Risk assessment example <strong>of</strong> an application <strong>for</strong> approval <strong>of</strong> a new<br />

rolling stock type<br />

Remark: this example <strong>of</strong> risk assessment was not produced as a result <strong>of</strong> the application <strong>of</strong><br />

the <strong>CSM</strong> process; it was carried out be<strong>for</strong>e the existence <strong>of</strong> <strong>CSM</strong>. The purpose <strong>of</strong> the<br />

example is:<br />

(a) to identify the similarities between the existing risk assessment methods and the <strong>CSM</strong><br />

process;<br />

(b) to give traceability between the existing process and the one requested by the <strong>CSM</strong>;<br />

(c) to provide justification <strong>of</strong> the added value <strong>of</strong> per<strong>for</strong>ming the additional steps (if any)<br />

required by the <strong>CSM</strong>.<br />

It must be stressed that this example is given <strong>for</strong> in<strong>for</strong>mation only. Its purpose is to help the<br />

reader understanding the <strong>CSM</strong> process. But the example itself shall not be transposed to or<br />

used as a reference system <strong>for</strong> another significant change. The risk assessment shall be<br />

carried out <strong>for</strong> each significant change in compliance with the <strong>CSM</strong> Regulation.<br />

This example <strong>of</strong> risk assessment is related to an application <strong>for</strong> approval <strong>of</strong> a new type <strong>of</strong><br />

rolling stock. A risk analysis was per<strong>for</strong>med to evaluate the risks related to the introduction<br />

<strong>of</strong> a new freight wagon.<br />

The purpose <strong>of</strong> the change was to increase the efficiency, capacity, per<strong>for</strong>mance and reliability<br />

<strong>for</strong> the transport <strong>of</strong> bulk goods on a specific freight line. As the wagons were intended<br />

<strong>for</strong> cross border traffic, an approval by two different NSAs was also needed. The proposer<br />

was the freight operator which is in turn owned by the company producing the goods to be<br />

transported.<br />

The project development comprised the construction, manufacturing, montage, putting in to<br />

service and verification <strong>of</strong> the new rolling stock. The risk analysis was per<strong>for</strong>med to verify<br />

that the new design fulfilled the safety requirements <strong>for</strong> each <strong>of</strong> the sub-systems as well as<br />

<strong>for</strong> the complete system.<br />

In the risk analysis, reference is made to the CENELEC EN 50126 procedures and<br />

definitions and the risk evaluation is per<strong>for</strong>med according to this standard.<br />

In comparison to the <strong>CSM</strong> process, the following steps were applied:<br />

(a) system description [section 2.1.2]:<br />

For each <strong>of</strong> the design phases, there were requirements on the safety verification<br />

documentation and description <strong>of</strong> the system design:<br />

(1) conceptual phase: preliminary description <strong>of</strong> the operating demands <strong>of</strong> the<br />

operator;<br />

(2) specification phase: functional specification, applicable technical standards, plan<br />

<strong>for</strong> testing and verification. Requirements from the operator on the use and<br />

maintenance <strong>of</strong> the wagon were also included;<br />

(3) manufacturing phase: technical documentation <strong>of</strong> the manufacturer, including<br />

drawings, standards, calculations, analysis etc. In depth risk analysis <strong>for</strong> new or<br />

innovative designs or new areas <strong>of</strong> use;<br />

(4) verification phase:<br />

(i)<br />

the manufacturer‘s verification <strong>of</strong> the technical per<strong>for</strong>mance <strong>of</strong> the wagon<br />

(test reports, calculations, verifications in compliance with standards and<br />

functional requirements);<br />
