When the First World War ended, freedom struggles broke out<br />
across Asia, impelled by the victors’ denial of colonial self-determ<strong>in</strong>ation.<br />
Address<strong>in</strong>g the Second Congress, Len<strong>in</strong> noted that 70 percent<br />
of the world’s population “are either <strong>in</strong> a state of direct colonial<br />
dependence or are semi-colonies.” The “card<strong>in</strong>al idea” underly<strong>in</strong>g<br />
the Second Congress theses on the national and colonial questions,<br />
he said, was “the dist<strong>in</strong>ction between oppressed and oppressor nations.”<br />
Accord<strong>in</strong>g to these theses, the <strong>Com<strong>in</strong>tern</strong>’s goal lay <strong>in</strong> “unit<strong>in</strong>g<br />
the proletarians and toil<strong>in</strong>g masses of all nations” <strong>in</strong> a common<br />
struggle “to overthrow the landowners and the bourgeoisie.” But<br />
to achieve that goal, the theses stated, “all communist parties must<br />
directly support the revolutionary movement among the nations that<br />
are dependent … and <strong>in</strong> the colonies.”<br />
Introduc<strong>in</strong>g the theses, Len<strong>in</strong> <strong>in</strong>sisted on the need to dist<strong>in</strong>guish<br />
reformist currents that accept the colonial framework and “nationalrevolutionary<br />
movements,” even though the program of the latter<br />
rema<strong>in</strong>s “bourgeois-democratic” rather than socialist.<br />
The theses called for support for peasant movements <strong>in</strong> dependent<br />
countries “aga<strong>in</strong>st the landowners and all forms and vestiges of feudalism,”<br />
and the organiz<strong>in</strong>g of the peasants <strong>in</strong>to soviets (revolutionary<br />
councils).<br />
Yet communist forces cannot dissolve <strong>in</strong>to the national-revolutionary<br />
movement, the theses cautioned. They “absolutely must<br />
ma<strong>in</strong>ta<strong>in</strong> the <strong>in</strong>dependent character of the proletarian movement,<br />
even <strong>in</strong> its embryonic stage,” <strong>in</strong> order to defend workers’ historic<br />
<strong>in</strong>terests.<br />
The <strong>Com<strong>in</strong>tern</strong>’s defense of colonial peoples extended to Asian<br />
immigrants <strong>in</strong> the US, Canada and Australia who faced discrim<strong>in</strong>ation<br />
and exclusion not only by governments but also by some trade<br />
unions.<br />
The <strong>Com<strong>in</strong>tern</strong> called for “a vigorous campaign aga<strong>in</strong>st restrictive<br />
immigration laws,” equal wages for non-white workers, and<br />
their organization <strong>in</strong>to the unions.<br />
The Dutch communist Henk Sneevliet, represent<strong>in</strong>g what is now<br />
Indonesia, told delegates that “no question on the entire agenda has<br />
such great importance” as the national and colonial questions. Len<strong>in</strong><br />
delivered the ma<strong>in</strong> report on this question, and drafted the theses.<br />
