Guide for the application of the Art 14 (a) of the Safety Directive and Commission Regulation (EU) No 445/2011<br />
on a system of certification of entities in charge of maintenance for freight wagons – VERSION 1.0<br />
For vehicles not complaint with TSIs (like the majority of existing vehicles) or partially<br />
compliant with TSIs, the technical file is replaced by all technical and existing maintenance<br />
information that accompany the wagon.<br />

The initial development of the maintenance file shall take also into account the pattern of<br />
operations planned. It includes also the performance targets required by the users: RUs<br />
and keepers.<br />
‣ Content of the maintenance file<br />
The maintenance file has to be created for each vehicle and contains all the information that is<br />
necessary to carry out maintenance.<br />
The maintenance file is composed of the following four elements:<br />
‣ 1 - A General Documentation ( extract of chapter 4.5.1 of annex to Commission<br />
Decision 2013/321/EC [7])composed of:<br />
Drawings and description of the wagon and its components;<br />
Any legal requirement concerning the maintenance of the unit;<br />
Drawing of systems (electrical, pneumatic, hydraulic and control-circuit<br />
diagrams);<br />
Additional on-board systems (description of the systems including description of<br />
functionality, specification of interfaces and data processing and protocols).<br />
Configuration files for each vehicle (parts list and bill of material) to enable (in<br />
particular but not only) traceability during maintenance activities.<br />
This documentation may be updated by the ECM.<br />
‣ 2 - A Maintenance Design Justification File ( extract of chapter 4.5.2 of annex to<br />
Commission Decision 2013/321/EC [7]) explaining how maintenance activities are<br />
defined, designed and updated in order to ensure that the vehicle characteristics will be<br />
kept within permissible limits of use during its lifetime and to ensure that the vehicle is in<br />
a safe state of running compliant with the planned pattern of operations. It shall give<br />
input data to determine the criteria for maintenance activities. It consists of :<br />
Precedents, principles and methods used to design the maintenance of the unit;<br />
Limits of the normal use of the unit (e.g. km/month, climatic limits, foreseen<br />
types of loads etc.) according to the planned pattern of operations;<br />
