3. System planning will include public participation at every step. The <strong>Parks</strong>,<br />
Recreation <strong>and</strong> Natural Resources Advisory Committee will provide a forum for<br />
open discussion <strong>of</strong> issues to insure early <strong>and</strong> continuing public participation in<br />
park planning, rather than review <strong>of</strong> decisions already made. The Committee will<br />
continue to facilitate public awareness <strong>and</strong> encourage input on all aspects <strong>of</strong><br />
parks, trails, open space <strong>and</strong> recreation.<br />
4. The <strong>Parks</strong>, <strong>Trails</strong> <strong>and</strong> <strong>Open</strong> <strong>Space</strong> <strong>Plan</strong> will be based upon directions<br />
established by the general Comprehensive <strong>Plan</strong> - Policy <strong>Plan</strong>/Development<br />
Framework. The System <strong>Plan</strong> will be implemented through integration with other<br />
<strong>City</strong> activities involving private growth management <strong>and</strong> provision for other public<br />
facilities <strong>and</strong> services. System planning data will be continually transmitted in<br />
usable form to all other <strong>City</strong> departments in order to maintain an awareness <strong>of</strong><br />
needs <strong>and</strong> opportunities.<br />
General Recreational System Outreach<br />
St<strong>and</strong>ards:<br />
1. To the extent possible, the <strong>Parks</strong> <strong>and</strong> Recreation Department shall provide<br />
comprehensive park <strong>and</strong> recreation programs <strong>and</strong> facilities for all residents <strong>and</strong><br />
groups <strong>of</strong> the community.<br />
2. Programs <strong>and</strong> facilities shall be organized <strong>and</strong> <strong>of</strong>fered so as to maximize<br />
participation <strong>and</strong> overcome physical or economic limitations which may serve to<br />
prevent equal opportunity.<br />
Policies:<br />
1. <strong>Parks</strong> <strong>and</strong> Recreation administration <strong>and</strong> operations will be implemented based<br />
on <strong>City</strong> Council <strong>and</strong> <strong>Parks</strong>, Recreation <strong>and</strong> Natural Resources Advisory<br />
Committee policies, procedures <strong>and</strong> ordinances.<br />
2. The department will recognize conflicts <strong>and</strong> mediate fairly in matters in which<br />
special interest groups seek to achieve results, which may not serve the best<br />
interests <strong>of</strong> the community in general.<br />
3. Besides the st<strong>and</strong>ard programs <strong>and</strong> facilities typically recognized in a<br />
recreational/parks/trail system, equitable consideration will be devoted, but not<br />
limited to, the following special concerns:<br />
a. Areas for natural interpretation, conservation easements, greenway<br />
corridors <strong>and</strong> trails.<br />
b. Historic preservation.<br />
