5. IMPACT ASSESSMENT OF OPTIONS FOR REVISION OF THE<br />
CURRENT FRAMEWORK (IA STEPS 3 TO 6)<br />
5.1 Introduction<br />
The aim of Part 2 of this study is to assess the impacts of the policy options identified<br />
in the previous Section and summarised in Table 4.14.<br />
The approach to the impact assessment elaborated by this study closely follows the<br />
European Commission’s <strong>Impact</strong> <strong>Assessment</strong> Guidelines 21 . The key steps, therefore, in<br />
carrying out the assessment are:<br />
<strong>Impact</strong> <strong>Assessment</strong> (IA) Step 1: Identification of existing problems and<br />
objectives of legislative intervention;<br />
IA Step 2: Defining the policy options;<br />
IA Step 3: Identification of impacts that are relevant and key stakeholders that<br />
might be affected;<br />
IA Step 4: Initial assessment of the importance of these impacts based on their<br />
expected magnitude and on the likelihood of them occurring;<br />
IA Step 5: In-depth analysis of the most significant impacts;<br />
IA Step 6: Comparison of the policy options; and<br />
IA Step 7: Identification of the preferred policy option.<br />
The main problems with the current Directive and the associated objectives of<br />
legislative intervention (Step 1) were identified in a report prepared by the<br />
Commission in 2011 22 and further analysed in Section 4 of this report, which also sets<br />
out the policy options for addressing these problems (Step 2). This section therefore<br />
focuses on Steps 3 to 7. Step 3 is dealt with below for all problem areas and Steps 4<br />
to 6 analysed subsequently as per each problem area.<br />
The assessment presented in this Section is based on desk research by the consultants<br />
and on consultation with stakeholders in the cableway sector. An overview of<br />
companies and organisations contacted and of responses received is provided in<br />
Annex I.<br />
5.2 IA Step 3: Identification of Relevant <strong>Impact</strong>s and Key Stakeholders<br />
The aim of Step 3 is to compile a list of impacts and stakeholders that are relevant to<br />
the policy options under consideration. This is achieved by reviewing the<br />
comprehensive checklist of potential economic, environmental and social impacts set<br />
