Emissions on the SCIRC would not affect air quality in theSouth Coast Air Basin; however, due to the island’s location and meteorology that transports emissions tothe south. In 1995, the Navy requested that San Clemente Island be designated as a unique sub-region forair quality management purposes by the U.S. EPA, rather than be included in the South Coast Air Basin.Stationary sources located on San Clemente Island were excluded from the requirements of the RegionalClean Air Incentives Market (RECLAIM) Rule.
