The <strong>City</strong> has initiated another update <strong>of</strong> the <strong>Lakeville</strong> <strong>Parks</strong>, <strong>Trails</strong> <strong>and</strong> <strong>Open</strong> <strong>Space</strong><br />
<strong>Plan</strong> in 2005 to again inventory <strong>and</strong> reassess park, trail <strong>and</strong> open space needs. This<br />
effort is undertaken within the context <strong>of</strong> the policy framework established by past plans<br />
described above. A primary focus <strong>of</strong> the <strong>Lakeville</strong> <strong>Parks</strong>, <strong>Trails</strong> <strong>and</strong> <strong>Open</strong> <strong>Space</strong> <strong>Plan</strong><br />
update is to describe not only future l<strong>and</strong> <strong>and</strong> facility needs based on anticipated growth<br />
through 2030, but to examine the needs to update, upgrade <strong>and</strong> replace existing<br />
facilities <strong>and</strong> infrastructure in more mature areas <strong>of</strong> the <strong>City</strong>, as <strong>Lakeville</strong> moves towards<br />
becoming a fully developed community.<br />
Importance <strong>of</strong> Recreation<br />
Recreation opportunities are a vital component <strong>of</strong> <strong>Lakeville</strong>’s developed environment.<br />
Five basic community functions are served by parks, trails <strong>and</strong> open space facilities.<br />
These include:<br />
• Provision <strong>of</strong> Recreational Resources. Opportunities for recreation <strong>and</strong> leisure time<br />
activities are integral to <strong>Lakeville</strong>’s overall quality <strong>of</strong> life. A growing emphasis on<br />
physical fitness <strong>and</strong> a recreational diversity increases the responsibility <strong>of</strong><br />
recreational providers within the community to meet this public dem<strong>and</strong>.<br />
Additionally, the nation, as a whole, is growing more concerned with the health risks<br />
<strong>of</strong> obesity <strong>and</strong> the need for more active lifestyles. Awareness, education <strong>and</strong><br />
availability <strong>of</strong> recreational opportunities are key elements in the fight against obesity<br />
<strong>and</strong> other poor health habits.<br />
• Protection <strong>of</strong> Natural Resources. Natural resources possess more than just<br />
recreational aesthetic value. They are essential to the preservation <strong>of</strong> human life,<br />
health, <strong>and</strong> welfare. <strong>Lakeville</strong> is rich in lakes, wetl<strong>and</strong>s, distinctive vegetation, <strong>and</strong><br />
other attractive natural resources. The character <strong>of</strong> this l<strong>and</strong>scape should be<br />
preserved for the enjoyment <strong>of</strong> future generations <strong>and</strong> the preservation <strong>of</strong> existing<br />
ecosystems.<br />
• Structuring <strong>of</strong> Urban Development. The nature <strong>and</strong> variety <strong>of</strong> parks <strong>and</strong> other<br />
recreational facilities heighten a community’s identity <strong>and</strong> sense <strong>of</strong> pride.<br />
Development <strong>and</strong> maintenance <strong>of</strong> a quality park <strong>and</strong> open space system is a proven<br />
way to attract high quality residential <strong>and</strong> commercial development,. Quality park<br />
facilities serve to enhance property values <strong>and</strong> revitalize otherwise declining areas.<br />
• Contribution to the Local Economy. The contribution <strong>of</strong> a strong park <strong>and</strong> trail<br />
system to the <strong>City</strong>’s local economy is <strong>of</strong>ten understated. Aside from contributing to<br />
the <strong>City</strong>’s attractiveness as a place to live <strong>and</strong> work, the recreation system also<br />
directly contributes to the <strong>City</strong> economy through tourism <strong>and</strong> special events. League<br />
play tournaments <strong>and</strong> special events such as the Ironman bike tour <strong>and</strong> the 12 <strong>and</strong><br />
Under AAU National Baseball Tournament brings people to the <strong>City</strong> to spend<br />
consumer dollars on hotel, dining <strong>and</strong> other purchases.<br />
