The evaluation team calculated a realization rate of 0.21 and 0.28 for low-flow showerheads and<br />
faucet aerators, respectively. Two issues arose for these water saving devices. First, not all<br />
respondents recalled receiving the measures and, of those that did, almost three-quarters<br />
reported fewer quantity received than what was recorded in the program data. Second, a<br />
significant portion of customers said their water heating fuel was something other than electric.<br />
These findings are substantiated by a review of the full program data, which documents water<br />
heating fuel type.<br />
The survey confirmed the receipt of room air conditioners and refrigerators for all respondents<br />
for a realization rate of 1.0 for each appliance.<br />
