6.6.1 The EUROPEAN UNION and the European Economic Area EEA<br />

(EU, Norway, Iceland, Liechtenstein) and Switzerland.<br />

‣ Vehicles operating in this area (coming or not from 3rd countries) must be registered<br />

in the NVR with an ECM (with residence in or out this area) assigned<br />

‣ ECMs (with residence in or out this area) maintaining vehicles that operate in this area<br />

(coming or not from 3rd countries)<br />

• must be identified in the NVR<br />

• must be certified if they are ECMs of freight wagons<br />

6.6.2 THIRD COUNTRIES<br />

(members of OTIF: f.i North Africa, Croatia, Serbia, Macedonia, Bosnia, Turkey…In OTIF It applies<br />

the ATMF – Annex A (from 01/05/2012) which is identical to ECM Regulation)<br />

‣ Vehicles operating in members of OTIF (coming or not from countries outside OTIF):<br />

They must be registered in the NVR with an assigned ECM<br />

‣ ECMs (with residence in or out OTIF) maintaining vehicles that operate in OTIF<br />

(coming or not from countries outside OTIF)<br />

6.6.3 Rest of the World<br />

• must be identified in the NVR<br />

• must be certified if they are ECMs of freight wagons<br />

ECM certification applicable on a voluntary base. Only in these specific cases:<br />

‣ For vehicles going to areas A and B, mandatory application of EU legislation and OTIF<br />

rules<br />

‣ For ECMs maintaining wagons going to areas A and B, mandatory application of EU<br />

legislation and OTIF rules<br />
