Accident costs and o <strong>the</strong>r CSIs<br />
The data on <strong>the</strong> cost of accidents show wide variation and it is<br />
evident to <strong>the</strong> Agency that <strong>the</strong> Member States have problems<br />
<strong>in</strong> establish<strong>in</strong>g report<strong>in</strong>g regimes for accident cost data. The<br />
revised Annex I to <strong>the</strong> <strong>Railway</strong> <strong>Safety</strong> Directive will require <strong>the</strong><br />
NSAs to use <strong>the</strong> will<strong>in</strong>gness-to-pay approach us<strong>in</strong>g estimates<br />
of <strong>the</strong> Value for Prevent<strong>in</strong>g a Fatality (VPF). They can ei<strong>the</strong>r<br />
estimate a national value or use <strong>the</strong> reference values given <strong>in</strong><br />
<strong>the</strong> Agency’s guidance. It is foreseen that this will simplify <strong>the</strong><br />
work for <strong>the</strong> Member States and will lead to a consistent and<br />
harmonised approach. The Agency will start analys<strong>in</strong>g data on<br />
<strong>the</strong> cost of accidents start<strong>in</strong>g when <strong>the</strong> 2010 accident <strong>in</strong>dicators<br />
are submitted.<br />
Infrastructure<br />
Automatic tra<strong>in</strong> protection<br />
Def<strong>in</strong>ition:<br />
‘Automatic Tra<strong>in</strong> Protection (ATP)’ means a system that<br />
enforces obedience to signals and speed restrictions by<br />
speed supervision, <strong>in</strong>clud<strong>in</strong>g automatic stop at signals.<br />
Guidance:<br />
Systems where track signall<strong>in</strong>g <strong>in</strong>formation is substituted<br />
and/or supplemented by cab signall<strong>in</strong>g are <strong>in</strong>cluded.<br />
The part of <strong>the</strong> def<strong>in</strong>ition relat<strong>in</strong>g to ‘automatic stop at<br />
signals’ is <strong>in</strong>tended to <strong>in</strong>clude also automatic stops at<br />
conflict po<strong>in</strong>ts between clearance gauges.<br />
Three CSIs concern railway <strong>in</strong>frastructure, one is a measure of<br />
<strong>the</strong> coverage of automatic tra<strong>in</strong> protection systems on <strong>the</strong> l<strong>in</strong>es;<br />
<strong>the</strong> o<strong>the</strong>r is <strong>the</strong> number of level cross<strong>in</strong>gs, normalised by <strong>the</strong> length of <strong>the</strong> network expressed <strong>in</strong> track km and <strong>the</strong> third gives<br />
<strong>in</strong>formation on <strong>the</strong> level of protection at level cross<strong>in</strong>gs.<br />
