System St<strong>and</strong>ards & Policies<br />
Introduction<br />
The <strong>Lakeville</strong> Comprehensive <strong>Plan</strong> has established a broad range <strong>of</strong> goals <strong>and</strong> policies<br />
intended to guide community growth through 2020. The system st<strong>and</strong>ards <strong>and</strong> policies<br />
that follow specifically focus on the planning <strong>and</strong> development <strong>of</strong> the <strong>Lakeville</strong> <strong>Parks</strong>,<br />
<strong>Trails</strong> <strong>and</strong> <strong>Open</strong> <strong>Space</strong> System <strong>and</strong> advance the benchmark date to 2030 consistent<br />
with the Regional Framework.<br />
<strong>Parks</strong>, <strong>Trails</strong>, <strong>Open</strong> <strong>Space</strong> <strong>and</strong> Recreational System <strong>Plan</strong>ning<br />
St<strong>and</strong>ards:<br />
1. Recreation/parks/trails system planning in the <strong>City</strong> <strong>of</strong> <strong>Lakeville</strong> shall be a dynamic<br />
process that organizes <strong>and</strong> addresses all activities in a comprehensive manner.<br />
2. <strong>Lakeville</strong> <strong>Parks</strong>, <strong>Trails</strong> <strong>and</strong> <strong>Open</strong> <strong>Space</strong> plan shall utilize a needs assessment<br />
process to develop goals <strong>and</strong> priorities for programs, acquisition, development,<br />
<strong>and</strong> use <strong>of</strong> parks, conservancy open space areas <strong>and</strong> recreational facilities.<br />
Information about the <strong>City</strong>’s present <strong>and</strong> future park <strong>and</strong> recreation needs will be<br />
collected <strong>and</strong> evaluated on a regular basis, in part through bi-annual meetings<br />
with all major athletic associations or other park user groups.<br />
3. The various components <strong>of</strong> the <strong>Lakeville</strong> parks, trails, <strong>and</strong> open space system<br />
shall be integrated in a manner that maximizes the effect <strong>of</strong> existing facilities,<br />
economizes future investments <strong>and</strong> reduces duplication <strong>of</strong> facilities <strong>and</strong> services<br />
where possible.<br />
Policies:<br />
1. Because the comprehensive planning process is a continuous cycle, the <strong>City</strong> will<br />
review the <strong>Parks</strong>, <strong>Trails</strong> <strong>and</strong> <strong>Open</strong> <strong>Space</strong> <strong>Plan</strong> periodically, including st<strong>and</strong>ards,<br />
policies, <strong>and</strong> inventory. A comprehensive update <strong>of</strong> the System <strong>Plan</strong> will occur<br />
every five years.<br />
2. <strong>Plan</strong>ning for recreation programs <strong>and</strong> new physical facilities will begin prior to<br />
l<strong>and</strong> being developed for residential, commercial, <strong>and</strong> industrial activities as part<br />
<strong>of</strong> the subdivision review process. The <strong>City</strong> will prepare a master plan for each<br />
component <strong>of</strong> the park <strong>and</strong> trail system that will be the basis for site acquisition,<br />
development <strong>and</strong> use. Incorporation <strong>of</strong> appropriate parks <strong>and</strong>/or recreational<br />
facilitates will be analyzed as a part <strong>of</strong> the initial plat review process. <strong>Plan</strong>ners will<br />
make maximum use <strong>of</strong> existing information <strong>and</strong> acquire new data as needed.<br />
