change in an existing system is complex, it can be evaluated as significant if the risk <strong>of</strong><br />

impacting existing functions (6) <strong>of</strong> the system is high, although the change itself is not<br />

necessarily highly safety related.<br />

Article 4 (2)<br />

When the proposed change has an impact on safety, the proposer shall decide, by expert<br />

judgement, the significance <strong>of</strong> the change based on the following criteria:<br />

(a) failure consequence: credible worst-case scenario in the event <strong>of</strong> failure <strong>of</strong> the system under<br />

assessment, taking into account the existence <strong>of</strong> safety barriers outside the system;<br />

(b) novelty used in implementing the change: this concerns both what is innovative in the<br />

railway sector, and what is new just <strong>for</strong> the organisation implementing the change;<br />

(c)<br />

complexity <strong>of</strong> the change;<br />

(d) monitoring: the inability to monitor the implemented change throughout the system life-cycle<br />

and take appropriate interventions;<br />

(e) reversibility: the inability to revert to the system be<strong>for</strong>e the change;<br />

(f)<br />

additionality: assessment <strong>of</strong> the significance <strong>of</strong> the change taking into account all recent<br />

safety-related modifications to the system under assessment and which were not judged as<br />

significant.<br />

The proposer shall keep adequate documentation to justify his decision.<br />

[G 1] Example <strong>of</strong> small changes: after the system commissioning, increasing the maximum line<br />

speed once by 5 km/h could be not significant. However, if the maximum line speed<br />

continues to be increased by steps <strong>of</strong> 5 km/h, the sum <strong>of</strong> successive changes (evaluated<br />

individually as non significant changes) could become a significant change with respect to<br />

the initial system safety requirements.<br />

[G 2] In order to evaluate whether a set <strong>of</strong> several successive (non significant) changes is<br />

significant, when taking them as a whole, all the hazard(s) and the associated risks linked to<br />

all the changes need to be assessed. The set <strong>of</strong> the considered changes can be considered<br />

as non significant if the resulting risk is broadly acceptable.<br />

[G 3] The Agency work on significant changes has shown that:<br />

(a) it is not possible to identify harmonised thresholds or rules from which, <strong>for</strong> a given<br />

change, the decision on the significance <strong>of</strong> the change can be taken, and;<br />

(b) it is not possible to provide an exhaustive list <strong>of</strong> significant changes;<br />

(c) the decision cannot be valid <strong>for</strong> all proposers and all technical, operational,<br />

organisational and environmental conditions<br />

It is thus essential to leave the responsibility <strong>for</strong> the decision on the proposer's, who are<br />

responsible, in accordance with Article 4(3) <strong>of</strong> the Railway Safety Directive {Ref. 1}, <strong>of</strong> the<br />

safe operation and control <strong>of</strong> the risks associated with the their part <strong>of</strong> the system.<br />

[G 4] To help the proposer, one example <strong>of</strong> "evaluation and use <strong>of</strong> criteria" is provided in<br />

section C.2. <strong>of</strong> Appendix C.<br />

(6 ) As the functions in a system are not always independent, changes <strong>of</strong> some functions can also<br />

impact other functions <strong>of</strong> the system although they could seem not to be directly concerned by the<br />

changes.<br />
