Comparison With <strong>City</strong> St<strong>and</strong>ards<br />
The <strong>City</strong> st<strong>and</strong>ards suggest that the <strong>City</strong> provide 2.5 to 3.5 acres <strong>of</strong> active neighborhood<br />
park l<strong>and</strong> per 1,000 people. The 2020 population suggests a future need <strong>of</strong> between<br />
18.2 <strong>and</strong> 25.6 acres <strong>of</strong> active park l<strong>and</strong>. While the combination <strong>of</strong> <strong>City</strong> park <strong>and</strong> schools<br />
exceed forecasted need, the existing facilities are primarily playfields which do not<br />
include recreational facilities found in neighborhood parks serving smaller, more<br />
intimate neighborhood environments. Stoneborough Park has been acquired <strong>and</strong><br />
Village Creek Park has been acquired <strong>and</strong> developed to address neighborhood park<br />
needs in areas <strong>of</strong> District 8 currently developing.<br />
Recommendations<br />
To address the park <strong>and</strong> trail needs <strong>of</strong> District 8, the following recommendations are<br />
<strong>of</strong>fered:<br />
1. The <strong>City</strong> will explore the opportunity <strong>of</strong> creating a community playfield in<br />
conjunction with <strong>City</strong>-owned l<strong>and</strong> along South Creek, south <strong>of</strong> Highway 50 <strong>and</strong><br />
east <strong>of</strong> Cedar Avenue. Any park planning in this area <strong>of</strong> the <strong>City</strong> should<br />
implement strategies for preserving South Creek as a trout stream.<br />
2. Two neighborhood park search areas are identified in District 8:<br />
a. The first park search area is located between Hamburg <strong>and</strong> Cedar<br />
Avenues. This area represents future residential areas supporting low to<br />
medium <strong>and</strong> medium to high residential densities.<br />
b. The second park search area is located east <strong>of</strong> Cedar Avenue. This area<br />
<strong>of</strong> the <strong>City</strong> is proposed for medium density residential l<strong>and</strong> uses. The<br />
Cedar Avenue corridor presents a physical barrier that may inhibit<br />
residents from using parks located west <strong>of</strong> Cedar Avenue. An initial parcel<br />
<strong>of</strong> l<strong>and</strong> for this park has been acquired by the <strong>City</strong> through dedication as<br />
part <strong>of</strong> the Spyglass subdivision. Additional l<strong>and</strong> will be acquired to<br />
assemble with the Spyglass parcel when the l<strong>and</strong> north <strong>of</strong> Spyglass is<br />
subdivided.<br />
3. The following trail improvements will be considered in District 8:<br />
a. Extension <strong>of</strong> MPTWs along Cedar Avenue.<br />
b. MPTWs along 202 nd Street, 205 th Street <strong>and</strong> 210 th Street<br />
c. The provision <strong>of</strong> MPTWs along Dodd Boulevard <strong>and</strong> County Road 70<br />
when Dakota County upgrades these County highways.<br />
4. The <strong>City</strong> has established portions <strong>of</strong> the South Creek greenway. With infill<br />
development, the <strong>City</strong> will preserve the balance <strong>of</strong> the corridor. A critical issue is<br />
connection <strong>of</strong> the South Creek greenway from Stone Borough Park east to<br />
Holyoke Avenue to provide a connection from areas west along the corridor<br />
(including <strong>Lakeville</strong> South High School) to the <strong>Lakeville</strong> CBD.<br />
