given below:The <strong>EMRI</strong> managed ERS <strong>in</strong> Andhra Pradesh has become a bench-mark for ERS <strong>in</strong> India andvarious other states are <strong>in</strong> the process of adopt<strong>in</strong>g the <strong>EMRI</strong> <strong>model</strong>. This necessitates a reviewof the orig<strong>in</strong>al <strong>EMRI</strong> <strong>model</strong> of Andhra Pradesh to draw lessons for design<strong>in</strong>g ERS <strong>in</strong> other states<strong>in</strong> India. Similarly, Gujarat, which has already implemented various successful PPP <strong>model</strong>s <strong>in</strong>the health sector, has implemented ERS through <strong>EMRI</strong> <strong>in</strong> a big way. This also necessitateslook<strong>in</strong>g at the <strong>EMRI</strong> experience <strong>in</strong> Gujarat, as unlike AP, Gujarat is a green-field project for<strong>EMRI</strong> as it did not have any pre-exist<strong>in</strong>g fleet of ambulances and the whole <strong>EMRI</strong> project isalmost completely supported by the Govt. of Gujarat f<strong>in</strong>ancially (with support from the Govt. ofIndia, under NRHM). Rajasthan has also launched the <strong>EMRI</strong> <strong>model</strong> <strong>in</strong> the year 2008 and hasadopted the process followed by Gujarat, <strong>in</strong>clud<strong>in</strong>g a similar bus<strong>in</strong>ess <strong>model</strong> and MOU. So,Rajasthan was also <strong>in</strong>cluded <strong>in</strong> the appraisal of <strong>EMRI</strong> <strong>model</strong>s <strong>in</strong> the country to get anunderstand<strong>in</strong>g of the situation <strong>in</strong> the first year. Our choice of Rajasthan was also <strong>gov</strong>erned bygreater access to data as opposed to other states launched <strong>in</strong> the same year.Methodology of the study:First Part: Overview AppraisalInterviews with <strong>EMRI</strong>:Collection of key documents and analysis of data presented by <strong>EMRI</strong> 7 to understandand recommend on utilisation, requirements, effectiveness and efficiency of operations,f<strong>in</strong>anc<strong>in</strong>g arrangements and <strong>gov</strong>ernance mechanisms and <strong>in</strong>stitutional frameworks.Second part:To undertake a sample study, us<strong>in</strong>g a small number of research teams, across threestates with the purpose ofa. Validat<strong>in</strong>g data presented by <strong>EMRI</strong>.b. Understand further on patterns of use, and equity issues.c. Exam<strong>in</strong>e HR issues related to service delivery.d.
