The Agency’s public database of safety documents <strong>in</strong>cludes notifications of <strong>in</strong>vestigations and reports submitted by <strong>the</strong> <strong>in</strong>vestigation<br />
bodies.<br />
Chart 14 shows <strong>the</strong> trend <strong>in</strong> <strong>the</strong> submissions of notifications and <strong>in</strong>vestigation reports. Even though <strong>the</strong> majority of <strong>the</strong> <strong>in</strong>vestigation<br />
reports are submitted with<strong>in</strong> one year it is also clear that a substantial number of <strong>in</strong>vestigations take a longer time. At <strong>the</strong> end of<br />
2009 <strong>the</strong>re were still 157 open <strong>in</strong>vestigations for accidents that occurred 2006-2008, which shows that <strong>the</strong> f<strong>in</strong>al reports for 28 % of<br />
all <strong>in</strong>vestigations were not submitted with<strong>in</strong> 12 months. Some Member States report a lack of resources as <strong>the</strong> ma<strong>in</strong> reason for not<br />
be<strong>in</strong>g a ble to f<strong>in</strong>ish all <strong>the</strong> notified <strong>in</strong>vestigations.<br />

The chart also shows that not all accident <strong>in</strong>vestigations are notified to <strong>the</strong> Agency with<strong>in</strong> a week. The <strong>Railway</strong> <strong>Safety</strong> Directive<br />
requires <strong>the</strong> NIBs to notify <strong>the</strong> Agency of opened <strong>in</strong>vestigations with<strong>in</strong> one week of open<strong>in</strong>g an <strong>in</strong>vestigation. Look<strong>in</strong>g only at <strong>the</strong><br />
notifications submitted dur<strong>in</strong>g 2009, <strong>the</strong> pattern becomes even more visible.<br />
Chart 15 shows <strong>the</strong> time span between occurrence and notification. Some 48 of <strong>the</strong> 190 notifications received <strong>in</strong> 2009 referred to<br />
<strong>in</strong>vestigations of accidents that occurred 2008 or earlier. The Agency will look fur<strong>the</strong>r <strong>in</strong>to this and <strong>the</strong> report<strong>in</strong>g procedures of <strong>the</strong> NIBs.<br />
