The Union Home Minister Shri Rajnath Singh has
expressed satisfaction over the security and other
arrangements put in place by the State government
and Shri Amarnathji Shrine Board (SASB) for the
smooth and peaceful conduct of annual Amarnath
Yatra which began today. Shri Rajnath Singh visited
the holy cave shrine early this morning to take
stock of the security situation and also inspected
arrangements for the smooth conduct of Yatra. He
said he is satisfied with the feedback from the pilgrims
on-the-spot who expressed happiness over
befitting arrangements and facilitation mechanism
Overseas Indians. Some of these are: •
Recognising overseas Indians as important
stakeholders in India’s economic
growth and development, OIFC will
hold “Investor Connect meets” in select
foreign countries with prominent overseas
Indians; Indian Diaspora corporate
leaders and decision makers to focus
their attention on the Indian market.
• OIFC will organise visits to
India by business delegations led by
overseas Indians from small and medium
enterprises to connect them with
business partners and relevant stakeholders
in Central and State
for them. Shri Rajnath Singh paid obeisance at the
Cave shrine and had darshan of Shiv Lingam. The
Union Home Minister reiterated his commitment to
extend all support, assistance and encouragement
to the Jammu & Kashmir Government to make the
Amarnath Yatra safer, secure and eco-friendly. He
complimented the State Government for taking
excellent measures for the comfort of pilgrims.
Union Home Minister also met Governor N.N.
Vohra at the Raj Bhavan in Srinagar and had extensive
discussions about issues relating to external
and internal security management. They also discussed
matters relating to relief and rehabilitation
of the flood victims and the arrangements for the
ongoing Amarnath Yatra. Speaking to the media,
Shri Rajnath Singh reiterated the Centre’s commitment
to extend all support and assistance to the victims
of the September 2014 flood. He said the
Prime Minister Shri Narendra Modi is keen to see
J&K as fully rehabilitated and prosperous state.
The Union Home Minister said the Centre is ready
to listen to all having grievances and issues, however,
he unequivocally rejected violent and antinational
activities. Shri Rajnath Singh expressed

Union Home Minister expresses satisfaction over security & other arrangements for Yatra
AAI Presents Dividend Cheque to
Union Minister of Civil Aviation
New Delhi, The Union Minister of Civil Aviation Shri Ashok Gajapathi Raju received a cheque amounting
to Rs. 143 crores as final dividend for the year 2013-14 from Shri R.K. Srivastava, Chairman,
Airports Authority of India (AAI) in New Delhi. The AAI declared a dividend of Rs 288 crore for the
year 2013-14. An Interim dividend cheque amounting to Rs 145 crore was already presented to the
Ministry of Civil Aviation on August 4, 2014. R. N. Choubey, Secretary, Ministry of Civil Aviation and
other senior officers were also present on the occasion.
New Delhi, The Cabinet Committee on
Economic Affairs (CCEA), chaired by the
Prime Minister Shri Narendra Modi, has
given its approval to a Central Sector
Scheme for Promotion of National
Agricultural Market through Agri-Tech
Infrastructure Fund (ATIF). The
Department of Agriculture & Cooperation
(DAC) will set it up through the Small
Farmers Agribusiness Consortium (SFAC)
by creation of a common electronic platform
deployable in selected regulated markets
across the country.
An amount of Rs. 200 crore has been earmarked
for the scheme from 2015-16 to
2017-18. This includes provision for supplying
software free of cost by DAC to the
States and Union Territories (UTs) and for
cost of related hardware/infrastructure to be
subsidized by the Government of India up
to Rs. 30 lakh per Mandi (other than for private
mandis).
The target is to cover 585 selected regulated
markets across the country, with the following
break-up:
2015-16: 250 mandis
2016-17: 200 mandis
2017-18:135 mandis
585 regulated markets across the country
will be integrated with the common e-platform
to provide farmers and traders with
access to opportunities for purchase/ sale of
agri-commodities at optimal prices in a
transparent manner across the country.
Besides, private markets will also be
allowed access to the e-platform thereby
enhancing its outreach. The Scheme is
applicable on All-India basis. There is no
State wise allocation under the Scheme.
However, desirous States would be
required to meet the pre-requisites in terms
of carrying out necessary agri-marketing
reforms. SFAC will be the lead agency for
the development of the National e-Market
by the Ministry of Agriculture, and they will
select a service provider through open bidding.
An appropriate common e-market
platform will be set up that would be

for use of self - attested certificates since
this has been approved by the
Government of India for over last eight
months. He was presiding over a review
meeting of Department of
Administrative Reforms and Public
Grievances (DARPG), here today. Dr.
Jitendra Singh has urged the State governments
to encourage this practice and
also appealed to the common people,
particularly youth, to bear in mind that
whenever they approach an office with
documents, they should bring to the
notice of the authorities that the
Government of India now allows self
attestation of certificates by the candidate
himself. Dr. Jitendra Singh
deployable in the selected 585 regulated
wholesale markets in States/UTs desirous of
joining the e-platform. The SFAC will
implement the national e-platform in three
phases during 2015-16, 2016-17 and 2017-
18. DAC will meet expenses on software
and its customisation for the States and provide
it free of cost to the States and UTs.
DAC will also give grant as one time fixed
cost subject to the ceiling of Rs.30 lakh per
Mandi for related equipment / infrastructure
in the 585 regulated mandis, for installation
of the e-market platform. Big private
mandis will also be allowed access to
the e-platform for purposes of price discovery.
However they will not be supported
with any funds for equipment / infrastructure.For
integration with the e-platform the
States/UTs will need to undertake prior
reforms in respect of (i) a single license to
be valid across the State, (ii) single point
levy of market fee and (iii) provision for
electronic auction as a mode for price discovery.
Only those States/UTs that have
completed these three pre-requisites will be
eligible for assistance under the scheme.
The e-marketing platform should promote
reform of the agricultural marketing sector
and apart from promoting free flow of agri
commodities across the country and should
result in greater farmer satisfaction as
prospects for marketing of his produce
would be significantly enhanced. He will
have improved access to market related
information and better price discovery
through a more efficient, transparent and
competitive marketing platform, which
gives him access to a greater number of
buyers within the State and from outside,
through transparent auction processes. It
would also increase his access to markets
through warehouse based sales and thus
obviate the need to transport his produce to
the mandi.
Background: Following successive Budget
announcements of 2014 and 2015 on setting
up an "Agri-Tech Infrastructure Fund"
and on National Market respectively, DAC
the hope that improvement in overall security situation
in Jammu and Kashmir will lead to a point
where there will be no requirement of AFSPA.
Shri Rajnath Singh said India is committed to
maintain cordial and friendly relations with
Pakistan and other neighbouring countries while
expressing the hope that Pakistan responds positively.
He said as of now there is no proposal of any
talks with the separatist Hurriyat Conference in
Kashmir. Before leaving for Delhi, Shri Rajnath
Singh visited the Dargah Hazratbal Shrine and
prayed for the peace and prosperity of the State.
Dr. Jitendra Singh calls for
use of self-attested certificates
informed that a circular to this effect had
already been sent to the State governments
and though most of the states
have responded positively, yet in many
cases, the information is still not fully
percolated to the lower levels of administration.
He said that introduction of self
attested certificates was one of the most
historic measures introduced by the
Modi government soon after it took
over. The decision was universally
hailed both by administration as well as
by public. This revolutionary step not
only lessened a lot of hardship faced by
the youth applying for jobs or higher
education but also conveyed a bigger
symbolic message that the Modi government
had the capacity to trust the
youth of this country, he added.
Recalling from his personal experience,
Dr. Jitendra Singh stated that he had personally
been a witness to a number of
hardships that the youth went through
looking for a gazetted officer, a notary,
etc., for attestation. Moreover, in certain
remote areas of the country many a time,
a gazetted officer or a notary was not
readily available in the vicinity to perform
the task of attestation, he added.
On occasions, there were also complaints
that young aspirants had to shell
out meager amount in their pockets for
accomplishing the task of getting the
huge pile of certificates attested. This is
particularly ironic in the present age of
high technology and biometric facility,
he observed and added that in certain
areas and departments, however, where
statutory, legal or security nature are
involved, the earlier practice of getting
attestation from an authorised authority
has nonetheless been allowed to carry
on. During the review meeting, an
assessment was also made of the number
of other recent initiatives by DARPG
department which include introduction of
a pension portal, "Jeevan Praman" initiative,
"Anubhav" programme, biometrics
and new methods for ease in governance.

Integration of agri-markets across the country
through the e-platform is seen as an
important measure for overcoming challenges
posed by the present agri-marketing
system namely - fragmentation of State into
multiple market areas each administered by
separate APMC, multiple levy of mandi
fees, requirement for multiple license for
trading in different APMCs, licensing barriers
leading to conditions of monopoly,
poor quality of infrastructure and low use
of technology, information asymmetry,
opaque process for price discovery, high
level of market charges, movement controls,
etc. The need to unify markets both at
State and National level is, therefore, clearly
the requirement of time, in order to provide
better price to farmers, improve supply
chain, reduce wastages and create a unified
national market through provision of the
common e-platform.
