Recommendations<br />

In review <strong>of</strong> the park needs within District 4, the following recommendations are <strong>of</strong>fered:<br />

1. Exp<strong>and</strong> utilization <strong>of</strong> Ritter Farm Park through improvements identified in<br />

Appendix A <strong>and</strong> the approved master plan to include the following uses:<br />

• <strong>Trails</strong> for several types <strong>of</strong> users.<br />

• Environmental learning center.<br />

• Reproduction farm setting.<br />

• Archery range.<br />

• Fishing, camping, large group picnics/outdoor events.<br />

2. Investigate potential expansion <strong>of</strong> Ritter Farm Park south to include 20 acres<br />

around a significant wetl<strong>and</strong> feature. Improve access to Ritter Farm Park <strong>City</strong>wide<br />

through community trail systems. Specific trail corridors should include a<br />

MPTW trail loop that would connect Keokuk Avenue, 195 th Street, Kenrick<br />

Avenue, <strong>and</strong> 205 th Street. This trail loop would improve pedestrian <strong>and</strong> bicycle<br />

access to both Ritter Farm Park <strong>and</strong> Casperson Park.<br />

3. As District 4 experiences some urban growth, a neighborhood park facility will be<br />

appropriate north <strong>of</strong> 205 th Street. <strong>Lakeville</strong>’s 2020 L<strong>and</strong> Use <strong>Plan</strong> envisions the<br />

existing gravel mine in this area be reclaimed <strong>and</strong> developed. The l<strong>and</strong> uses for<br />

this area include commercial along the freeway, with a mixture <strong>of</strong> residential<br />

types <strong>and</strong> densities. A neighborhood park will be needed to serve this long<br />

range growth area <strong>and</strong> may be acquired through park dedication requirements<br />

during the subdivision process.<br />

4. Consistent with the long term rural character <strong>of</strong> District 4, the <strong>City</strong> wishes to<br />

pursue a greenway connection between Ritter Farm Park <strong>and</strong> Soberg Waterfowl<br />

Production Area. This greenway would provide an attractive overl<strong>and</strong> trail<br />

between two <strong>of</strong> the <strong>City</strong>’s natural amenities. Establishment <strong>of</strong> greenway<br />

corridors should also be sought from Ritter Farm Park west to Judicial Road<br />

north to Murphy-Hanrehan Park Reserve <strong>and</strong> from Soberg Waterfowl Production<br />

Area east, across I-35 to connect with the South Creek greenway.<br />
