History<strong>Benenden</strong> <strong>Hospital</strong> was opened in 1907 by theNational Association for the Establishment andMaintenance of Sanatoria – the aim being to treatpostal workers suffering from tuberculosis.The Association was a consortium founded bytrade unions and friendly societies, and <strong>Benenden</strong>Healthcare Society (formerly the Post Office and CivilService Sanatoria) became a member. By 1951 theAssociation had disbanded and <strong>Benenden</strong> HealthcareSociety took over the sanatorium. With cases of TBdeclining, the Society expanded treatment to includechest complaints and cancer and shortly afterwardsan operating theatre, surgical wards and an x-raydepartment were introduced.The South East quadrant housed the originalrecuperation wing and currently includes an IVF unit,museum, swimming pool and other administrationbuildings. The <strong>Benenden</strong> Healthcare Society is amutual, not-for-profit friendly Society owned byand run for its members which currently numberaround 930,000. Planning SummaryThe existing use of the buildings within the quadrantis considered to be C2 (residential institutions).The <strong>Benenden</strong> site is located in the countrysideoutside the Limits to Built Development as definedon the Proposals Map to the adopted Tunbridge WellsLocal Plan and adjoining the High Weald Area ofOutstanding Natural Beauty.Tunbridge Wells is identified as a sub-regional centrewith the smaller rural towns of Paddock Wood,Cranbrook and Hawkhurst serving a wider ruralhinterland with a range of more local services.The population of the Borough is forecast to steadilyincrease from 104,000 at the time of the lastpublished Census in 2001 to 109,500 by 2026; anincrease of 5.29%. Over the same period of time thenumber of households is predicted to increase from42,800 to 49,500; an increase of 15.65%.The Borough has an ageing population with a120.83% increase predicted for the age 85+ group.The population aged 45 and over is also set toincrease over the same period. The overall size ofthe age 44 years and under age group is predictedto fall 12.60% between 2001 and 2026, with thelargest decrease of 24.83% in the age 25-44 yearscategory. While the 16-24 age group is predicted togrow by 10.10%.The Government has recently published the draftNational Planning Policy Framework which isregarded as a material consideration for planningproposals. This is intended to provide a simplerframework for the planning system and will replaceall current planning policy statements, planningpolicy guidance and ministerial planning circulars.A local development framework is in the course ofpreparation. The adopted Core Strategy is currentlyunder review with regard to housing numbers,following the withdrawal of the South East Plan, butthe fundamental strategy in the adopted Strategyis not expected to change. The land release policygives priority to previously developed land inexisting settlements with only limited exceptions foraffordable housing small scale employment uses andrecreation.The <strong>Benenden</strong> site although some distance fromthe main towns is recognized as a well establishedlocal facility for the provision of healthcare to itsmembership and an important local employer.The Core Strategy supports higher value employmentopportunities and the retention of key employers.Following the provision of the new District General<strong>Hospital</strong> at Pembury and the granting of planningpermission for a Centre of Clinical Excellence atKnights Park the health sector is recognised to be agrowing industry in the Borough providing a range ofemployment opportunities that should be supported.The Allocations Development Plan Document iscurrently being prepared and representations havebeen submitted supporting the development ofthis site for compatible hospital uses and relatedhealthcare within the C2 residential institutionsuse class.In the meantime a number of the saved local planpolicies are relevant to the site. Policy EN25 of theadopted plan requires development outside theLimits to Built Development to have a minimal impacton the landscape character of the locality. In theadjacent High Weald Area of Outstanding NaturalBeauty development is required to protect or enhancethe natural beauty and special character of thelandscape.General policies require development to respectthe context of the site, not result in the loss ofsignificant trees, shrubs, hedges or other featuresimportant to the landscape, to have no significanteffect on any features of nature conservationimportance and to take account of the efficient useof energy and minimize the amount of lighting.The site contains areas of unimproved neutralgrassland (notable for the large number of orchidsand fungi), which has been designated a LocalWildlife Site. (Kent Wildlife Trust TW57).
