3 Residential Energy Efficient Products <strong>Program</strong><br />
The Energy Efficient (EE) Products program provides financial incentives to customers and support to<br />
retailers that sell energy efficiency products. The program includes promotional support, point-of-sale<br />
materials, training, promotional events and ""up-stream product buy-down" rebates to retailers,<br />
distributors or manufacturers for select products. Also, includes existing catalogue sales channel, and<br />
support for community-based initiatives, or other distribution channels that can reliably document<br />
effective distribution of energy efficient products.<br />
In addition to appliances, this program includes CFLs iniplemented through the retail channel as well as<br />
those distributed through give-away events and through the appliance recycling. 17<br />
3.1 <strong>Program</strong> Updates<br />
On October 28, 2011, the Commission approved the Petition of <strong>West</strong> <strong>Penn</strong> <strong>Power</strong> Company, for<br />
modifications.to its EE&C Plan. Immediately following approval, the Company began implementing the<br />
Amended EE&C Plan changes, which included the rebate reductions for refrigerator-freezers and<br />
freezers and the addition of a dehumidifier measure. It also included the addition of household product<br />
measures such as TVs, smart strips, torchiere floor lamps, and LED Holiday lights.<br />
3.2 Impact Evaluation Gross Savings<br />
Gross Impact for CFLs<br />
Savings associated with the CFL component are estimated using a deemed approach, with the energy<br />
savings and demand reductions taken as deemed in accordance with the TRM.<br />
There were two separate activities within the CFL component of this program in PY2: upstream<br />
discounts and giveaway events. The impact evaluation for both activities within the CFL program<br />
component includes the following verification elements:<br />
» Review of shipment invoices, including types and quantities of CFLs distributed to participating<br />
retailers. These shipment invoices are carefully matched to the DSM tracking system to confirm<br />
proper counts and bulbs types claimed.<br />
• Review of the DSM tracking system to assure there are no duplicate entries and that all bulbs<br />
were eligible for being counted in PY3 based on invoice dates.<br />
* Review of CSP energy savings and demand reduction calculations.<br />
