I. Welcome and Introductions (CI International)<br />

Connie Doyle (CI): Welcomed the group to the meeting.<br />

Group: (Participants introduced themselves. Attendance list attached.)<br />

II. Project Updates- Global Project Updates (<strong>GSA</strong>)<br />

Jim Fortinsky (<strong>GSA</strong>) Regarding the coast guard building, 53 percent has been completed. Both garages have<br />

been topped out. The childcare building has been studded out. The foundation has been built. The garages up<br />

to the top floor have been capped <strong>of</strong>f the side <strong>of</strong> the garage. The fencing has been completed up to outpost 22.<br />

They have stopped to work on the perimeter fence. They are working on south side <strong>of</strong> building. Washington<br />

Gas and Honeywell are putting in utility vaults (electric). In the eagle zone they’ve completed all the clearing.<br />

Outposts 10-12 are being worked on. The utilities have been dug out and the infrastructure for heating and<br />

cooling pipes has been installed.<br />

Nancy Witherell (<strong>GSA</strong>) provided an update on the project after the hurricane and earthquake. There have<br />

been no major disruptions. The only loss was a large specimen oak tree near building 68.<br />

Thomas Otto (<strong>GSA</strong>) Gave an update on the interpretive plan. <strong>GSA</strong> is now reaching out to <strong>St</strong>. Elizabeth<br />

employees and the general public, seeking oral histories.<br />

III. On-Site Access Road (incl. Firth <strong>St</strong>erling) Final Design Presentation, ROD Addendum Update and<br />

MOA Final Draft (Clark/Carvalho & Good/WDG/<strong>GSA</strong>)<br />

Bruno Carvalho (Carvalho & Good) Presented the Final Design Presentation slides. He emphasized that<br />

this was just a review. No new information was presented except for information related to the street lights. He<br />

provided a review <strong>of</strong> the vicinity maps and project limits and proposed plantings in the 5-year and 10-year<br />

timeline. There was discussion on tree specification at the south turnaround (slide 8) noting the landscape<br />

design team has been very intentional about the right trees to select.<br />

Discussion followed regarding the lighting, (slides 10-14). What they started with originally was seen as<br />

overbearing, so they looked at new pole heights at 20 and 15 ft. The trade-<strong>of</strong>fs between different designs and<br />

glare levels above accepted DDOT and IES standards and light levels below accepted DDOT and IES<br />

standards were discussed. The 28.5 ft. pole, single fixture was compared with respect to light versus glare<br />

levels. Jamie Henson stated that DDOT has a list <strong>of</strong> requirements but that they are agnostic regarding design.<br />

The need to address pedestrian safety was raised. General discussion regarding the guidelines for the<br />

lighting re-selection are to look at a light fixture with a medium height, downward facing and a more modern<br />

design.<br />

A concern regarding adequate bus space was raised. A concern was raised that there was not enough shelter,<br />

especially inclement weather, suggesting some people might be discouraged to take the bus and might choose<br />

to drive in instead causing more considerations.<br />

Kirsten Brinker Kulis (ACHP) Raised a question regarding bike lanes suggesting the planners look for public<br />

benefit opportunities.<br />

Nancy Witherell (<strong>GSA</strong>) Responded that the multipurpose lanes in the design will accommodate bikes and<br />

address these concerns.<br />

Kirsten Brinker Kulis (ACHP) Raised the question about interpretive signs, about whether that was any issue<br />

with this or effort put into this? The response was if it is a possibility, they will look into it.<br />

Sarah Batcheler (CFA): Had a question regarding whether DDOT or <strong>GSA</strong> would be wedded to the design <strong>of</strong><br />

lighting fixtures or whether modern fixtures would be on the table? Additional maintenance and cost could be<br />

incurred and are considerations but they are not wedded to the design.<br />

IV. Pump House and Generator Building Final Design Presentation (Perkins + Will)<br />

Tom Mozina (P+W) presented the final design presentation. There was a comment regarding making the<br />

landscaping more natural and less commercial was raised. Comment on the scale <strong>of</strong> the building for the truck<br />

facility was raised. Another concern was how the trucks would be able to back up.<br />

Response was that more rigor will be brought to bear in planning out the truck route to accommodate trucks<br />

backing-up to the facility and noted that this area is not part <strong>of</strong> the Pump House and Generator Building final<br />

design presentation but the warehouse facility which is part <strong>of</strong> Phase III and will be reviewed in the future.<br />

<strong>GSA</strong> would look at the landscaping in the pump house design to make it more natural.<br />

Nancy Witherell (<strong>GSA</strong>) <strong>GSA</strong> has talked to Tim Dennee and <strong>GSA</strong> is not going to do an MOA for the pump<br />

house. <strong>GSA</strong> will submit a preliminary/final design submission to NCPC and CFA but not an MOA because<br />

there is no adverse effect.<br />

Carlton Hart (NCPC) Was looking at page 9 for reference to the existing building and it seems like there are<br />

more trees on page 2. He was not sure what is being removed.<br />

Tom Mozina (P+W) There will be opportunity to recapture and to restore the perimeter area. Wherever there is<br />

the opportunity to repair and recreate dense woodland, it will be.<br />

Carlton Hart: Is there space between buildings?<br />

Tom Mozina (P+W) DHS wanted a certain amount <strong>of</strong> parking. On the north side, they needed to stay away<br />

from foundations and footings. On the south side, there is not a lot <strong>of</strong> space for access to equipment that<br />

needed to be accommodated.<br />

There was a comment that this design could be rotated, however this would require all structures being<br />

changed. Tom Mozina responded that design consideration was given with respect for the satellites. Pump<br />

house is shorter and therefore needed to be placed accordingly so that the satellite signal could clear.<br />

Kirsten Brinker Kulis: Will there be a consultation on the warehouse area?<br />

Tom Mozina (P+W): Yes, it will be with Phase III <strong>of</strong> the project and will be consulted upon in the future.<br />

Sarah Batcheler (CFA) Can you point to the route the trucks will take?<br />

Tom Mozina (P+W) Perhaps they will build a subterranean facility to accommodate this. If the space becomes<br />

wider, then it affects the design presented. Tim’s thoughts on this need to be put into more detail. The box is a<br />

concept and it could be oriented differently but again is part <strong>of</strong> the warehouse future project. He also<br />

responded that a line to demark the current project and future warehouse phase will be added to the design<br />

submissions to provide clarity.<br />

V. Building 49 Addition and Landscape Final Design Presentation (Perkins + Will)<br />

By way <strong>of</strong> introduction <strong>GSA</strong> is still consulting with DHS with regard to the building program. The project went<br />

through previous consultation, MOA and NCPC approval but CFA didn’t approve it. Since then it has been<br />

redesigned to respond to CFA comments and the adverse effect <strong>of</strong> the re-design has been minimized. <strong>GSA</strong><br />

will take it back to NCPC and CFA. NCPC wants a public record <strong>of</strong> the new version and comments on changes.<br />

Tom Mozina: The back <strong>of</strong> the existing building 49 is not going to be modified. The presentation showed the<br />

originally presented plan and the new revised plan. The exercise facility has been lowered into a lower level<br />

and consolidated it into one building. The orientation <strong>of</strong> the basketball court has changed and it has been<br />

located below grade. They brought in daylight in the high base and balcony spaces and increased the slope.<br />

The new site plan has an underground facility. Since there was the desire to have outside space the plan now<br />

reflects much less brown and much greener in a subdued approach. The plan is compact and efficient. In the<br />

fitness center, there are glass partitions <strong>of</strong> the exercise space which maximizes light. These rooms are<br />

wrapped around with workout equipment that looks out onto the outside. There will be landscaping to s<strong>of</strong>ten<br />

the development. There is no visibility problem in new plan regarding the icehouse. The new plan doesn’t take<br />

away from building 52.<br />

Sarah Batcheler (CFA) It looks good. The commission had issues with the design <strong>of</strong> the building but now it’s a<br />

landscape solution. There remain questions about the trees that can be placed on the new green space<br />

created and how it could be occupied with drip walls, etc. The commission will have to see it again and<br />

landscape design questions will be asked.<br />

Tom Mozina (P+W) It’s our intention that the green space on the top <strong>of</strong> the building should be fully accessible.<br />

There will be no problem with falling or height problems with activity on the surface ro<strong>of</strong> area given they lifted<br />

the wall up to the guard rail residual. A rail might be necessary.<br />

Sarah Batcheler (CFA) Does the space have any goal for the landscaping?<br />

Tom Mozina (P+W) The landscaping will be minimal given providing natural light inside the facility is key.<br />

Sarah Batcheler (CFA) A landscaping plan should be developed and presented.<br />

Kirsten Brinker Kulis (ACHP) Expressed that she was impressed by the plan. She pointed out the note on<br />

page 11 regarding the field <strong>of</strong>fice.<br />

Tom Mozina (P+W) <strong>GSA</strong> didn’t want to break up DHS’ guard support so they all fit.<br />

Carlton Hart (NCPC) We like this. I like this. Did the amount <strong>of</strong> exercise space decrease?<br />

Tom Mozina (P+W) No, the <strong>GSA</strong> space decreased.<br />

VI. Interim <strong>St</strong>air at the NOC and MOA Amendment (Goody Clancy/HDR/<strong>GSA</strong>)<br />

Thom Ennen (<strong>GSA</strong>) The reason we are here today with this project is due to a restriction <strong>of</strong> funding. Box B <strong>of</strong><br />

the DOC will be built but in the meantime there are a lot <strong>of</strong> functions in the center building and the two floors<br />

from the other building that we need to have interim access to before the Phase II above grade portions <strong>of</strong> the<br />

NOC are constructed. The exiting stair is being eliminated and we are creating an interim stair to provide<br />

access to NOC be which we will be presenting to you today.<br />

Kent Bonner (HDR) The front door to the DOC is in Phase B. We do have capacity to move people up and<br />

down but they need to have more capacity to accommodate code requirements. We have tried to consolidate<br />

the space <strong>of</strong> this interim stair by minimizing construction. There will be none other than the vertical piece which<br />

is within the limits <strong>of</strong> Cedar Drive and 4 ft. <strong>of</strong> the curb line. It is a rated stair and covered with rain screen. The<br />

cedar panels will pivot. It is a clean façade and minimal in character. This is not a proposal with respect to<br />

landscaping which will be incorporated as part <strong>of</strong> the USCG project.<br />

Kirsten Brinker Kulis (ACHP) Is there adverse effect, since the plan is interim and the structure is separate<br />

from the building? The response is that <strong>GSA</strong> does consider it to be an interim or temporary adverse effect for<br />

the NHL since it is an interim stair.<br />

Betsy Merritt (NTHP) The color looks weird.<br />

Sarah Batcheler (CFA) They are using a material that looks more temporary, not brick or metal for a reason.<br />

If it weathers, the structure becomes less visible.<br />

VII. Connecting Passage Demolition (<strong>GSA</strong>)<br />

Thom Ennen (<strong>GSA</strong>) We have a construction access problem near the Center Building. Balfour Beatty are out<br />

there working on the utilities on the plateau, emptying utilities that come back through the switchback road and<br />

building 49, and Clark is building coast guard facilities. We are currently doing the fit-out <strong>of</strong> DOC A and there<br />

are no ro<strong>of</strong> penetrations. We are going to keep the below grade in the building and there is an access issue for<br />

vehicles. The only road now will be going away due to construction. They can’t drive over Box A. They would<br />

like to remove the shed closest to the center building, which is part <strong>of</strong> the rail connection.<br />

Betsy Merritt (NTHP) What is the structure made out <strong>of</strong>?<br />

Nancy Witherell (<strong>GSA</strong>) Please keep in mind this connection is already scheduled to be demolished in the<br />

Master Plan. It is made <strong>of</strong> brick, wood and CMU because it’s been altered overtime. The plan is to demolish<br />

the connection. It is an adverse effect and approved for removal already.<br />

Kirsten Brinker Kulis (ACHP) Will the tracks be retained?<br />

Nancy Witherell (<strong>GSA</strong>) Yes, it will be retained. There will be some loss <strong>of</strong> character defining features but no<br />

loss <strong>of</strong> integrity. Adverse effect will be included in MOA with Interim <strong>St</strong>air B and the intent will be to minimize<br />

the adverse effects.<br />

Kirsten Brinker Kulis (ACHP) Was there some resistance to retaining the track?<br />

Nancy Witherell (<strong>GSA</strong>) They are not proposing anything that will infringe on the direction on the<br />

bakery/creamery in the future.<br />

Tim Dennee (DCSHPO) No adverse effect process is needed.<br />

Nancy Witherell (<strong>GSA</strong>) Rather than a MOA, we will acknowledge that this adverse effect has been<br />

documented in the Master Plan through correspondence to the SHPO’s <strong>of</strong>fice.<br />

Tim Dennee (DCSHPO) It would be nice if you could the present final agreement and show the final version<br />

with exhibits.<br />

Nancy Witherell (NCPC) We’ll write the letter and will incorporate into the final design submission.<br />

Carlton Hart (NCPC) NCPC would like to have an email on this from Nancy to document this for our records.<br />

Kirsten Brinker Kulis (ACHP) Will the building 49 addition will have a MOA amendment?<br />

Nancy Witherell (<strong>GSA</strong>) It was previously part <strong>of</strong> the original Adaptive Reuse MOA and does not have an<br />

additional adverse effect, thus it was not our intent to develop a MOA Amendment for this design change.<br />

Kirsten Brinker Kulis (ACHP) Since we’ve done amendments so far, although it has been intense, we would<br />

be changing the process midstream.<br />

Jane Engvall (DHS) DHS would want to see this letter.<br />

Tim Dennee (DCSHPO) The existing MOA covers what is currently being proposed, as long as the new<br />

proposal is in the final design proposal then a MOA Amendment is not necessary.<br />

Sarah Batcheler (CFA) Can we just substitute the attachments?<br />

Tim Dennee (DCSHPO) If you are going to change the dates, etc., yes. But on the final omnibus, the final<br />

exhibits would be these.<br />

Kirsten Brinker Kulis (ACHP) In the Amendment clause should we have something in it regarding this?<br />

Sarah Batcheler (CFA) On the East campus there is a tunnel under it that has an impact on the design <strong>of</strong> the<br />

<strong>West</strong> campus. How will that information come back to DC? Can your team resolve this? Discussion occurred<br />

among the group. If it goes away, it is a useable open space. General consensus was the answer is no one<br />

really knows.<br />

Kirsten Brinker Kulis (ACHP) The MLK improvements are pending the budget. Are you coming to us with<br />

more information on that?<br />

Nancy Witherell (<strong>GSA</strong>): The design has not been fully worked out and they will come back when there are<br />

better developed plans.<br />
