and one involved a draglift. 27 minor injuries were sustained as a result of the<br />
nine incidents; importantly however there were no serious injuries or fatalities.<br />
Discussions with industry representatives have not shown any correlation between the<br />
introduction of the Directive and changes in passenger safety. A major cableway<br />
manufacturer active in the Alpine region noted that while safety (from his company’s<br />
perspective) has not really been impacted by the Directive for better or worse, it is<br />
possible that, in some Member States, the Directive has resulted in an improvement to<br />
pre-existing regulation.<br />
Discussions and information provided by national authorities and notified bodies<br />
show that the vast majority of them do not believe that there is a major problem with<br />
non-compliant or dangerous products on the market in the cableways sector (see<br />
Table 3.2).<br />

However individual cases, such as the Kaprun disaster in Austria in 2000, in which<br />
the carriage of a funicular caught fire within a tunnel and caused the deaths of 155<br />
people (Fireworld.at, nd), serve to emphasise the importance of having high levels of<br />
safety within the industry.<br />
Comprehensive data on cableway incident/accident data in non-European countries<br />
are also sparse. For example, the National Ski Areas Asssociation (NSAA) collects<br />
data on cableway related fatalities in the United States; however, data on non-fatal<br />
incidents are not published by the NSAA. According to NSAA (2012), the US has<br />
not experienced a fatality resulting from a chairlift malfunction since 1993, although a<br />
fatality occurred in December 2011 after a child fell off a chairlift. In addition, news<br />
reports make it clear that there have been incidents that resulted in non-fatal injuries.<br />
For example, in 2010 six people were hurt after a chairlift derailed in Maine. 13<br />
Taken together, it can be deduced that the <strong>Cableways</strong> Directive has an important<br />
role to play in terms of ensuring the safety of cableway passengers. In particular,<br />
the adoption of the Directive has contributed especially to increasing the level of<br />
safety of cableway installations in Member States which did not have previous history<br />
and tradition in this area or where regulation may have been comparatively less<br />
stringent.<br />
