UPDATES AND DEVELOPMENTS
National Logistics Council
• With the ever-changing trade scenario and new challenges that
arise from it, the National Logistics Council is created with
Government and industry participation to address issues that
impact the competitiveness of the economy.
• This will enhance cooperation whereby the logistics sector
actively contributes while the Government accepts input for the
formulation of policy and decision making.
• FMFF has been invited to be in the task force of the Malaysian
Logistics Council
The Northern Corridor Economic Region (NCER)
• This project will transform Penang into a modern, vibrant city
and a major logistics and transportation hub.

Penang Port will be promoted as the leading port of the
Indonesia, Malaysia, Thailand Growth Triangle. Facilities at the
port will be upgraded so that it will be able to handle more
containers and bigger container ships.
• The Bayan Lepas Airport, Penang will be made to handle high
quality perishable food items and cater for increasing air traffic.
• PFFA participated in giving a voice to the problems and issues
faced within the industry and advocated the setting up of a
new Air Cargo Terminal as well as an Air Cargo Village to cater
for all types of commodities.
Security Update
• The biggest robbery in Malaysia involving US$12.7 mil
(RM47mil) worth of computer chips occurred at the MAS Cargo
Complex in Batu Maung, Penang. This was staged by twenty
(20) robbers on 20 th November 2006.
• To-date, the stolen microchips have not been recovered nor
the robbers apprehended. However, 12 suspects have been
placed under Restrictive Residence (Emergency Ordinance). As
a result of the robbery, the Penang State Government initiated
a high level task force to look into all aspects of security
procedures at all transport gateways.
• Corrective measures have been taken to boost security. One of
the measures taken was the deployment of armed guards at all
Cargo Complexes.
Legal suits with MAS
• PFFA was successful in the legal suit with MAS in the
implementation of the Free Commercial Zone (FCZ) regulations
in Penang Airport. As a result, the Ministry of Finance
terminated MAS as the Zone Authority with effect from
December 31, 2007. The new Zone Authority will be Malaysian
Airports Berhad (MAB) effective January 1, 2008.
• PFFA was also successful in the legal suit to defend four (4)
Cargo Agents from being evicted from the Cargo Complex. All
the 4 tenants are now allowed to retain their units as tenants
at the premises in the Cargo Complex.
