I. Welcome and Introductions – Connie Doyle (CI International)<br />
Connie Doyle (CI): Welcomed the group to the meeting.<br />

II. Project Updates- Global Project Updates (<strong>GSA</strong>)<br />
Thom Ennen (<strong>GSA</strong>) - Some trees were damaged in storm and Darren will be able to give an update on that<br />
with his presentation following. Procurement proceedings to meet funding deadlines by end <strong>of</strong> fiscal year<br />
continue.<br />
Kirsten Brinker Kulis (ACHP) - What is being procured?<br />
Thom Ennen (<strong>GSA</strong>) - Security perimeter.<br />
Beth Savage (<strong>GSA</strong>) Since last meeting a fire occurred at the tower <strong>of</strong> the Center building. The response was<br />
swift and overzealous. The fire dept. arrived within 4 minutes <strong>of</strong> reporting. The fire originated on the tower<br />
ro<strong>of</strong> in Building 1. Evidence shows lighting strike as investigation commenced. The fire occurred in a<br />
renovation zone. Everything will be fixed permanently as part <strong>of</strong> the renovation. <strong>GSA</strong> & fire investigators<br />
found some water damage. Plywood had to be removed from upper floors and insulation to combat fire. It was<br />
constricted to the top <strong>of</strong> the tower. Replaced fire suppression lines two years ago, which was saving grace<br />
during this recent fire.<br />
Due to the movement <strong>of</strong> the location <strong>of</strong> childcare play yard (as part <strong>of</strong> the USCG MOA approval) from where it<br />
was previously planned to be located, the result is there is a reduction and an addition to the LOD that is<br />
required. The limited disturbance has expanded in total by approx 750 sq. feet. There needs to be a grading<br />
<strong>of</strong> an acceptable slope. No cultural resources will be affected. The cemetery nearby will not be affected either.<br />
An amendment to the USCG MOA Exhibit 2 will be issued to the signatories for execution if there are no<br />
additional questions/comments.<br />
Kirsten Brinker Kulis (ACHP) - When is the excavation planned to occur?<br />
Beth Savage (<strong>GSA</strong>): As soon as MOA signatures are received. Excavation occurring now on the other<br />
portions <strong>of</strong> the USCG site and work on excavation near the NOC at Building 5 will happen as soon as possible.<br />
III. Phase 1 Utilities and Landscape Protection Planning Updates (<strong>GSA</strong>/P+W)<br />
Darren De<strong>St</strong>efano - (Horticulturist for <strong>GSA</strong>) provided an overview <strong>of</strong> the landscape protection planning<br />
efforts occurring for the development <strong>of</strong> the site. He noted that currently fencing is in place to mark <strong>of</strong>f areas<br />
for tree protection; an IDIQ is being issued to render various services for landscape efforts on the site and<br />
overall services on trees; Any trees transplanted will be irrigated during the project; trees will be procured and<br />
installed over the next year for new trees in the tree protection zones which are in compliance and in<br />

accordance with Heritage Landscapes and Andropogon’s Landscape Preservation, Integration and<br />
Management Plan; The old elm on the campus was damaged in this last storm; Use <strong>of</strong> compressed air and<br />
other safety precautions will be used during construction to preserve trees on the site.<br />
Kirsten Brinker Kulis (ACHP) - Is Darren onsite most <strong>of</strong> time? Where are the highly erodible areas on site?<br />
Security fencing around cemetery noted?<br />
Darren De<strong>St</strong>efano (<strong>GSA</strong>): Yes, I am on site full time. The security fences are being rerouted to the bottom <strong>of</strong><br />
the cemetery as per the USCG MOA and the highly erodible area is not near this area.<br />
Beth Savage (<strong>GSA</strong>) - There will be “no go zones” implemented for the project and there will be preservation<br />
architects onsite to oversee work.<br />
Darren De<strong>St</strong>efano (<strong>GSA</strong>): There are 10 major transplants identified due to gate 1 and gate 2 garages. More<br />
info on those transplants will be given later. We are starting plant/tree preparation for transplant has begun.<br />
The contractor who is centralizing everything has not been selected yet but there will be one contractor<br />
responsible for majority <strong>of</strong> trees impacted rather than multiple contractors.<br />
Tom Mozina (P+W) – The next part <strong>of</strong> the presentation is to review the previously approved Phase 1 Utilities<br />
package. In the Adaptive Reuse Phase 1b utility tunnels were previously approved and we are now looking at<br />
a direct bury option in the bidding process. The direct bury option will provide greater flexibility.<br />
Shapour Ebadi (<strong>GSA</strong>) – Both direct bury and tunnels are being priced in the procurement. And upon award<br />
we will be able to notify the CP’s <strong>of</strong> the final decision on the utilities. We are bringing the option forward today<br />
to the consulting parties to show impacts <strong>of</strong> the option should <strong>GSA</strong> select to move forward with the direct bury<br />
option.<br />
Tom Mozina (P + W) - Reviewed the direct bury plan in comparison to the utility tunnel plan. He noted that the<br />
focus is to run with the network <strong>of</strong> roadways to minimize the impacts. There is subtle growth <strong>of</strong> the direct bury<br />
option when compared to the tunnel plan.<br />
Sarah Batcheler (CFA) - Will there be a separate access for service workers?<br />
Tom Mozina (P + W) - There will be manholes in place. These manholes and exits will not be visible nor there<br />
a physical building. It will not be in the lawn as in previous diagrams.<br />
Tunnels cost vs. management is a concern. All tunnel routing identified along with any trees needing specific<br />
care before building. The overall impact between tunnel vs. direct bury is negligible.<br />
Shapour Ebadi (<strong>GSA</strong>) – Proposals are expected in three weeks, and a panel will select tunnel vs. direct bury.<br />
If direct bury selected, the contracting <strong>of</strong>ficer will issue award letter, then final MOA will be modified.<br />
Unfortunately due to procurement processes we are unable to disclose any portion <strong>of</strong> the selection process<br />
until final award thus the reason we wanted to bring the direct bury option forward to you now.<br />

Sarah Batcheler (CFA) - With Phase 1 does it include building 49?<br />
Beth Savage (<strong>GSA</strong>) - Yes, building 49 is part <strong>of</strong> recovery funds. There is a design that CFA had comments on,<br />
but it is an option in the contract. <strong>GSA</strong> will obligate the funds as design is modified before construction. We<br />
are waiting on the actual number based on design.<br />
Kirsten Brinker Kulis (ACHP) - Which trees affected by direct bury? Two trees saved in direct bury but one<br />
affected by tunnel?<br />
Tom Mozina (P + W) - Worst case, there are 120 trees in total that could be impacted by both scenarios. The<br />
variance between the scenarios is 1 tree.<br />
IV. East <strong>Campus</strong> North Parcel Master Plan Alternative Updates (WRT/JMA/RA)<br />
Dawud Abdur- Rahman (<strong>GSA</strong>) – We anticipate the Draft EIS to be out later this summer/early fall. We are reengaging<br />
discussions with the National Park Service and continue consultation on the campus alternatives.<br />
Richard Bartholomew (WRT) – We will be presenting additional elevation studies for the Master Plan<br />
alternatives. We have revised the eye level views to conform to the elevation studies and made some minor<br />
adjustments to the heights <strong>of</strong> the buildings. The East <strong>West</strong> bars alternative has not changed; in the <strong>Campus</strong><br />
Reflection scheme we have stepped down the building from west to east; in the Atrium scheme we have added<br />
an indentation along the north façade <strong>of</strong> the building to break down the mass <strong>of</strong> the large wing <strong>of</strong> the building.<br />
We have also provided new elevation studies and found that 4-stories will allow for sufficient presence for the<br />
FEMA building along MLK.<br />
Thomas E. Luebke (CFA) - Suggested a physical model rather than picture views would be helpful because it<br />
is hard to make a firm decision on a preferred alternative without a clear understanding <strong>of</strong> the differences and<br />
impacts <strong>of</strong> the two. We would prefer a more “understandable” model. Should show massing blocks in 3-<br />
dimensional view as opposed to flat drawings.<br />
Kirsten Brinker Kulis (ACHP) - Agrees that a physical model would be helpful. Would like more viewpoints<br />
(farther from MLK)<br />
Sarah Batcheler (CFA) - Physical model would help clarify and aid in decision making. Massing questions<br />
are: Relative heights <strong>of</strong> projecting pieces? In contrast to last time, they are now in absolute elevation, but for<br />
the campus reflection scheme it would be interesting to see some adjustments to the heights <strong>of</strong> those buildings<br />
as well due to the grade. If you added another story to the two middle buildings, will that affect the amount <strong>of</strong><br />
sunlight allowed in courtyards? Could we see that as an alternate in a sketch up model?<br />
Christine Saum (NCPC) - In looking at schemes, in terms <strong>of</strong> its presence on MLK, the campus reflection<br />
seems to have more presence.<br />

Discussion occurred and <strong>GSA</strong> agreed to provide a sketch up model for the next meeting to aid in the selection<br />
<strong>of</strong> a preferred alternative.<br />
Charles Cheek (JMA) – Presented the visual impacts presentation <strong>of</strong> the alternatives. He noted the updates<br />
to the views analysis included a more descriptive understanding <strong>of</strong> the impact from the Suitland Parkway view<br />
and the Sycamore view was taken from an alternative vantage point.<br />
Sarah Batcheler (CFA) – In regards to the view from Sycamore <strong>St</strong>., from the furthest South portion, is there a<br />
building behind it? It is hard to see it on the scheme with the Dix building in the way. Are you choosing things in<br />
the foreground or background? We’d like everything shown clearly.<br />
Kirsten Brinker Kulis (ACHP) - The Dix building shows a frame <strong>of</strong> reference that is irrelevant.<br />
Thomas E. Luebke (CFA) - Is the bridge space included in the campus reflections rendering?<br />
Charles Cheek (JMA) – We will remove the Dix building for the next iteration. We will also check with model<br />
that there is in fact a space between buildings.<br />
The next portion <strong>of</strong> the presentation was the effects on contributing resources. He noted that each <strong>of</strong> the<br />
alternatives has the same effects and most are indirect effects on setting. The effects on the buildings (dry<br />
barn, horse barn) are indirect as well because <strong>of</strong> the change. On the cultural landscape, there are some<br />
changes to topography which will be altered due to the construction <strong>of</strong> the garage. Two direct adverse effects<br />
are to small scale elements as a result <strong>of</strong> the expansion <strong>of</strong> MLK – the iron and concrete gate posts will be<br />
removed. In terms <strong>of</strong> circulation, there is a direct adverse impact due to the change in alignment <strong>of</strong> Pecan<br />
<strong>St</strong>reet. Archaeology – there are no known effects at this point. The overall footprints <strong>of</strong> the alternatives are<br />
pretty much the same from alternative to alternative and we feel the effects are essentially equal.<br />
Kirsten Brinker-Kulis (ACHP) - one <strong>of</strong> the major things that they want to know is what it looks like from the<br />
west campus. We would like a better understanding <strong>of</strong> the west campus.<br />
Tammy <strong>St</strong>idham (NPS) - The widening <strong>of</strong> MLK was not included in this evaluation, is that not associated with<br />
the landscape <strong>of</strong> the North parcel?<br />
Charles Cheek (JMA) – We are trying to focus on north campus for this presentation. A follow-up presentation<br />
will be made for MLK along with the transportation elements. We want to treat the transportation issues at one<br />
time.<br />
Outstanding Issues<br />
Beth Savage (<strong>GSA</strong>) - We will follow up on a physical model. We are looking at August and the possibility <strong>of</strong><br />
only a single meeting. We should have an update within next week. As <strong>of</strong> now, the next meeting is Tuesday,<br />
August 10 th .<br />
