<strong>NBA</strong> <strong>Annual</strong> Report 2007-<strong>2008</strong>Executive Summary‣ Prof. Kannaiyan was appointed as Chairperson, <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong>, Chennaifor the period starting 20 th May 2005 until 19 th May <strong>2008</strong>.‣ Five non-official members from amongst specialists and scientists were appointed for a periodbeginning 22 nd February 2007 until 21 st February 2010. The non-official members appointedinclude -Prof. Raghavendra Gadagkar, Dr.S.Subramaniyan, Prof.K.Kathiresan, Dr.A.K.Ghoshand Prof. Anil Gupta.‣ The Ninth <strong>Authority</strong> Meeting was conducted on 29 th of June 2007 at Chennai wherein theapprovals for draft guidelines for (i) Designation of <strong>National</strong> Repository (ii) Endemic Endangeredand Threatened Species as well as draft notification on (i) Enforcement of <strong>Biodiversity</strong> Act,2002 (ii) Access and Benefit sharing were given. These were besides approval of applicationsreceived for Access, Third party transfer and Intellectual Property Rights (IPR).‣ The Tenth <strong>Authority</strong> Meeting was conducted on 23 rd of November 2007 at Chennai. Decisionstaken include approval of annual accounts, approval of terms of reference for the ExpertCommittee to prepare guidelines on the establishment of Heritage Sites, approval of <strong>National</strong><strong>Biodiversity</strong> data infrastructure, proposed budget for the year 2007-08 besides the approval ofapplications received for Access, Third party transfer and Intellectual Property Rights (IPR).‣ Four Expert Committees were constituted to deal with the preparation of guidelines on (i)Medicinal Plants (ii) Soil and Microbial Diversity (iii) Intellectual Property Rights (iv) Traditionaland Tribal Knowledge in accordance with the decision taken in the 10 th <strong>Authority</strong> Meeting.‣ Expert Committee meetings on - “Preparation of guidelines on Enforcement of <strong>Biodiversity</strong>Act, 2002”, “Designation of <strong>National</strong> Repositories”, “ Access Benefit sharing and MaterialTransfer”, to implement the recommendation of <strong>National</strong> Workshop on People <strong>Biodiversity</strong>Register as well as on “<strong>Biodiversity</strong> Heritage sites”, “Normally Traded Commodities”, and“Preparation of guidelines on publication of research results” were held during the year.‣ The <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> (<strong>NBA</strong>) conducted various exhibitions and trainingprogrammes such as - programme in <strong>Biodiversity</strong> Training at Thanjavur, Tamil Nadu, aninternational workshop on “Gulf of Mannar Biosphere Reserve -An Ecological Model for<strong>Biodiversity</strong> Conservation, livelihood and sustainability” in collaboration with UNESCO atChennai.‣ “State <strong>Biodiversity</strong> Board” has been formed in eighteen States using financial assistance werereleased by <strong>NBA</strong>.‣ Five applications on “Access of Bioresources for Research/Commercial Purpose”, 212applications on “Intellectual Property Rights”, one application on “Third Party Transfer”were approved during the <strong>Authority</strong> Meetings held during the year.‣ Out of Rs.2.14 crores received as funds from the Ministry of Environment and Forests, Rs.1.90crores was spent during the year. Rs.4.41 lakhs was received as fees for submitting applicationsfrom various applicants.<strong>NBA</strong>1


<strong>NBA</strong> <strong>Annual</strong> Report 2007-<strong>2008</strong>1Biogeographically, India is situated at the trijunctionof the Afro-tropical, the Indo-Malayan and the Palearctic realms. Because ofits proximity to all three realms, India possessesa unique assemblage of biodiversity elementsto each of them. Based on available data, Indiaranks tenth in the world and fourth in Asia inplant diversity. According to surveysconducted so far, 47,000 species of plants and90,000 species of animals are found in India.India is an acknowledged centre for rich cropdiversity and is considered to be the home to167 important cultivated plant species and 320species of their wild relatives. India isconsidered to be the centre of origin of 30,000to 50,000 varieties of rice, pigeon pea, mango,turmeric, ginger, pepper, banana, bitter gourd,okra, coconut, cardamom, jack fruit, sugarcane,bamboo, taro, indigo, sun hemp, amaranths,goose berries etc. There are several hundredspecies of wild crop relatives distributed all overthe country. India’s domesticated animalsconsist of diverse livestock including poultry andother animal breeds.Many kinds of pressures have beenexerted on the biodiversity, presently, in India’sforests, grasslands, wetlands, mountains,deserts and marine ecosystems. One of themajor causes for the loss of biological diversityin India has been the extensive depletion ofvegetative cover to make way for expandingagriculture. Since most of the forests rich inbiodiversity also contain the maximum amountof mineral wealth and are also the best sites forwater impoundment and mining, developmentprojects in these areas have often led todestruction of habitats. Poaching and illegaltrade of wild life products have also threatenedbiological diversity. The major threat to speciesand genetic diversity in India are similar to thosefound elsewhere in the world.After an extensive and intensiveconsultation process involving stakeholders, theGovernment of India has brought the“Biological Diversity Act 2002”. This Act waspassed by the Lok Sabha on 2 nd December, 2002and by the Rajya Sabha on 11 th December 2002.The salient features of the Biological DiversityAct 2002 are:Introduction‣ To regulate access to biological resources ofthe country with equitable share inbenefits arising out of the use ofbiological resources.‣ To conserve and sustainable use ofbiological diversity.‣ To set up <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong>(<strong>NBA</strong>), State <strong>Biodiversity</strong> Board (SBB)and <strong>Biodiversity</strong> ManagementCommittees (BMCs).‣ To create <strong>National</strong>, State and Local<strong>Biodiversity</strong> Fund and its use forconservation of biodiversity.‣ To respect and protect knowledge of localcommunities traditional knowledgerelated to biodiversity.‣ To conserve and develop the areas ofimportance from the standpoint ofbiological diversity by declaring them asbiological diversity heritage sites.The Biological Diversity Act of India, 2002 andthe Biological Diversity Rules, 2004, is beingimplemented by the <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong>established by the Government of India.2<strong>NBA</strong>


<strong>NBA</strong> <strong>Annual</strong> Report 2007-<strong>2008</strong>The functions and powers of <strong>National</strong><strong>Biodiversity</strong> <strong>Authority</strong> are as follows:1. to regulate activities, approve and advice theGovernment of India on matters relatingto the conservation of biodiversity,sustainable use of its components andequitable sharing of benefits arising outof the utilization of biological resources.2. to Grant approval under Section 3, 4 and 6of the <strong>Biodiversity</strong> Act 2002.3. to select and notify the areas of biodiversityimportance as biodiversity heritage sitesunder this Act and perform otherfunctions as may be necessary to carry outthe provisions of the Act.4. to take necessary measures to protect thebiological diversity of the country as wellas to oppose the grant of intellectualproperty rights to any country outsideIndia on any biological resource obtainedfrom India or knowledge associated withsuch biological resource derived fromIndia.The <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> (<strong>NBA</strong>) alsoperforms functions such as laying down theprocedure and guidelines to govern activitiessuch as Access and Benefit Sharing, PriorInformed Consent, Mutually Agreed Terms andIntellectual Property Rights. Some of the keymandates of the Biological Diversity Act 2002include an undertaking to respect, protect andregister at local, state or national levels, theknowledge of local people relating to biologicaldiversity, regulate access to biodiversity,associated knowledge and benefit sharing aswell as ensuring equitable sharing of benefitsarising out of the use of accessed biologicalresources, their byproducts, innovative practicesassociated with their use and applications andknowledge relating thereto in accordance withmutually agreed terms and conditions betweenthe persons applying for such approval, localbodies concerned and benefit claimers. Theauthority will also coordinate the activities ofthe State <strong>Biodiversity</strong> Boards and <strong>Biodiversity</strong>Management Committees by providing themwith technical assistance and guidance, as wellas sponsor investigations and research. Allforeign nationals/ organizations require priorapproval of <strong>NBA</strong> for obtaining biologicalresources and/or associated knowledge for use.Indian scientists/individuals require approvalof <strong>NBA</strong> for transferring results of research toforeign nationals/organizations. Prior approvalis needed from <strong>NBA</strong> for IPRs in any inventionin India or outside India on Bioresources.The <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> is the keystructure at the national level established forimplementing the provisions of the <strong>Biodiversity</strong>Act, 2002. The <strong>NBA</strong> has following functions:• Lay down procedures and guidelines togovern the activities provided under theAct, such as‣ For obtaining any biologicalresource;‣ For transferring the results of anyresearch (Certain collaborativeresearch projects exempted).• To advise the Government of India onspecific areas such as:‣ Notifications of threatened species‣ Designation of institutions asrepositories for differentcategories of biological resources;andVallanadu Blackbuck Sanctuary, Tuticorin<strong>NBA</strong>3


<strong>NBA</strong> <strong>Annual</strong> Report 2007-<strong>2008</strong>‣ Exempt certain biological resourcesnormally traded as commodities.‣ To build up database anddocumentation system‣ Create awareness through massmedia‣ Training of personnel, and‣ Necessary measures in the areas ofIntellectual Property RightsState <strong>Biodiversity</strong> Boards [SBB]Each State (except UT) is required under Section22 of the Biological diversity Act, 2002 toestablish a State <strong>Biodiversity</strong> Board which shallbe a body corporate. The Board shall advisethe State Government on matters relating toconservation and equitable sharing of benefitsand regulate commercial utilization of anybiological resource by Indians.<strong>Biodiversity</strong> Management Committee[BMC]As prescribed under Section 41 of the Act, everylocal body shall constitute a <strong>Biodiversity</strong>Management Committee. The main function ofthe Committee is to prepare Peoples <strong>Biodiversity</strong>Register and advise State <strong>Biodiversity</strong> Boardsor <strong>Authority</strong> on related matters.and human cells), replicable parts of these (e.g.genomes, plasmids, viruses, DNAs), viable butnot yet culturable organisms, cells and tissues,as well as databases containing molecular,physiological and structural informationrelevant to these collections and relatedbioinformatics.” <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong>India has prepared guidelines on Designated<strong>National</strong> Repository and it is in the process ofnotification. Other guidelines such as access tobioresources or associated knowledge forresearch or for commercial purpose byforeigners (Section 3 of the BD Act) anddetermination of equitable benefit sharingarising out of the use of accessed biologicalresources, their by-products, innovations andpractices associated with their use andapplications and knowledge (Section 21 of theBD Act), transfer of results of any researchrelating to any biological resources occurringin or obtained from India for further researchor for commercialization (Section 4 of BD Act),intellectual property rights of invention basedon any research or information on a biologicalresources obtained from India (Section 6 ofthe BD Act), biological resources normallytraded as commodities (Section 40 of the BDAct), and areas of importance as <strong>Biodiversity</strong>Heritage sites (Section 37) are in the process ofnotification under the Act.Recent Developments under the <strong>NBA</strong>Implementation of different sections of theBiological Diversity Act is the major task of<strong>NBA</strong>. Guidelines on Collaborative ResearchProjects (under Section 5 of the BD Act)involving transfer or exchange of biologicalresources or information relating theretobetween institutions, including governmentsponsored institutions of India and suchinstitutions in other countries has been preparedand notified. Establishment of Designated<strong>National</strong> Repository (DNR) (Section 39) is anessential part of the infrastructure forbiodiversity conservation. DNR consists ofservice providers and repositories of preservedspecimen consisting of all fauna, herbarium(dried plant material for research), living cells,genomes of organism, and information relatingto heredity and functions of biological systems.DNRs also contain collections of culturableorganisms (e.g. micro-organisms, plant, animalMedicinal Plants exhibit at Vivekananda Kendra, Kanyakumariunder Natural Resource Development Programme (NARDEP)4<strong>NBA</strong>


<strong>NBA</strong> <strong>Annual</strong> Report 2007-<strong>2008</strong>2Reconstitution of Non-Official Members of <strong>NBA</strong>The Notification S.O.262 (E) was published in theGazette of India dated 22 nd February, 2007.In exercise of the powers conferred by Subsections(1) and (4) of Section 8 of the BiologicalDiversity Act, 2002 (18 of 2003), the CentralGovernment has established a body called the<strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong>, on and fromthe 1 st day of October, 2003 for the purpose ofsaid Act. After expiry of terms of the Members,the <strong>Authority</strong> shall consist of the followingmembers, namely:-Members appointed as Chairperson under clause(a) of Sub-section (4) of Section 8.Prof. S. Kannaiyan, Chairperson,<strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong>, Chennai.Ex-officio members appointed under clause (b) ofSub-section (4) of Section 8.Three ex-officio members are appointed(Notification No 262(E) on 22 nd February, 2007)by the Central Government viz., onerepresenting the Ministry of Tribal affairs in therank of Joint Secretary or an Officer of anequivalent rank and two representing theMinistry of Environment and Forests of whomone is the Additional Director General of Forestsand another is the Joint Secretary to theGovernment of India.Ex-officio members appointed under clause(c) ofSub-section (4) of Section 8:Seven ex-officio members in the rank ofJoint Secretary or an Officer of an equivalentrank who deal with the following subjects areappointed by the Central Government videNotification.(i) Agricultural Research and Education;(ii) Biotechnology;(iii) Ocean Development;(iv) Agriculture and Co operation;(v) Indian Systems and Medicine andHomoeopathy;(vi) Science and Technology;(vii) Scientific and Industrial Research;Non-official members appointed under clause (d) ofSub-section (4) of Section 8:Five non-official members are appointed(Notification No. 262 (E) on 22 nd February, 2007)until 21 st February, 2010 from amongstspecialists and scientists having specialknowledge of or experience in, matters relatingto conservation of biological diversity,sustainable use of biological resources andequitable sharing of benefits arising out of theuse of biological resources, representatives ofindustry, conservers, creators and knowledgeholdersof biological resources. <strong>NBA</strong> <strong>Annual</strong> Report 2007-<strong>2008</strong>4 Expert Committees Constituted by the <strong>Authority</strong> and their ActivitiesAs per the decision taken in the Tenth meetingof the <strong>Authority</strong> the following four ExpertCommittees were constituted to deal with thepreparation of guidelines on -1. Medicinal Plants2. Soil and Microbial Diversity3. Intellectual Property Rights4. Traditional and Tribal KnowledgeOpenings for expert consultants for theabove committees were advertised on theofficial web site of <strong>NBA</strong>. Upon recruitment ofconsultants, the committee will beginfunctioning starting the forthcoming financialyear.Status of Expert CommitteesIn exercise of the powers conferredunder Sub-section (2) of Section 13 of theBiological Diversity Act, 2002 and BiologicalDiversity Rules, 2004 the following ExpertCommittees have been formed in the fourth<strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> Meeting heldon 6 th October, 2005 and the Tenth <strong>Authority</strong>meeting held on 23.11.07. The following are thenames of Chairman and Committee Members.Further, the activities of the Expert committeesestablished by <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong>have been listed below.Parsheera, further to which various speakersdiscussed elements relating to benefit sharing.The second session focused on brainstormingon the principles and elements of the guidelines.The other dignitaries who were present at themeeting included - Mr. G. Balachandran, JointSecretary, MoEF, Prof. S. Kannaiyan,Chairman, <strong>NBA</strong>, Dr. K. Venkataraman,Secretary, <strong>NBA</strong> and Dr. Balakrishna Pisupati,UNEP. It was proposed that UNU-IAS willdevelop the draft of the benefit sharingguidelines paper by February <strong>2008</strong>. Based onthe paper and other elaborations to this <strong>report</strong>,a side event will be organized during the CoP-9 to the CBD in May <strong>2008</strong>, in which India willbe invited to be on the panel to share itsexperiences in implementation of the Act. InAugust <strong>2008</strong>, a national workshop will be heldto deliberate on the models suggested by theparticipants and will form the basis forfinalizing the benefit sharing guidelines byNovember <strong>2008</strong>.1. Expert Committee on Access and BenefitSharingThe Expert committee on Access and Benefitsharing with 10 members met thrice under theChairmanship of Prof. Dr. P. Pushpangadan(First meeting on 12.6.2006, Second meeting on29 – 30.8.2006 and third meeting on 16.5.2007)and finalized the preparation of the draftnotification. The <strong>National</strong> <strong>Biodiversity</strong><strong>Authority</strong> organized a Brainstorming Meetingon “Developing Benefit Sharing Guidelines forImplementation on <strong>National</strong> <strong>Biodiversity</strong> Actand Rules” on 19 th December 2007 at NewDelhi, in collaboration with the United NationsUniversity, Institute of Advanced Sciences(UNU-IAS) and the Ministry of Environmentand Forests, Government of India (MoEF). Theopening session was addressed by theAdditional Secretary of MoEF, Mr. B. S.<strong>NBA</strong>11

Expert Committee on Normally TradedCommoditiesThe Expert committee on Normally TradedCommodities met thrice under the Chairmanshipof Dr. J. P. Mishra with 11 Members. TheFirst meeting on Normally Traded Commoditieswas held on 4 th October, 2006. The secondand third meeting of the Expert Committee onNormally Traded Commodities was held on 10 thOctober, 2007 and 15 th March, <strong>2008</strong> at <strong>NBA</strong>Conference Hall, Chennai respectively. Theoutcome of the meeting was placed in the 10 th<strong>Authority</strong> meeting by the Secretary, <strong>NBA</strong>. It isthe decision of the Expert Committee to initiallynotify major bioresources recommended by theIndian Institute of Spices Research, SpicesBoard, STCL Ltd., Tobacco Board, Directorateof Cashew Nut and Cocoa Development, Coffeeand Rubber Board, as well as list of MedicinalPlants used in the All India Trade by theExport Potential of Indian Medicinal Plants andProducts, (Occasional Paper No: 98 Export –Import Bank of India, World Trade CentreComplex, Mumbai – 400 005) as items of normallytraded commodities in the OfficialGazette.3. Expert Committee on Designation ofRepositoriesThe Expert Committee on Designation ofRepositories met thrice under the Chairmanshipof Dr. A. K. Ghosh with 12 members. The firstMeeting of the Expert Committee onDesignation of Repositories was held at the<strong>NBA</strong> Conference Hall on 28 th November, 2006.The Chairman suggested that the <strong>National</strong>Repositories such as - ZSI for fauna, BSI forflora, ICAR for agri-horticultural plants,IMTECH for microbial collections, IARI formycological collections etc, <strong>National</strong> Institutefor Virology for Virus collections will have tobe listed and redesignated under the<strong>Biodiversity</strong> Act, 2002 and Rules, 2004. All theseinstitutions will have to be supported in termsof manpower and finance as part of the 11 thplan document. Further, a monitoringmechanism will also have to be put into place.notification. The same was placed in the 9 th<strong>Authority</strong> meeting for approval. The draftguidelines were sent to the MoEF, New Delhifor notification as “Designation of <strong>National</strong>Repositories and Guidelines for the structureand functioning of these Repositories under theBiological Diversity Act, 2002 for differentcategories of Biological Resources”.4. Expert Committee on Transfer of ResearchResults (Section 4 of BD Act).The Expert Committee on Transfer of ResearchResults met twice under the Chairmanship ofDr. S. K. Sharma with 24 members. The firstmeeting of the expert committee was held on13 th June, 2007. The Second meeting of theExpert Committee was held on 3 rd October,2007 in which the draft guideline was prepared.The draft guidelines were approved in the 10 th<strong>Authority</strong> Meeting, further to which it has beensent to the Ministry of Environment and Forestsfor notification.5. Expert Committee on Heritage sites (Sec. 37)The Expert Committee on Heritage Sites mettwice with 14 members under the Chairmanshipof Shri. R. P. S. Katwal . The first meetingof the Expert Committee was held on 22 nd June,2007 at <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> ConferenceHall, Chennai. It was decided by theChairman of the committee that Wildlife Instituteshall take up the listing of the BiologicalDiversity Heritage Sites in India in consultationwith Dr. S. Kaul, Director, Ministry of Environmentand Forests. Also, it was decided not toinclude all those already protected by WildlifeAct 1972. The Expert Committee met on 14 thMarch, <strong>2008</strong> for the second meeting and preparedthe guidelines for the establishment ofBiological Diversity Heritage Sites. The finaldraft guidelines has been placed at the officialwebsite of <strong>NBA</strong> as well as sent to all stake holdersfor their comments. The final draft will beplaced in the <strong>Authority</strong> meeting for approval.The second and third meeting of this committeewas held on 28 th March, 2007 and 24th April,2007 respectively at the Conference Hall,<strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong>, Chennai andfinalized the preparation of the draft12<strong>NBA</strong>

<strong>NBA</strong> <strong>Annual</strong> Report 2007-<strong>2008</strong>11<strong>Authority</strong> meetings<strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> isestablished under section 8 of the BiologicalDiversity Act, 2002. The major objectives of the<strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> is to regulateaccess to biological resources of the country andconserve and sustainable use of biologicaldiversity; to respect and protect the knowledgeof local communities related to biodiversity; tosecure sharing of benefits with local people asconserves of biological resources and holdersof knowledge and information relating to theuse of biological resources; protection andrehabilitation of threatened species;involvement of institutions of state governmentin the broad scheme of implementation of theBiological Diversity Act, 2002 throughconstitution of expert committees. As perSection 12 of the <strong>Biodiversity</strong> Act, 2002 and Rule10 of the Biological Diversity Rule 2004, theauthority shall meet at least four times a yearnormally after a period of three months at thehead quarters of the authority or at such placeas may be decided by the Chairperson.For the above purpose, four authoritymeetings are proposed for the year <strong>2008</strong>-2009‣ 11 th authority meeting on May <strong>2008</strong>‣ 12 th authority meeting on August <strong>2008</strong>‣ 13 th authority meeting – November –December <strong>2008</strong>‣ 14 th authority meeting – February – March2009Technical1. Peoples <strong>Biodiversity</strong> RegisterAs per sub rule 8 of Rule 22 of the<strong>National</strong> biodiversity <strong>Authority</strong> shall take stepsto specify the form of the People’s <strong>Biodiversity</strong>Register and the particulars it should containand the format for electronic database.For the above purpose, a uniformmethodology is to be developed by <strong>NBA</strong> andsupport the BMC’s to follow the same. Thepeople’s knowledge such as knowledge of usesthat might find commercial application and thatmight need to be guarded with respect to IPR<strong>Annual</strong> Plan of the following yearand the knowledge pertinent to prudentmanagement of natural resources that might bewidely shared with benefit to all concernedwithout any unfair commercial profits accruingto any party are to be registered by the locals.The draft guidelines on People’s <strong>Biodiversity</strong>Register as modified by Expert Committee toimplement the recommendation of <strong>National</strong>Workshop on PBR were put up in <strong>NBA</strong> websitefor public comments. The comments receivedhave been sent to Dr. A. K. Ghosh, Member,<strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> forincorporation and finalization. On receipt of thefinal guidelines, the same will be approved by<strong>NBA</strong>.2. Agreements for access for research,agreements for commercial purpose,Transfer of Research Results, IntellectualProperty Rights and Material transferAs per Rule 14, 17, 18 and 19 of the BiologicalDiversity Rules 2004, <strong>NBA</strong> shall receive applicationsfor Access, Application for Transfer of Bioresourceand application for Patent. These applications are tobe scrutinized by a committee of experts and therecommendations of this committee are to be put upto the <strong>Authority</strong> for approval. After the approval, theapplicants have to enter into an agreement as per therequirement of the Act.The following are the agreements to befinalised by <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong>1. As per theconclusion arrived at in a brain storming sessionorganized by Ministry of Environment andForests on 19 th December 2007, UNU-IAS willdevelop the next draft of the benefit sharingguidelines paper and based on the draft, anational workshop will be held for finalizingthe benefit sharing guidelines by November<strong>2008</strong>.4. Establishment of State <strong>Biodiversity</strong> Boardsand <strong>Biodiversity</strong> Management CommitteesAs per Section 22 of the <strong>Biodiversity</strong> Act, 2002,the State Governments shall establish<strong>Biodiversity</strong> Boards. So far 21 States havenotified the formation of State <strong>Biodiversity</strong>Boards. Efforts will be taken to persuade theremaining 7 states viz., Assam, Bihar, Jammuand Kashmir, Maharashtra, Meghalaya, Orissaand Rajasthan to establish State <strong>Biodiversity</strong>Boards in accordance with the <strong>Biodiversity</strong> Act,2002. While some states who have establishedSBB have notified their Rules under the Act,many of them are still in the process of doingso. These states have been requested to sendtheir Rules/draft Rules to the <strong>NBA</strong>, to enablethe <strong>NBA</strong> to have these examined through a legalconsultant. The remaining states will bepersuaded to notify the rules.Further the State Governments have beenrequested to expedite setting up of State<strong>Biodiversity</strong> Funds as per the provisions of theAct. The State Governments have been advisedto set up BMCs initially at the district level, andin a few villages to be identified by the StateGovernments in each district. These will befollowed up.5. Regulation on <strong>Biodiversity</strong> Heritage SitesTo notify guidelines on <strong>Biodiversity</strong> HeritageSites in accordance with the Section 37 ofBiological Diversity Act, 2002, an ExpertCommittee has been constituted and the finaldraft guideline as prepared by the Committeewas circulated to all members of the authorityand other scientific organizations and civilsocieties by email. The draft is posted in theofficial website of <strong>NBA</strong> for comments from thepublic. Action will be taken to notify theseguidelines early.6. Preparation of list of Biological Resourcesnormally traded as commoditiesSection 40 of the Biological Diversity Actempowers Government to exclude certainBiological Resources which are normally tradedas commodities from the purview of the Act byissue of Notification. For this purpose, the<strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> has constitutedan Expert Committee on Normally tradedCommodities to prepare a list of geneticmaterials which are used for production ofnormally traded commodities and then notifythe same to enable the Central Government toexclude those biological resources from thepurview of the Act. Director-Env., who coordinated theproject, was invited to speak about the kit atthe occasion.The Punjab <strong>Biodiversity</strong> Board has been renotifiedvide notification no. 2/4/2000/STE(I)2875 dated 8th August, 2007 (copyenclosed). The following major activities werecarried out.1.1. Meeting of Punjab <strong>Biodiversity</strong> BoardThe Second meeting of Punjab <strong>Biodiversity</strong>Board was held on the l0th of March, <strong>2008</strong>.Background information on the BiologicalDiversity Act and trade of Biological materialsfrom Punjab was provided to the members. Thelack of financial support from the stategovernment since the constitution of the Boardwas highlighted. It was also brought out to theforefront that the Board had no staff.1.2. Joint Project with UNESCO on ‘CapacityBuilding for promoting EnvironmentalSustainability through <strong>Biodiversity</strong>Conservation’The Punjab <strong>Biodiversity</strong> Board (PBB) got a rareexposure when the educational kit ‘CapacityBuilding for promoting EnvironmentalSustainability through <strong>Biodiversity</strong>Conservation’, developed by the board, incollaboration with Punjab State Council forScience & Technology, was launched by MrKoichiro Matsuura, Director-General ofUNESCO on 29th November, 2007 at Delhiduring his recent visit to India. The kit wasselected by the UNESCO, New Delhi office asone of the two publications to be launched onthe occasion of inauguration of land forMr. Koichiro Matsuura, Director General ofUNESCO releasing the sample kit on <strong>Biodiversity</strong>The kit is proposed to be used by UNESCO as asample kit on Biological Diversity in the SouthAsian region. It had been developed as a partof a joint project, with contributions of US$5500and Rs. 2 lakhs from UNESCO and the StateGovernment, respectively.The kit comprises of the following:A film on <strong>Biodiversity</strong> (filmed by M/sExplorers, Ghaziabad) highlighting thedependence of village communities ontheir biological resources to meet theirdaily needs, as well as, a source oflivelihoodA book titled ‘Biological Diversity -Thevery stuff of life’A pamphlet on ‘Biological Diversity inAgricultural Fields’A posterThe kit has also been translated andpublished in Punjabi.1.3. Constitution of <strong>Biodiversity</strong> ManagementCommittees (BMCs)One of the major activities of the Punjab<strong>Biodiversity</strong> Board is to facilitate the setting upof <strong>Biodiversity</strong> Management Committees(BMCs) at village and town levels and trainthem for implementation of the BiologicalDiversity Act at the field level. It wasdecided that a few BMCs may be constituted inthe Shivalik area in Punjab. Hence, Publiccontact programmes were conducted in<strong>Biodiversity</strong> rich areas of the Shivaliks in thedistricts of Gurdaspur & Hoshiarpur from 17-19 September, 2007 as outlined below:District Gurdaspur: Villages Garal, Kakrui andDhartown on 17.9.07 and Villages Keshopur,Dalla and Magar, Mundian and the Keshopurwetland area on 18.09.07.District Hoshiarpur: Villages Bhavnaur,Ramgarh, Kartoli, Chahera and Bhatoli in theKandi area and villages Rehmapur, Atwarapurand Dholbaha in Takni, Rehmapur protectedarea and Dholbaha wetland area on 19.09.07.Meetings were held with local representativesto motivate them so as to be a part of the BMCs.The team comprised of Additional Director, Environment,Scientist-PSCST, Dr. M. Sharma,<strong>Biodiversity</strong> Expert & Retd. Dean, Punjabi University,Patiala, local DFOs and Range Officers(Wildlife), social motivators identified by Departmentof Forests & Wildlife and representativesof local NGOs.The visits were followed by three major publiccamps as mentioned below:‣ Public camp at Keshopur incollaboration with Forest Dept. on 5.9.07in which about 100 people participatedincluding teachers, Panchayat members,representatives from line departments,local hakims & vaids, fishermen andother stakeholders.‣ Public camp at Dhar in collaborationwith a NGO (Institute of Ecology andEnvironment, Pathankot) on 6.9.07 inwhich about 100 people includingteachers, students and Panchayatmembers, representatives from linedepartments, ayurvedic doctors, hakimsand vaids and other stakeholdersparticipated.‣ Public camp at Bhavnaur with NGO(Unnati Cooperative Society, Talwara)on 7.9.07 in which about 30 people fromproposed BMCs of 6 villages participated.‣ Public camps by trained school teachers(7 in district Gurdaspur and 15 campsin district Hoshiarpur).These camps were followed by separatemeetings at 10 villages where constitution ofBMCs were discussed and queries wereresponded to. As a result, 31 BMCs have beenset up including 13 BMCs in Gurdaspur districtand 18 BMCs in Hoshiarpur district.1.4.Teacher training program for MasterTrainersTwo teacher training programs were organizedwith the help of District Science Supervisors inthe Districts of Gurdaspur and Hoshiarpur onthe 18th and 19th of September, 2007. About25 teachers from the district of Gurdaspur and40 teachers from Hoshiarpur were providedinformation on Biological Diversity Act andRules. The role of teachers in the preparationof Peoples’ <strong>Biodiversity</strong> Registers was alsodiscussed.1.5. Celebration of International <strong>Biodiversity</strong>DayThe theme for the International <strong>Biodiversity</strong>Day, organised on 22 nd May, 2007 was‘<strong>Biodiversity</strong> and Climate Change”. Study of varieties of sucking mango indistrict HoshiarpurThe first meeting of the ‘Sub committee toidentify Heritage Sites in Punjab’ was held on11/12/2006 in which the issue of identifyingheritage sites outside the Protected AreaNetwork (PAN) was discussed. PBB receivedinformation from the then DFO, Hoshiarpur,NGOs and teachers of Hoshiarpur district inthe course of various field camps and trainingprogrammes that one such potential site existedin the district of Hoshiarpur where severalvarieties of desi sucking mango had beenpreserved through the initiative of anindividual. The site, a mango orchard was called“lnami Baag’. This orchard has about 200mango trees of many desi varieties, some ofwhich were not available anywhere in wild orin cultivated areas.PBB, therefore, contacted the Fruit ResearchStation of Punjab Agricultural University atGangian village and a joint survey was takenup in the villages of Bassi Kmarkhan, Gangian,Bunga, and surrounding areas. More than 100samples of desi mango fruit were collected inthe fruiting season (May-July 2007) and handedover to the Fruit Research Station for physicochemicaland morphological analysis. Analysishas been completed and 29 varieties of desisucking mango have been collected from theregion alone, out of which 9 varieties havealready been conserved at Fruit ResearchStation, Gangian by PAU and 20 new varietiesneed to be conserved.The Board has decided that PAU would berequested to preserve these varieties in itsexisting Gangian farm and get the same declaredas a heritage site. More such studies also needto be conducted in the districts of Gurdaspurand Ropar.2. Nagaland <strong>Biodiversity</strong> BoardAwareness programmes conducted onEnvironment and Bio-diversity Conservationduring 2007 involving NGO’s and studentcommunity are as follows:2.1. Environmental Awareness campaign:Environmental awareness campaign sponsoredand assisted by the State Forest Department wasconducted during April, 2007 with the activeparticipation of Kohima based NGO (HillsKnight Club, Kohima) throughout the State.During the campaign, fifteen members of theclub traveled in their bikes for twelve days overa distance of 1000 km. covering all the elevendistricts of the hilly state with banners carryingthe slogans of environmental and biodiversitypreservation. Very good response was receivedfrom the general public throughout thecampaign. Army personnel of the 15 AssamRifles also coordinated during the campaign.2.2. Observance of International day ofBiological Diversity:Essay and debate competition for highersecondary students on topics such as -Conservation and Development and <strong>Biodiversity</strong>was organized during May, 2007coinciding with the observance of InternationalDay of Biological Diversity. A large number ofstudents participated and successfulparticipants were felicitated and awardedprizes.2.3. State Level Consultative meeting:A State level consultative meeting on The<strong>National</strong> <strong>Biodiversity</strong> Act, 2002 was held on the8th and 9th of October, 2007. The proceedingsand <strong>report</strong> of the consultation is being examinedfor finalization.During 2007, under the ‘Year of Farmers‘declared by the State Government, Stateschemes on bio-diversity such as identification<strong>NBA</strong>25

These Rules would notonly be useful for the effective management of<strong>Biodiversity</strong> in Manipur, but also serve asimportant reference documents for those States,which are in the process of framing their rulesor amending them.3.2. Release of “Fauna of Manipur”3. Manipur <strong>Biodiversity</strong> BoardManipur <strong>Biodiversity</strong> Board is highlycommitted to the conservation of biodiversity,its sustainable use and sharing the benefit fromits commercial utilization with the local people.During 2007-08 Manipur <strong>Biodiversity</strong> Boardheld two meetings on 1.10.2007 and 8.1.<strong>2008</strong>under the chairpersonship of Shri Jarnail Singh,Chief Secretary, Government of Manipur. Theimportant activities, undertaken by the Boardhave been described in the sections below.3.1. Biological Diversity Rules, <strong>2008</strong>The comprehensive “Manipur BiologicalDiversity Rules, <strong>2008</strong>” was drafted by thecommittee, constituted by the Manipur<strong>Biodiversity</strong> Board. The draft rules wereconsidered and approved by the Board in itssecond meeting held on 8.1.<strong>2008</strong> along withincorporation of suggestions. The Rules providefor the manner of selection, term of office, andpay and allowances of the Chairperson andmembers of Manipur <strong>Biodiversity</strong> Board,Powers and duties of the Chairperson andMember Secretary, Meeting of the Board,Appointment of Expert Committee by the Boardand their Entitlements, General Powers andFunctions of the Board, Powers and duties ofthe Chairperson, Restriction on the activitiesrelated to access to biological resources,Operation of State <strong>Biodiversity</strong> Fund, <strong>Annual</strong>Report and <strong>Annual</strong> Statement of Accounts,Establishment and Management of <strong>Biodiversity</strong>Heritage Sites, Constitution of <strong>Biodiversity</strong>Management Committees, Local <strong>Biodiversity</strong>Three volumes of “Fauna of Manipur,”prepared by the Zoological Survey of India (ZSI)was released by Shri Debendra Singh, Hon’bleMinister for Forests & Environment, Revenueand Law & Legislative Affairs Government ofManipur, on 6-10-2007. The publicationconfirmed the availability of 2601 speciesbelonging to various categories and included1261 genera and 368 families in Manipur. Itwas also learnt that five species were new toscience, 509 species were new entries to the staterecords and 28 were new records to the country.The three volumes have great value as anauthentic referral resource for anybodyinterested in the fauna of Manipur. Theceremony of the release of the book wasattended by senior officers of the ForestDepartment, members of <strong>Biodiversity</strong> Boardand Zoological Survey of India and was dulycovered by the electronic and print mediapromoting awareness of biodiversity in theState.3.3. Collection of Reference Material fromdifferent agenciesReference materials from <strong>National</strong> <strong>Biodiversity</strong><strong>Authority</strong> (<strong>NBA</strong>), Chennai; Zoological Surveyof India(ZSI), Kolkata; Botanical Survey ofIndia(BSI), Kolkata; Foundation forRehabilitation of Local HealthTradition(FRLHT), Bangalore, scientificorganization and Government Departments ofManipur and from well - performing States e.g.Karnataka, West Bengal, Madhya Pradesh,Tamilnadu etc. were collected during 2007-08.Forest officers, students, researchers andinterested persons are using these materials incarrying out their assignments/ work.3.4. Involving <strong>National</strong> Level Organization inDocumentation of <strong>Biodiversity</strong>In due appreciation of the inherent strength ofnational level organizations, Manipur26<strong>NBA</strong>


<strong>NBA</strong> <strong>Annual</strong> Report 2007-<strong>2008</strong><strong>Biodiversity</strong> Board has adopted a strategy toinvolve them in authentic documentation ofbiodiversity of Manipur. Accordingly, BSI andZSI are being pursued to complete thedocumentation of the remaining flora and faunaof Manipur. FRLHT, Bangalore has alreadyformulated projects on “Training on BaselineSurvey, Documentation, Rapid Assessment andPromotion of Local Health Tradition in SelectedLocation of Manipur State” and “Survey &Demarcation of Medicinal Plants in Manipur.”These projects are likely to be implemented byFRLHT very soon. The implementation of theproject on Local Health Tradition would be alandmark in the documentation for India ingeneral and Manipur in particular as it wouldgo a long way in the development of scientificmethodology for documentation of folkmedicine and traditional knowledge, associatedto biodiversity.3.5. Contribution to <strong>Biodiversity</strong> Managementat <strong>National</strong> LevelManipur <strong>Biodiversity</strong> Board has constitutedtwo committees one each for Peoples’<strong>Biodiversity</strong> Register and <strong>Biodiversity</strong> HeritageSite. Both the committees are very activeand in touch with developments, takingplace at the national level. A brain stormingsession was organized to deliberate guidelinesprepared by the committee, constituted by<strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> on Peoples’<strong>Biodiversity</strong> Register. A comprehensivecomment on the draft guidelines was sent to<strong>NBA</strong> for further development of the guidelines.The suggestions included incorporation ofmicrobes in the inventory of biodiversity,modifications in different formats for betteranalysis, particularly about recording andchange in fish population, covering insects,monetary incentive for sharing traditionalknowledge etc. It is pertinent to note that thoughmicrobes form an important part of biodiversity,though they have been ignored at large,probably because of their invisibility. The Hon’ble Minister,Environment & Forests, Mizoram was the ChiefGuest and the Vice Chancellor of MizoramUniversity, Prof. Dr. A. N. Rai, was the Guestof Honour. Prof. Dr. A. N. Rai is an eminentscholar with several papers to his credit,particularly on Bacteria and is closely associatedwith microbiology, which form an integral partof biodiversity.b) Dr. H. S. Preparation and publication of the GuideBook for Field Staff (in local dialect, i.e Mizo)titled “Wildlifer’s Companion”.The theme selected for the year is ‘<strong>Biodiversity</strong>& Climate Change’ – aimed at the serious threatbrought about by the activities of mankind onthe global environment. Member Secretary ofMizoram <strong>Biodiversity</strong> Board and Chief WildlifeWarden, Mizoram delivered the Key-noteaddress.4.4. Preparation of the pictorial booklet ‘WildFlowers of Mizoram’ (in Mizo) started withthe collection of photos in the field. Work isin progress.4.5. The participants were also briefed aboutthe concept of <strong>Biodiversity</strong> conservation, itsgeneral status, importance, threats as well asthe provisions of the BD Act, 2002.5.8. Children Science Congress -2007Under the science popularization programme,the Children Science Congress-2007 wasorganized among the students at the Sub-Division, District and State level on the theme“<strong>Biodiversity</strong>-Nurture Nature for our betterfuture” in the state. Project <strong>report</strong>s wereprepared on various sub-themes on <strong>Biodiversity</strong>by the students upto+2 level in both junior andsenior categories in the state.6. West Bengal <strong>Biodiversity</strong> BoardThe West Bengal <strong>Biodiversity</strong> Board(WBBB) has been reconstituted after completionof the tenure of the first constituted Board since16th September, 2004. The Board continues tofunction under the Chairmanship of Prof. A.K. Sharma.The WBBB along with the Wildlife Wing,Directorate of Forest, GoWB celebrated theInternational Day for Biological Diversity (IBD)on 22nd May, 2007 at Nandan, Kolkata. Thecentral theme of this year was ‘<strong>Biodiversity</strong> andClimate Change’. The programme wasinaugurated by Hon’ble Minister-in-Charge,Dept. of Environment, GoWB and theChairman, WBBB presided over theprogramme. An exhibition was set up atNandan as a joint endeavor of WBBB, ZSI,Wildlife Wing (Directorate of Forests) and R.K.Mission, Narendrapur.The Board initiated the formation of six<strong>Biodiversity</strong> Management Committees during2007-<strong>2008</strong> at Bhagabangola II. P. S., Jalangi P.S. and Nabagram P. S (District - Murshidabad),Coochbehar II P.S (District - Coochbehar),Kalyani Municipality (District - Nadia) andBishnupur II P.S. (District - 24 Parganas S).The Board has initiated the project of preparingPBRs for 50 mouzas under Bhagabangola P.S.,Jalangi P.S. and Nabagram P.S. (District -Murshidabad), Baneswar G.P underCoochbehar II P.S. (District - Coochbehar),Bakrahat G.P. under Bishnupur II P.S. (District- 24 Parganas S) and 19 wards under KalyaniMunicipality. The majordecisions taken during these meetings include: Emphasis on awareness generation &sensitization programmes throughworkshops, seminars, awarenessprogrammes, publication of brochures,leaflets, banners, posters & popularbooks. The Board decided to constitute at least oneBMC in all the districts in the state andto designate one officer as a NodalOfficer for <strong>Biodiversity</strong> activities in therespective district. The Board decided to take necessary actionfor conservation of Baneswar pond (Dist.Coochbehar) as Community Reserve, aforest patch at Chilkigarh (Dist. PaschimMedinipur) as Sacred Grove anddifferent medicinal plant gardens. The Board decided to initiate ex-situ & insituconservation model urgently and toinitiate documentation of endangeredand commercially exploited species as aprerequisite for preparation of DNAData Bank and formulatingconservation strategy. The Board decided to organize regularTraining Programmes on FieldIdentification (Flora/Fauna) incollaboration with BSI and ZSI forcreating a pool of resource persons toexpedite the PBR exercise. The Board decided to increase themanpower and infrastructure of theWBBB immediately for smoothfunctioning. The Report of West Bengal <strong>Biodiversity</strong>Board for the period 2006 – 2007 wasapproved by the Board and publishedduring this period.7. Kerala <strong>Biodiversity</strong> BoardThe Kerala State <strong>Biodiversity</strong> Board(KSBB) was established in February 2005 as perG.O (Ms) No. 1/2005/STEAD dt. 28.02.2005.The KSBB is working under the newly createdEnvironment Department of the Kerala State.The KSBB made an exhaustive planning ofactivities for the next few years and broughtout a document titled “Strategies and actionplan” which was released by the Hon’ble ChiefMinister Shri. V.S. Achuthanandan.7.1. BMCs and PBRsThe activities related to institution of<strong>Biodiversity</strong> Management Committees (BMCs)have begun and the procedures have beencompleted in five Panchayats covering thedistricts of Thiruvananthapuram, Kottayam,Palakkad, Kannur and Kasargode. Actionshave also been taken through the PrincipalSecretary, LSG Department for constitutingBMCs in the remaining 994 Panchayats of theState. Action has also been initiated to finalisethe format in which the People’s <strong>Biodiversity</strong>Register is to be recorded.7.2. Environmental Awareness ProgrammesDuring 2007-08, several meetings wereconducted throughout the State to createawareness among the college students,teachers, NGOs, Govt. Employees and mediapersons on the need to conserve the biodiversityand its sustainable use. The eco clubs of selectedcolleges in the 14 districts of the State were alsostrengthened by providing financial support. Adocumentary film on ‘<strong>Biodiversity</strong> of Kerala’was also made and released during this period.7.3. Environment AwardsAwards for Green Institution, Green teacherand Green schools besides a life timeachievement award for an individual who has<strong>NBA</strong>31

PoliciesThe State policy on ‘Environment’ and ‘OrganicFarming’ was prepared through interactiveregional meetings in many parts of the State andthe draft policies have been submitted to theGovernment for approval.7.5. ProjectsThe KSBB has also outsourced a project to mapthe wetlands of Kerala at Panchayat level toKFRI and SACON. As part of the project aState-wide waterfowl census was also carriedout in collaboration with the State wildlife wingof the Forest Department and NGOs duringJanuary, <strong>2008</strong>.The Hon’ble Chief Minister of Kerala Shri. Formation of <strong>Biodiversity</strong> ManagementCommittees.The Board has formed <strong>Biodiversity</strong> ManagementCommittees (BMCs) in 541 Gramapanchyaths during2007-08 and 1013 BMCs are formed so far. Furtherformation of <strong>Biodiversity</strong> Management ofCommittees is under progress in all the districts.2. <strong>Biodiversity</strong> Awareness Training Programme:The Karnataka <strong>Biodiversity</strong> Board has taken up thetraining programme to create Awareness in respectof <strong>Biodiversity</strong> and related issues includingTraditional Knowledge <strong>Biodiversity</strong> documentationand Management Plan. 93 Training Programmeshave been conducted by board involving Centre forEnvironmental Education (CEE), NGOs, Collegesand Universities for stakeholders in various districtsduring the year 2007-083. Preparation of People’s <strong>Biodiversity</strong> Registers(PBRs)The Karnataka <strong>Biodiversity</strong> Board with the approvalof the Government has involved the EMPRI for PBRdocumentation works in Coastal area. In other areas,KBB has involved the Forest Department,Universities, Colleges & NGOs as the Nodal agencyto guide and provide technical assistance to<strong>Biodiversity</strong> Management Committees and get thePBR documentation in 155 Gramapanchyathsrepresenting the 23 districts of Karnataka.4. Kuvempu Memorial Biopark at Shimoga:The Government had sanctioned an amount of Rs.100 lakhs vide G.O.No. FEE 135 ENV 2003 dated 4/11/2003 for the establishment of Kuvempu MemorialBiopark in Kuppalli village of Thirthhalli taluka ofShimoga district. This included Survey andDemarcation of forest area for Biopark. TheDepartment of Forest has taken up the works ofKuvempu Sandeshavan at Kuppali, while theDepartment of Fisheries has completed theDevelopment of Chippalagudda Fish sanctuary.5. Coastal area <strong>Biodiversity</strong> documentation (KUIDFCsponsored)The KUIDFC, Karnataka has sanctioned a project in2005 for Rs. 94.00 lakhs to survey and document thecoastal <strong>Biodiversity</strong> of Karnataka State involvingCMFRI, EMPRI, INCERT, Asima Pratishtana andISRO. This project has been completed the project andthe final <strong>report</strong>s on Coastal <strong>Biodiversity</strong> viz, MarineFlora and Faunal diversity, Flora and livestockdiversity, Butterfly, Odanates, Birds diversity, Trainingof stakeholders on <strong>Biodiversity</strong>, Preparation of PBRand development of KCBIS by ISRO has beensubmitted .Karnataka Coastal <strong>Biodiversity</strong> InformationSystem is under preparation by ISRO, Bangalore.6. Establishment and Management of<strong>Biodiversity</strong> Heritage Sites:Prof. Madhav Gadgil and associates haveidentified several spots of biodiversitysignificance for declaration as <strong>Biodiversity</strong>Heritage Sites (BHS) and few proposals are invarious stages of consideration.7. Goa <strong>Biodiversity</strong> BoardThe Goa State <strong>Biodiversity</strong> Board (GSBB) wasconstituted vide Notification Nos; 7/17/92/STE/PART/858 dt. 2.12.2004 and subsequentlyre-constituted vide notification No.7/17/92/STE/PART/03 dt. 4.4.2006 and on 23/8/07was re-constituted vide notification No.7/17/92/STE/PART/568. The following were theactivities of the Board during the year 2007 –08:1. Tree Planting ProgrammeTo commemorate the WorldEnvironment Day, a tree plantingprogramme was held at DST & E,premises, Saligao – Goa. Extensive treeplanting schemes / drives would beundertaken during the ensuringmonsoon season at Saligao, Goa.2. Environmental Teachers TrainingWorkshop:Three Environmental Teachers TrainingCollaborative programmes wereorganized in association with the C.P.R.Environment Education Centre,Chennai in the month of Feb/Mar, 2007.About 100 teachers participated in theworkshop held at Saligao, Panaji andNagao (Verna).3. <strong>Biodiversity</strong> ConservationProgrammes organized by the GSBB:“Million Seed Ball Campaign”: InCollaboration with BITS, Pilani-Vasco,and <strong>Biodiversity</strong> Conservation IndiaLimited (BCIL) Bangalore, theinnovative concept of Seed BallCampaign, was launched by the GSBB,wherein; a seed wrapped up in a ball ofsoil mixed with manure is planted in thefield. Approximately 10,000 seed ballswere propagated in the State of Goa, atdifferent places. Schools, colleges andthe mining industries were included forthe Seed Ball Campaign. The GSBBenvisages that this concept should bepropagated in the ensuring season.“Coastal Afforestation Programme:The programme was officially launchedon 24 th August, 2006 at Kerim Beach(Pernem Block), in association with theForest Department. About 500 saplingswere planted with adequate fencingand with sustainable water at Kerimbeach. Further, the GSBB also proposesto undertake rigorous tree plantingdrives on the entire coastal belt of Goain a phased manner, in collaborationwith the Forest and EnvironmentDepartment, Govt. of Goa.4. Establishment of People’s <strong>Biodiversity</strong>Register (PBR) in selected Villages:The following five villages have beenproposed for the establishment of PBR,in Goa State. Establishment of a “Medicinal & HerbPark” at DST & E:The foundation stone for the “Medicinal& Herb Park” of the GSBB was laid bythe Hon’ble Deputy Chief Minister /Chairman of GSBB Dr. Wilfred De’Souza on 13.4.07. Financial assistanceis being sought from the Ministry ofEnvironment & Forests and the StateGovernment in this regard.8. Workshop on Vermin-compositing atNagao Panchayat:The Goa State <strong>Biodiversity</strong> Boardorganized a one-day workshop onvermi-compositing at Nagao Panchayaton 16 th November, 2007.9. Students outreach and participationEnvironmental Education programmefor the students of VIII & IX:-A novel student’s outreach programmewas conceived by the GSBB. Under thisprogramme, schools students wereinvited to the Goa State <strong>Biodiversity</strong>Board, at Saligao and provided withlectures on the need and importance inthe preservation and conservation of theenvironment. Topics related to solidwaste management, global climaticchange, increasing environmentpollution, natural disasters, waterconservation, biodiversity, need forgreen future and biodiversity, energyconservation etc., are being delivered.Under this programme variousdocumentary films related to theenvironment like biodiversity, tidesoceans, etc., are being screened to thestudents of standard VIII & IX. Around9 schools with the total of around 450students participated in the programme.10. Waste Management of Nagoa Village(Salcette)The State <strong>Biodiversity</strong> Board along withthe Nagoa Village Panchayat hasidentified a land fill site in Verna underSurvey No. 23/1, in accordance with theGoa Garbage Rules. The State PollutionControl Board has also issued theirconsent to this site. The Panchayat willnow initiate appropriate action inestablishing the landfill site. The GSBBwill propose a scheme for the wastesegregation, collection, transportationand scientific disposal and treatment.Micro level compositing and vermincompositingdemonstration are alsoproposed to be held for the benefit of thevillages.11. Coastal Zone Management Workshop:A proposal was submitted to the DST &E (Goa) for organizing a workshop oncoastal Zone management in the contextof the recent tsunami and to generatean awareness of the coastal populationand authorities concerned for the needof coastal conservation. Administrativeapproval is being sought for thisinitiative.12. Proposal on Global Warming andClimatic Change Program:The GSBB has submitted a proposal tothe DST & E (Goa) for G-I-A forsupporting a Global Warming andClimatic change programme for whichAdministrative approval is awaited.13. Development of an Audio VideoInformation CentreAn environmental digital documentarylibrary (Compact Discs) is established bythe GSBB. The library houses a varietyof documentary films on globalwarming, waste management, nationalgeography, tsunamis, disaster mitigationand so forth. These Compact Discs arebeing screened in various academicinstitutions and also would be given tothe respective institutions whenrequested for. Currently, around fifteenCompact Discs are being procured onvarious environmental subject matters.14. Grant in Aid and Financial AssistanceThe <strong>National</strong> <strong>Biodiversity</strong> <strong>Authority</strong> hasreleased a grant in aid of Rs.10.00 lakhs.In addition, the State Government hasreleased a grant of Rs.3.00 lakhs to theGSBB to meet its initial financialrequirements.17. Infrastructure SupportA computer(PC) has been purchased and a LiquidCrystal Display Projector (LCD) alongwith a Digital Camera, is proposed tothe procured.18. Eco Summer CampAn eco summer camp and spring cleanup drive was organized in Collaborationwith St Elizabeth’s High School,Pomburpa High School in which around1200 students participated.19.
