9. Administration<br />
It should be remembered that the designated <strong>Metropolitan</strong> Planning Organization (<strong>MPO</strong>) for the<br />
Central Indiana region is the Department of <strong>Metropolitan</strong> Development of the City of<br />
<strong>Indianapolis</strong>, which exercises its <strong>MPO</strong> responsibilities under the name “<strong>Indianapolis</strong><br />
<strong>Metropolitan</strong> Planning Organization”, or <strong>MPO</strong> (or sometimes I<strong>MPO</strong>). <strong>MPO</strong> activities <strong>and</strong><br />
functions are carried out as a quasi-independent agency, but the requirements of the City of<br />
<strong>Indianapolis</strong>’ institutional structure must also be satisfied. Simultaneously, the City bureaucracy<br />
provides many services to the <strong>MPO</strong>, including financial, legal, <strong>and</strong> administrative functions.<br />
Staffing<br />
Organizational Structure<br />
The <strong>MPO</strong> staff typically utilizes a team approach to organization, rather than relying on a rigid<br />
hierarchical structure, but formal relationships do exist. Reporting lines of the <strong>MPO</strong> staff are<br />
shown in the following figure.<br />
Reporting lines above the Executive Director diverge. The first reporting line goes to the<br />
members of the IRTC. The second line goes to the administration of the City of <strong>Indianapolis</strong>,<br />
which acts as the fiscal agent <strong>and</strong> legal authority for the <strong>MPO</strong>. Beginning in January, 2010 the<br />
<strong>MPO</strong> will become a Division within the <strong>Indianapolis</strong> Department of <strong>Metropolitan</strong> Development,<br />
<strong>and</strong> report directly to the Department Director.<br />
