Planning Activities Agreement Between<br />
The Columbus Area <strong>Metropolitan</strong> Planning Organization <strong>and</strong><br />
The <strong>Indianapolis</strong> <strong>Metropolitan</strong> Planning Organization <strong>and</strong><br />
The Madison County Council of Governments<br />
The nine-county Central Indiana area is designated by the federal government as a<br />
nonattainment area for the ozone pollutant (8-hour st<strong>and</strong>ard), with five of those counties<br />
additionally classified as nonattainment for the fine particulate matter pollutant (PM 2.5<br />
st<strong>and</strong>ard). The area contains three metropolitan planning areas in whole or in part, the<br />
Columbus Area <strong>Metropolitan</strong> Planning Organization (CA<strong>MPO</strong>), the <strong>Indianapolis</strong><br />
<strong>Metropolitan</strong> Planning Organization (I<strong>MPO</strong>), <strong>and</strong> the Madison County Council of<br />
Governments (MCCOG/Anderson). As more than one <strong>MPO</strong> has authority within a<br />
nonattainment area, an agreement is called for by the federal <strong>Metropolitan</strong> Planning<br />
Rules, specifically 23 CFR 450.310 (g).<br />
It is hereby agreed that the Columbus <strong>MPO</strong> is responsible for the transportation plan for<br />
the Columbus <strong>Metropolitan</strong> Planning Area (MPA) <strong>and</strong> for all responsibilities of an <strong>MPO</strong> in<br />
that portion of the nine county central Indiana nonattainment area therein, the<br />
<strong>Indianapolis</strong> <strong>MPO</strong> is responsible for the transportation plan in that part of the nine county<br />
central Indiana nonattainment area within its MPA, <strong>and</strong> the Anderson <strong>MPO</strong> for all<br />
responsibilities of an <strong>MPO</strong> in that part of the nine county central Indiana nonattainment<br />
area within its MPA. Any conflicts that may arise between the <strong>MPO</strong>s will be resolved by<br />
the executive directors of the three agencies in consultation.<br />
The <strong>MPO</strong>s, the Columbus Area <strong>Metropolitan</strong> Planning Organization, the <strong>Indianapolis</strong><br />
<strong>Metropolitan</strong> Planning Organization, <strong>and</strong> the Madison County Council of Governments<br />
(Anderson <strong>MPO</strong>), have an arrangement to ensure cooperation that is documented in an<br />
agreement between them.<br />
This agreement remains in effect until any one of the signatory agencies notifies all other<br />
signatory agencies in writing that the agency no longer supports this agreement.<br />
General<br />
1. The three <strong>MPO</strong>s will cooperate in efforts toward achieving general<br />
consistency of plans <strong>and</strong> air quality issues as they relate to projects that have<br />
central Indiana regional impacts.<br />
2. The three <strong>MPO</strong>s will cooperate in public participation efforts on plans <strong>and</strong> on<br />
projects of Central Indiana regional significance.<br />
3. Each <strong>MPO</strong> will participate, as ex-officio members, in the transportation<br />
planning process of the other through technical committee memberships, <strong>and</strong><br />
involvement in regional corridor, subarea, major investment studies,<br />
management system development <strong>and</strong> other studies <strong>and</strong> plans of central<br />
Indiana regional significance.<br />
