(3) the application <strong>of</strong> the ALARP principle is requested in order to determine if<br />
additional safety measures could reduce the assessed risk further at a reasonable<br />
price;<br />
(4) there is no concept <strong>of</strong> "hazards associated with broadly acceptable" allowing to<br />
focus the risk assessment ef<strong>for</strong>t on the most contributing hazards. Nevertheless, it<br />
recommends to reduce the number <strong>of</strong> potential accident scenarios to a reasonable<br />
number <strong>of</strong> basic scenarios (see section § 3.2 in {Ref. 10});<br />
(5) the process concentrates on risk assessment but does not include:<br />
(i) the process <strong>for</strong> the selection and implementation <strong>of</strong> (safety) measures to<br />
modify the risk;<br />
(ii) the process <strong>for</strong> risk acceptance;<br />
(iii) the process <strong>for</strong> demonstrating the system compliance with the safety<br />
requirements;<br />
(iv) the process <strong>for</strong> communicating the risk to other concerned actors (see point<br />
here after);<br />
(6) it does not give directives about the evidence to be provided by the risk assessment<br />
process;<br />
(7) there is no request <strong>for</strong> hazard management;<br />
(8) there is no request <strong>for</strong> independent assessment by a third party <strong>of</strong> the correct<br />
application <strong>of</strong> the common approach.<br />

The comparison between the OTIF guideline and the <strong>CSM</strong> shows that both are compatible<br />
even though their scope and purpose are not exactly the same. The <strong>CSM</strong> is more general<br />
than the OTIF guideline, in that sense it is more flexible. On the other hand the <strong>CSM</strong> covers<br />
also more risk management activities:<br />
(a) it allows to use three risk acceptance principles that are based on existing practices in<br />
railways: refer to section 2.1.4;<br />
(b) its application is requested only <strong>for</strong> significant changes and further risk analysis is<br />
requested only <strong>for</strong> hazards that are not associated with a broadly acceptable risk;<br />
(c) it includes the selection and implementation <strong>of</strong> the safety measures expected to control<br />
the identified hazards and the associated risks;<br />
(d) it harmonises the risk management process, including:<br />
(1) the harmonisation <strong>of</strong> the risk acceptance criteria that is dealt within the scope <strong>of</strong> the<br />
Agency work on broadly acceptable risks and risk acceptance criteria,<br />
(2) the demonstration <strong>of</strong> the system compliance with the safety requirements;<br />
(3) the results and evidence from the risk assessment process;<br />
(4) the exchange <strong>of</strong> safety related in<strong>for</strong>mation between the actors involved at<br />
interfaces;<br />
(5) the management in a hazard record <strong>of</strong> all identified hazards and associated safety<br />
measures;<br />
(6) the independent assessment by a third party <strong>of</strong> the correct application <strong>of</strong> the <strong>CSM</strong>.<br />
Applying the OTIF guideline within the <strong>CSM</strong> (in case transporting dangerous goods<br />
constitutes a significant change <strong>for</strong> an IM or RU) does however not pose any problems, as it<br />
is compatible with using the third principle <strong>of</strong> explicit risk estimation.<br />
