Education & Training Updates<br />

• The Customs Agents Basic Courses are conducted by the Royal<br />

Malaysian Customs. It is mandatory for all Customs licensed<br />

Forwarding Agents to send a minimum of two (2) staff to attend the<br />

said course as a minimum requirement. This is to ensure a better<br />

understanding of Customs legislations and procedures to effect a fast<br />

and proper release of goods by Customs.<br />

• Individual State Association of FMFF coordinates with Customs<br />

training personnel for course delivery to its members.<br />

• The Train the Trainer program (TOT) was jointly organized by MIFF<br />

and UNESCAP to strengthen the role of trainers and upgrade the skills<br />

of the workforce. Nineteen (19) experienced players from the trade<br />

participated in this program during September 2006.<br />

• A follow-up training program will be conducted by UNESCAP at Port<br />

Klang from September 4 – 10 2007.<br />

UPDATES AND DEVELOPMENTS<br />

National Logistics Council<br />

• With the ever-changing trade scenario and new challenges that<br />

arise from it, the National Logistics Council is created with<br />

Government and industry participation to address issues that<br />

impact the competitiveness of the economy.<br />

• This will enhance cooperation whereby the logistics sector<br />

actively contributes while the Government accepts input for the<br />

formulation of policy and decision making.<br />

• FMFF has been invited to be in the task force of the Malaysian<br />

Logistics Council<br />

The Northern Corridor Economic Region (NCER)<br />

• This project will transform Penang into a modern, vibrant city<br />

and a major logistics and transportation hub.<br />

<br />

Penang Port will be promoted as the leading port of the<br />

Indonesia, Malaysia, Thailand Growth Triangle. Facilities at the<br />

port will be upgraded so that it will be able to handle more<br />

containers and bigger container ships.<br />

• The Bayan Lepas Airport, Penang will be made to handle high<br />

quality perishable food items and cater for increasing air traffic.<br />

• PFFA participated in giving a voice to the problems and issues<br />

faced within the industry and advocated the setting up of a<br />

new Air Cargo Terminal as well as an Air Cargo Village to cater<br />

for all types of commodities.<br />

Security Update<br />

• The biggest robbery in Malaysia involving US$12.7 mil<br />

(RM47mil) worth of computer chips occurred at the MAS Cargo<br />

Complex in Batu Maung, Penang. This was staged by twenty<br />

(20) robbers on 20 th November 2006.<br />

• To-date, the stolen microchips have not been recovered nor<br />

the robbers apprehended. However, 12 suspects have been<br />

placed under Restrictive Residence (Emergency Ordinance). As<br />

a result of the robbery, the Penang State Government initiated<br />

a high level task force to look into all aspects of security<br />

procedures at all transport gateways.<br />

• Corrective measures have been taken to boost security. One of<br />

the measures taken was the deployment of armed guards at all<br />

Cargo Complexes.<br />

Legal suits with MAS<br />

• PFFA was successful in the legal suit with MAS in the<br />

implementation of the Free Commercial Zone (FCZ) regulations<br />

in Penang Airport. As a result, the Ministry of Finance<br />

terminated MAS as the Zone Authority with effect from<br />

December 31, 2007. The new Zone Authority will be Malaysian<br />

Airports Berhad (MAB) effective January 1, 2008.<br />

• PFFA was also successful in the legal suit to defend four (4)<br />

Cargo Agents from being evicted from the Cargo Complex. All<br />

the 4 tenants are now allowed to retain their units as tenants<br />

at the premises in the Cargo Complex.<br />
