Agency and <strong>the</strong> national bodies and authorities.<br />
However, <strong>the</strong> role of <strong>the</strong> Agency will change <strong>in</strong> <strong>the</strong> future. With<br />
<strong>the</strong> first set of safety targets to become EU law dur<strong>in</strong>g this year,<br />
and <strong>the</strong> development of a second, possibly more demand<strong>in</strong>g set<br />
under way, <strong>the</strong> role will change to more of a monitor<strong>in</strong>g role,<br />
and this is likely to affect <strong>the</strong> relationship between <strong>the</strong> national<br />
bodies and authorities and <strong>the</strong> Agency.<br />
The Agency and <strong>the</strong> safety authorities have also established a<br />
reflection group that, <strong>in</strong> a series of meet<strong>in</strong>gs, will work on <strong>the</strong><br />
future role of <strong>the</strong> Agency, of <strong>the</strong> safety authorities and of <strong>the</strong><br />
cooperation between <strong>the</strong> NSAs and <strong>the</strong> Agency. The reflection<br />
group will look at <strong>the</strong> need for more structured audit<strong>in</strong>g activities<br />
as a measure to ensure <strong>the</strong> correct application of <strong>the</strong> <strong>Railway</strong><br />
<strong>Safety</strong> Directive by <strong>the</strong> safety authorities when assess<strong>in</strong>g <strong>the</strong><br />
safety management systems <strong>in</strong> <strong>the</strong> certification processes and<br />
by <strong>the</strong> <strong>in</strong>vestigation bodies when <strong>in</strong>vestigat<strong>in</strong>g serious accidents.<br />
There are also requests for <strong>the</strong> Agency to take a more active role <strong>in</strong><br />
certa<strong>in</strong> areas, recently re<strong>in</strong>forced by <strong>the</strong> tragic events at Viareggio<br />
<strong>in</strong> Italy and Halle <strong>in</strong> Belgium. The Agency has provided support<br />
to <strong>the</strong> Italian and Belgian <strong>in</strong>vestigation bodies and also, after <strong>the</strong><br />
Viareggio accident, developed special taskforces for freight wagon<br />
ma<strong>in</strong>tenance to give a <strong>European</strong> perspective to <strong>the</strong> problems.<br />
It will be a challenge for <strong>the</strong> Agency to manage <strong>the</strong>se partly<br />
conflict<strong>in</strong>g requirements <strong>in</strong> <strong>the</strong> future. There will be a need for<br />
a discussion on <strong>the</strong> focus of <strong>the</strong> future role of <strong>the</strong> Agency and<br />
how it can help <strong>in</strong> <strong>the</strong> work for a safe and modern <strong>European</strong><br />
railway.<br />
