NIB annual reports<br />
The annual reports submitted by <strong>the</strong> NIBs show large variation<br />
<strong>in</strong> <strong>the</strong> activities of <strong>the</strong> <strong>in</strong>vestigatio n bodies. The Agency received<br />
23 annual reports for 2008. The number of <strong>in</strong>vestigations<br />
opened dur<strong>in</strong>g 2008 varies from 0 to over 50, and <strong>the</strong> number of<br />
recommendations issued from 0 to over 180.<br />

Historical archive of accidents<br />
In a research project <strong>the</strong> Agency has collected data on serious<br />
accidents for <strong>the</strong> period 1990–2007. The accident archive is<br />
publicly available <strong>in</strong> our database, accessible through <strong>the</strong> Agency’s<br />
website at <strong>the</strong> follow<strong>in</strong>g address: http://pdb.era.europa.eu. The<br />
criterion for <strong>in</strong>clud<strong>in</strong>g an accident <strong>in</strong> <strong>the</strong> archive was <strong>the</strong> def<strong>in</strong>ition<br />
of a serious accident, as given <strong>in</strong> <strong>the</strong> <strong>Railway</strong> <strong>Safety</strong> Directive. For<br />
<strong>the</strong> purpose of <strong>the</strong> project, a li st of specific scenarios for <strong>in</strong>clusion<br />
or exclusion of accidents was set up.<br />
The project identified 402 accidents, of which 382 were not previously<br />
known to <strong>ERA</strong>. The <strong>in</strong>itial list of accidents was set up through a media<br />
and news report search. The list was <strong>the</strong>n completed and verified by<br />
<strong>the</strong> National Investigation Bodies. Regard<strong>in</strong>g <strong>the</strong> completeness of<br />
<strong>the</strong> data, <strong>the</strong> project concluded that <strong>the</strong> coverage and accuracy of<br />
data was satisfactory for <strong>the</strong> follow<strong>in</strong>g accident types:<br />
< 1 week 21 %<br />
< 1 month and > 1 week 23 %<br />
< 6 months and > 1 month 42 %<br />

• Fatal tra<strong>in</strong> collisions, derailments and fires.<br />
• Level cross<strong>in</strong>g accidents with on-tra<strong>in</strong> fatalities.<br />
• O<strong>the</strong>r accidents with four or more fatalities.<br />
Table 2 lists all rail accidents <strong>in</strong> Europe with 15 or more fatalities<br />
s<strong>in</strong>ce 1990.<br />
In Annex 2 <strong>the</strong>re is a list of all accidents with five or more fatalities.<br />
