4. Results<br />

This chapter presents the findings of the empirical research. The chapter<br />

starts with the descriptions of each three case programs. After that, the<br />

results from the analysis are presented, addressing one research question at<br />

a time. The indicators of the program-parent organization boundary are<br />

described, after which the identified boundary <strong>activities</strong> are presented <strong>and</strong><br />

the indicators of <strong>readiness</strong> <strong>for</strong> change are presented. The identified<br />

associations between the boundary <strong>activities</strong> <strong>and</strong> the <strong>readiness</strong> indicators<br />

are reported, <strong>and</strong> finally the potential effects of contextual factors are<br />

discussed. Regarding each research question, the section begins with an<br />

overview of the findings concerning the phenomenon under study, after<br />

which the case-specific results are briefly introduced <strong>and</strong> the three cases are<br />

compared.<br />

4.1 Description of program initiation in the three cases<br />

In this section, detailed descriptions of the case programs in Center, Bureau<br />

<strong>and</strong> Chain are provided. For each case, the initiation <strong>and</strong> planning stage of<br />

the case program is described from the emergence of the program idea to<br />

early program implementation.<br />

4.1.1 Case Center<br />

Center is a non-profit public sector organization in Finl<strong>and</strong> that acts as a<br />

central agency <strong>for</strong> a consortium of a wide number of public organizations<br />

operating in multiple service businesses. The member organizations of the<br />

consortium are Center’s primary customers. Center has three main <strong>for</strong>ms of<br />

<strong>activities</strong>. The first is to supervise the interests of its member organizations,<br />

<strong>for</strong> example, by representing them in different <strong>for</strong>ums. The second task is to<br />

provide various expert services to the member organizations at their<br />

request. The third task is to conduct research <strong>and</strong> development <strong>activities</strong><br />

that are guided by the strategic objectives of the organization <strong>and</strong> typically<br />

implemented in a project <strong>for</strong>m. Center is organized into ten functional units<br />

that employ a few hundred experts. Additionally, Center has seven<br />

relatively independent subsidiaries.<br />
