4.12 What is a fleet maintenance management function?<br />

The Fleet Maintenance Management (FMM) covers the removal from/return to operation<br />

before/after maintenance and the management of contracts with ECM internal/external entities<br />

delivering maintenance.<br />

Return to operation is only possible when maintenance operations are completed and the vehicles<br />

are back in a safe state of running. With regard to the exchange of information, the information on<br />

the completeness of maintenance activities performed on the vehicle must be received from<br />

maintenance delivery, this is done through the releases to service that are the commitments of the<br />

maintenance delivery that the maintenance activities ordered are completed.<br />

Fleet management may be defined as the management of a company's vehicle fleet. The fleet<br />

maintenance management is then the part of the fleet management dedicated to maintenance of<br />

vehicles.<br />

This function means in particular the responsibility for:<br />

‣ applying the maintenance file to the vehicles through maintenance orders addressed to<br />

maintenance delivery.<br />

‣ collecting and transferring, to maintenance development, information on maintenance<br />

performed and operations performed, including at least defects, incidents, accidents,<br />

mileage.<br />

The inputs for the FMM are:<br />

‣ the maintenance file;<br />

‣ the performance targets imposed by users (RU, IM, keeper), such as regarding the<br />

reliability and availability of vehicles, the safety, are also inputs for the fleet maintenance<br />

management function.<br />

The FMM must control the availability of the maintenance delivery .<br />

The FMM will have the duty to ensure that maintenance orders are addressed only to duly qualified<br />

entities performing maintenance delivery.<br />

The outputs of the FMM processes are:<br />

‣ The maintenance orders addressed to the maintenance delivery. There has to be a contract<br />

between the FMM and the maintenance delivery. The maintenance orders are addressed<br />

applying internal procedures when fleet maintenance management and maintenance<br />

delivery are both internal to the ECM and by contracts in other cases. The maintenance<br />

orders contains the complete information issued from the maintenance file that are<br />

necessary to perform the maintenance tasks required to the maintenance delivery.<br />

‣ The organisation for the return to operation of the vehicle in due time (including any delays<br />

occurred in the maintenance work resulting in the implementation of additional provisions<br />

for ensuring a safe state of running to the vehicle).<br />
