Consulting Party Meeting July 27, 2010
Meeting Notes GSA ROB Room 7023
1:30 – 5:30pm
I. Welcome and Introductions – Connie Doyle (CI International)
Connie Doyle (CI): Welcomed the group to the meeting.
Group: (Participants introduced themselves. Attendance list attached.)
II. Project Updates- Global Project Updates (GSA)
Thom Ennen (GSA) - Some trees were damaged in storm and Darren will be able to give an update on that
with his presentation following. Procurement proceedings to meet funding deadlines by end of fiscal year
continue.
Kirsten Brinker Kulis (ACHP) - What is being procured?
Thom Ennen (GSA) - Security perimeter.
Beth Savage (GSA) Since last meeting a fire occurred at the tower of the Center building. The response was
swift and overzealous. The fire dept. arrived within 4 minutes of reporting. The fire originated on the tower
roof in Building 1. Evidence shows lighting strike as investigation commenced. The fire occurred in a
renovation zone. Everything will be fixed permanently as part of the renovation. GSA & fire investigators
found some water damage. Plywood had to be removed from upper floors and insulation to combat fire. It was
constricted to the top of the tower. Replaced fire suppression lines two years ago, which was saving grace
during this recent fire.
Due to the movement of the location of childcare play yard (as part of the USCG MOA approval) from where it
was previously planned to be located, the result is there is a reduction and an addition to the LOD that is
required. The limited disturbance has expanded in total by approx 750 sq. feet. There needs to be a grading
of an acceptable slope. No cultural resources will be affected. The cemetery nearby will not be affected either.
An amendment to the USCG MOA Exhibit 2 will be issued to the signatories for execution if there are no
additional questions/comments.
Kirsten Brinker Kulis (ACHP) - When is the excavation planned to occur?
Beth Savage (GSA): As soon as MOA signatures are received. Excavation occurring now on the other
portions of the USCG site and work on excavation near the NOC at Building 5 will happen as soon as possible.
III. Phase 1 Utilities and Landscape Protection Planning Updates (GSA/P+W)
Darren DeStefano - (Horticulturist for GSA) provided an overview of the landscape protection planning
efforts occurring for the development of the site. He noted that currently fencing is in place to mark off areas
for tree protection; an IDIQ is being issued to render various services for landscape efforts on the site and
overall services on trees; Any trees transplanted will be irrigated during the project; trees will be procured and
installed over the next year for new trees in the tree protection zones which are in compliance and in
accordance with Heritage Landscapes and Andropogon’s Landscape Preservation, Integration and
Management Plan; The old elm on the campus was damaged in this last storm; Use of compressed air and
other safety precautions will be used during construction to preserve trees on the site.
Kirsten Brinker Kulis (ACHP) - Is Darren onsite most of time? Where are the highly erodible areas on site?
Security fencing around cemetery noted?
Darren DeStefano (GSA): Yes, I am on site full time. The security fences are being rerouted to the bottom of
the cemetery as per the USCG MOA and the highly erodible area is not near this area.
Beth Savage (GSA) - There will be “no go zones” implemented for the project and there will be preservation
architects onsite to oversee work.
Darren DeStefano (GSA): There are 10 major transplants identified due to gate 1 and gate 2 garages. More
info on those transplants will be given later. We are starting plant/tree preparation for transplant has begun.
The contractor who is centralizing everything has not been selected yet but there will be one contractor
responsible for majority of trees impacted rather than multiple contractors.
Tom Mozina (P+W) – The next part of the presentation is to review the previously approved Phase 1 Utilities
package. In the Adaptive Reuse Phase 1b utility tunnels were previously approved and we are now looking at
a direct bury option in the bidding process. The direct bury option will provide greater flexibility.
Shapour Ebadi (GSA) – Both direct bury and tunnels are being priced in the procurement. And upon award
we will be able to notify the CP’s of the final decision on the utilities. We are bringing the option forward today
to the consulting parties to show impacts of the option should GSA select to move forward with the direct bury
option.
Tom Mozina (P + W) - Reviewed the direct bury plan in comparison to the utility tunnel plan. He noted that the
focus is to run with the network of roadways to minimize the impacts. There is subtle growth of the direct bury
option when compared to the tunnel plan.
Sarah Batcheler (CFA) - Will there be a separate access for service workers?
Tom Mozina (P + W) - There will be manholes in place. These manholes and exits will not be visible nor there
a physical building. It will not be in the lawn as in previous diagrams.
Tunnels cost vs. management is a concern. All tunnel routing identified along with any trees needing specific
care before building. The overall impact between tunnel vs. direct bury is negligible.
Shapour Ebadi (GSA) – Proposals are expected in three weeks, and a panel will select tunnel vs. direct bury.
If direct bury selected, the contracting officer will issue award letter, then final MOA will be modified.
Unfortunately due to procurement processes we are unable to disclose any portion of the selection process
until final award thus the reason we wanted to bring the direct bury option forward to you now.
Meeting Notes GSA ROB Room 7023
1:30 – 5:30pm
Sarah Batcheler (CFA) - With Phase 1 does it include building 49?
Beth Savage (GSA) - Yes, building 49 is part of recovery funds. There is a design that CFA had comments on,
but it is an option in the contract. GSA will obligate the funds as design is modified before construction. We
are waiting on the actual number based on design.
Kirsten Brinker Kulis (ACHP) - Which trees affected by direct bury? Two trees saved in direct bury but one
affected by tunnel?
Tom Mozina (P + W) - Worst case, there are 120 trees in total that could be impacted by both scenarios. The
variance between the scenarios is 1 tree.
IV. East Campus North Parcel Master Plan Alternative Updates (WRT/JMA/RA)
Dawud Abdur- Rahman (GSA) – We anticipate the Draft EIS to be out later this summer/early fall. We are reengaging
discussions with the National Park Service and continue consultation on the campus alternatives.
Richard Bartholomew (WRT) – We will be presenting additional elevation studies for the Master Plan
alternatives. We have revised the eye level views to conform to the elevation studies and made some minor
adjustments to the heights of the buildings. The East West bars alternative has not changed; in the Campus
Reflection scheme we have stepped down the building from west to east; in the Atrium scheme we have added
an indentation along the north façade of the building to break down the mass of the large wing of the building.
We have also provided new elevation studies and found that 4-stories will allow for sufficient presence for the
FEMA building along MLK.
Thomas E. Luebke (CFA) - Suggested a physical model rather than picture views would be helpful because it
is hard to make a firm decision on a preferred alternative without a clear understanding of the differences and
impacts of the two. We would prefer a more “understandable” model. Should show massing blocks in 3-
dimensional view as opposed to flat drawings.
Kirsten Brinker Kulis (ACHP) - Agrees that a physical model would be helpful. Would like more viewpoints
(farther from MLK)
Sarah Batcheler (CFA) - Physical model would help clarify and aid in decision making. Massing questions
are: Relative heights of projecting pieces? In contrast to last time, they are now in absolute elevation, but for
the campus reflection scheme it would be interesting to see some adjustments to the heights of those buildings
as well due to the grade. If you added another story to the two middle buildings, will that affect the amount of
sunlight allowed in courtyards? Could we see that as an alternate in a sketch up model?
Christine Saum (NCPC) - In looking at schemes, in terms of its presence on MLK, the campus reflection
seems to have more presence.

Consulting Party Meeting July 27, 2010
Meeting Notes GSA ROB Room 7023
1:30 – 5:30pm
Discussion occurred and GSA agreed to provide a sketch up model for the next meeting to aid in the selection
of a preferred alternative.
Charles Cheek (JMA) – Presented the visual impacts presentation of the alternatives. He noted the updates
to the views analysis included a more descriptive understanding of the impact from the Suitland Parkway view
and the Sycamore view was taken from an alternative vantage point.
Sarah Batcheler (CFA) – In regards to the view from Sycamore St., from the furthest South portion, is there a
building behind it? It is hard to see it on the scheme with the Dix building in the way. Are you choosing things in
the foreground or background? We’d like everything shown clearly.
Kirsten Brinker Kulis (ACHP) - The Dix building shows a frame of reference that is irrelevant.
Thomas E. Luebke (CFA) - Is the bridge space included in the campus reflections rendering?
Charles Cheek (JMA) – We will remove the Dix building for the next iteration. We will also check with model
that there is in fact a space between buildings.
The next portion of the presentation was the effects on contributing resources. He noted that each of the
alternatives has the same effects and most are indirect effects on setting. The effects on the buildings (dry
barn, horse barn) are indirect as well because of the change. On the cultural landscape, there are some
changes to topography which will be altered due to the construction of the garage. Two direct adverse effects
are to small scale elements as a result of the expansion of MLK – the iron and concrete gate posts will be
removed. In terms of circulation, there is a direct adverse impact due to the change in alignment of Pecan
Street. Archaeology – there are no known effects at this point. The overall footprints of the alternatives are
pretty much the same from alternative to alternative and we feel the effects are essentially equal.
Kirsten Brinker-Kulis (ACHP) - one of the major things that they want to know is what it looks like from the
west campus. We would like a better understanding of the west campus.
Tammy Stidham (NPS) - The widening of MLK was not included in this evaluation, is that not associated with
the landscape of the North parcel?
Charles Cheek (JMA) – We are trying to focus on north campus for this presentation. A follow-up presentation
will be made for MLK along with the transportation elements. We want to treat the transportation issues at one
time.
Outstanding Issues
Beth Savage (GSA) - We will follow up on a physical model. We are looking at August and the possibility of
only a single meeting. We should have an update within next week. As of now, the next meeting is Tuesday,
August 10 th .
