6. Be adopted <strong>and</strong> transmitted to INDOT <strong>and</strong> the Indiana Division of FHWA for review <strong>and</strong><br />
approval prior to January 1, so that <strong>MPO</strong> activities continue uninterrupted.<br />
7. Indicate in sufficient detail responsibility for work, completion schedules, <strong>and</strong> products.<br />
8. Include budget information that addresses fund expenditures <strong>and</strong> funding sources (however,<br />
the UPWP itself is not a budget document).<br />
Approval / Adoption<br />
The Indiana Department of Transportation (INDOT) acts as coordinator in the work program<br />
approval process. As such INDOT, the Federal Highway Administration (FHWA), the Federal<br />
Transit Administration (FTA), the U.S. Environmental Protection Agency (U.S. EPA) <strong>and</strong> the<br />
Indiana Department of Environmental Management (IDEM) review the draft document. These<br />
agencies provide review comments to the INDOT coordinator, who schedules review meetings<br />
to incorporate agency comments. The <strong>MPO</strong> then revises the work program based on these<br />
interagency comments. The IRTC participates in the work program activities <strong>and</strong> approves<br />
findings <strong>and</strong> recommendations of major studies.<br />
Following approval of the final draft work program it is sent to INDOT for the development of a<br />
funding agreement. INDOT recommends approval to FHWA <strong>and</strong> FTA through a letter to that<br />
effect. Both the <strong>MPO</strong> <strong>and</strong> INDOT then sign the funding agreement, upon their attorneys’<br />
approval.<br />
Internal Approval Process<br />
The federal planning funds included in the work program (FHWA Planning or PL funds <strong>and</strong> FTA<br />
Section 5303 funds) require a 20% local match, which is provided by the IRTC members.<br />
Following IRTC <strong>Policy</strong> Committee approval of the UPWP, the Director of the <strong>Indianapolis</strong><br />
Department of <strong>Metropolitan</strong> Development signs the funding agreement with INDOT.<br />
Monitoring<br />
Quarterly Status Reports are prepared to accompany the requests for reimbursement of federal<br />
funds. The Financial Services Division of DMD prepares the funding requests based on actual<br />
expenses. The Department of Housing <strong>and</strong> Urban Development (HUD) conducts an audit for<br />
indirect costs for all federal programs administered by the City.<br />
