lake frontage, waterways, ponds, streams, deciduous <strong>and</strong> conifer forests, native<br />
prairie, bluffs, other unique vegetative associations, or areas <strong>of</strong> rugged<br />
topography with quality views <strong>and</strong> vistas.<br />
9. Joint use agreements between the <strong>City</strong> <strong>of</strong> <strong>Lakeville</strong> <strong>and</strong> other governmental<br />
entities will be pursued <strong>and</strong> developed when appropriate.<br />
10. Private development <strong>of</strong> recreational activities shall be encouraged so as to limit<br />
the need for public acquisitions. If such facilities are relied upon, however,<br />
assurance for public or semi-public access shall be established.<br />
St<strong>and</strong>ards - Park Development:<br />
1. The <strong>City</strong> shall develop a comprehensive system <strong>of</strong> safe, aesthetically pleasing<br />
parks, playgrounds, trails, greenway corridors <strong>and</strong> conservancy open space<br />
areas geographically located throughout the community which <strong>of</strong>fer a full variety<br />
<strong>of</strong> facilities <strong>and</strong> programs to all residents <strong>of</strong> the <strong>City</strong>.<br />
2. Development <strong>of</strong> recreation facilities shall be appropriate to the areas in which<br />
they are located, both with respect to their integration into the social<br />
characteristics/physical setting <strong>and</strong> the remainder <strong>of</strong> the <strong>City</strong>’s park system <strong>and</strong><br />
to their potential for creating conflicts with neighboring property owners.<br />
Policies - Park Development:<br />
1. Every reasonable effort will be made to improve <strong>and</strong> exp<strong>and</strong> parks located in<br />
developed areas with inadequate facilities, utilizing existing <strong>City</strong> properties where<br />
possible.<br />
2. Wherever practical, parks will include conservancy open space areas/ greenways<br />
that preserve <strong>and</strong> protect <strong>City</strong> forests, wetl<strong>and</strong>s, natural areas, lakes, streams<br />
<strong>and</strong> cultural or historical resources within park areas.<br />
3. Wherever possible, active use recreation areas should be designed for diverse<br />
uses during all seasons <strong>of</strong> the year.<br />
4. Park <strong>and</strong> playground buildings <strong>and</strong> sites shall, to the extent possible, be<br />
compatible with surrounding urban or rural activities in regard to scale, design,<br />
color, setback <strong>and</strong> materials.<br />
5. Park development shall minimize impact upon adjoining development through<br />
provision for, but not limited to:<br />
a. Adequate <strong>of</strong>f-street parking.<br />
b. Appropriate orientation <strong>and</strong> location <strong>of</strong> activity areas <strong>and</strong> buildings.<br />
c. Screening, buffering <strong>and</strong> l<strong>and</strong>scaping.<br />
