IA <strong>Study</strong> Concerning the Revision of the <strong>Cableways</strong> Directive<br />
Public Authorities<br />
As for Problem Area F, national authorities in Liechtenstein and Denmark noted that<br />
alignment with the NLF would have the advantage of aligning the requirements<br />
applicable in the cableways sector with those in other sectors thus reducing the<br />
administrative burden on public authorities in countries with a small cableways sector.<br />
Additional costs would, however, be incurred by national authorities in the process of<br />
implementing the relevant provisions, such as reviewing documents related to new<br />
bodies notified by other Member States or by the European Commission in relation to<br />
the roles accorded to them by the NLF.<br />
Innovation and Research<br />
No impacts on research and innovation are expected.<br />
Consumers and Households<br />
No impacts on prices paid by cableways users are anticipated.<br />
Specific Regions and Sectors<br />
<strong>Impact</strong>s are likely to differ between Member States however all are likely to incur<br />
costs of enacting change/transposing change to the Directive. These Member States<br />
without notified bodies may also benefit from having some leverage over notified<br />
bodies not located in their Member State as they are reliant on the quality of work of<br />
notified bodies based outside their country.<br />
Public Health and Safety<br />
As a general point, two stakeholders suggested that the proposed options could have a<br />
positive impact on passenger safety but no specific information has been provided on<br />
current deficiencies in the work of the notified bodies that could be avoided by the<br />
proposed options. Germany expects Option F3 to be highly effective with regard to<br />
passenger safety (Option F2 is seen as ineffective).<br />
Conclusion<br />
Options F2 and F3 may contribute to ensuring that notified bodies have the necessary<br />
expertise and experience to carry out high quality assessments of the conformity of<br />
cableways products. In this regard, it is of note that some stakeholders believe that<br />
there are differences between the notified bodies with regard to the level of expertise<br />
on cableways products as some notified bodies are rarely involved in assessing<br />
cableway subsystems or safety components.<br />
Option F3 is seen as preferable to Option F2 as under this option participation in the<br />
relevant activities would not be enforceable and would depend on the goodwill of<br />
national authorities and notified bodies.<br />
