I. Welcome and Introductions (GSA)
Danielle Breaux (GSA): Welcomed the group to the meeting.
Group: Participants introduced themselves. Attendance list attached
II. Project Updates
Bill Potterton (GSA): The USCG building is approximately 70% complete and substantial completion is
scheduled for May 2013. Clark has topped out the lower portion of the building and continues with glazing,
masonry, MEP and interior fit out. The upper portion of the building is being framed above grade and concrete
placement is expected to be complete by the end of March 2012. The underground DOC A portion of the DHS
Operations Center is closed in and the CUP is enclosed and equipment is being installed. The parking
structures have been topped out with MEP. The six Phase 1b Adaptive Reuse Buildings are to be completed
in the summer of 2013. Buildings 31, 33 and 34 have most of the repointing complete, window reinstall is
underway, MEP rough-in is underway, slate roofing and interior framing is ongoing. Building 37 the electrical
duct bank install and north stage structural steel is underway. Building 49 the structural bracing, window
salvage, masonry repair and existing conditions survey is underway. The IT Integrator contract was awarded
to General Dynamics and they are fully engaged in the design of the IT/AV and Security Systems for all of the
campus projects. The Phase 1 Direct Bury Site Utilities is approximately 79% complete. The West Campus
Access Road and Firth Sterling Intersection designs are at 100% and 75% respectively. The Access Road
construction of Phases 1 and 2 are in progress. The Perimeter Security Fence and Gate Houses are 23%
complete. The Art in Architecture status – three artists were selected to commission new artwork for Phase 1.
Mark diSuvero, An-My Le and Teresita Fernandez are all under contract and have visited the site. Mark
diSuvero and Teresita Fernandez are working on preliminary design concepts. An-My Le has submitted her
final design concept for review by the Committee. The awards for construction of the DOC A interiors to
support the USCG Building and the MUP for mechanical support of DOC A and the Adaptive Reuse Phase 1b
buildings is imminent.
Nancy Witherell (GSA): The Building 49 new addition was submitted to CFA for their Feb 16 th Commission
meeting. The Firth Sterling intersection was submitted to NCPC for their March 1 st Commission meeting.
Thomas Otto with GSA is spending this year conducting research for the text for the book required under the
PA. The Annual Report required by the PA has been completed and has been distributed to meeting
attendees and is posted to the project website. GSA has received comments on the Interpretive Plan and is
currently drafting the final version. Comments to the Federal Use Parcel Preservation, Development and
Design Guidelines are due February 27 th .
Kirsten Kulis (ACHP): ACHP is excited that work is progressing on the book and would like to have access to
the work compiled to date. ACHP appreciates the consistency with the production of the Annual Report.
Nia Francis (GSA): Provided an update on the Master Plan Amendment. GSA received JBAB’s comments
and will schedule a meeting with JBAB to discuss comments regarding visual impacts and security. GSA plans
to address these items in the design phase of the project. With regard to the request for additional views to the
Bolling Historic District, GSA will not be producing additional views since the effect has already been
determined as adverse. In response to the impact on setting and feeling, GSA has updated the FEIS
accordingly to reflect these impacts to the Bolling Historic District. With regard to the question about noise
Page 1 of 11

impacts to the Officer’s Quarters, the noise receptors were selected based on their proximity to the
transportation improvements. Receptors on the east side of I-295 were considered to have the greatest
potential to be adversely affected because that is where the substantial majority of the improvements are
located. Receptors on the west side of I-295 and South Capitol Street would likely have no effect primarily due
to masking from I-295 and South Capitol Street, or a net benefit due to the shifting of the traffic away from the
west side of the interchange to the east side. For comparison purposes, we performed a side study of the
JBAB officer housing west of South Capitol Street just south of the Main Gate. For the two build alternatives
for 2020 and 2035, noise levels at this location would be less than the future no build conditions and equal to
or less than the existing conditions. This supports the original approach to selecting receptors. Based on this,
we do not think further action is needed.
An update on our coordination efforts with the Charter School, GSA has received a draft of the development
plan and noted a conflict and are working with DDOT to resolve.
FHWA is working on the draft Section 4(f) and plans to share an early draft with NPS later this week. FHWA
plans to issue the Final 4(f) for DOI/NPS 45-day review starting on March 2 nd . The goal is to have a Final 4(f)
decision by the end of April.
The Master Plan Amendment milestone schedule was shared. Thomas Minter (JBAB) asked if comments
from JBAB will be in the FEIS? Nia responded that the stone wall will be included but things like visual impacts
will be handled in design and both the MOA and FEIS will reference the feeling and setting impact. Nia added
that the team is working on the West Campus modifications plan which will be incorporated into the Master
Plan amendment to reflect all of the approved modifications to the West Campus to date. This plan will be
shown at the March CP meeting.
The District requested refinements to the East Campus Master Plan which include a new re-aligned Pecan
Street with added retail as well as updates to Pine Street. These updates will be presented today and will be
reflected in the Master Plan Amendment.
III. MP Amendment: Overview and Updates (WRT)
WRT presented an update on the current status of the Master Plan Amendment preferred alternative with Slide
6 denoting changes since the last CP meeting reflecting the changes to Pecan and Pine streets Nia noted in
her introduction.
K. Kulis (ACHP) asked what is the developable area within the Federal Use Parcel? WRT responded that it
is the approximately 11.8 acre boundary.
Tim Dennee (SHPO) asked what is the intended use of the MLK Ave entrance? Jane Engvall (DHS)
responded that there is no desire to have it act as a vehicular entrance. WRT responded that when they used
the word major to describe the entrance, it was a reference to the entrance actual size and not that it is larger
in use.
St. Elizabeth’s West Campus
Consulting Party Meeting February 14, 2012
Meeting Notes GSA ROB Room 7023
3:00 – 5:00pm
Tom Luebke (CFA) asked what are the numbers and use of the entrance? WRT responded that the MLK Ave
entrance acts as the figurative front face/door and is also the pedestrian entrance from the West Campus
connection. The VIP entrance is off to the side. Leo Daly further clarified that the vast majority of people are
coming from the Pecan Street bus drops.
Tim Dennee (SHPO) asked if the flow is then they enter into the 1 st building once through the entrance. WRT
responded yes.
Kirsten Kulis (ACHP): Since ACHP does not review or approve DC sites, can we grey out the DC portions
not being used for federal use for the MOA exhibits? GSA responded yes. K. Kulis asked if the garage had a
green roof or solar? WRT responded both. K. Kulis asked what is the size of the head house? WRT
responded that it is about 60’ deep and is sized according to security requirements to accommodate screening.
K. Kulis asked if Pecan Street will have bus shelters? Jamie Henson (DDOT) responded that yes bus shelters
will be in the ROW of Pecan Street on both sides of the street.
Thomas Minter (JBAB) asked if the project has been funded? Nia Francis (GSA) responded no, the
Shepherd Parkway project has not been funded yet. T. Minter asked when GSA anticipates funding for the
project? Jane Engvall (DHS) responded that this GSA and DHS anticipate funding of this project with Phase
II which is anticipated to fund over a period of time in FY 15, 16 and 17.
Betsy Merritt (NTHP): Are any of the photos of local projects? WRT responded yes there is one of
Georgetown Park. Nancy Witherell (GSA) added there are a very high percentage of green roofs in DC.
Tim Dennee (SHPO) made a general comment noting that the courtyards probably have individual identity and
the principal continuity between the streetscape, courtyards etc is important. The design will need to be
contextual and have continuity.
Jamie Hensen (DDOT) Is GSA still considering Pine and Pecan streets as part of GSA’s action? Nia Francis
(GSA) responded yes.
Jamie Hensen (DDOT) met with the UCC and GSA needs to respond to their needs which they will provide.
DDOT has serious concerns with the bollards (pg 17). DDOT does not allow bollards in DDOT’s public space.
Nia Francis (GSA) responded that GSA and DDOT are still working on solutions as this may not end up being
a bollard.
Tom Luebke (CFA) is it a vehicular bollard? Nia Francis (GSA) responded it is the 100’ security setback line.
Jane Engvall (DHS) added that the 1 st is the vehicular barrier and the 2 nd line would be a fence. Nia Francis
(GSA) added that GSA would show a zoomed in version to the Master Plan to better explain the fence in this
area. Jamie Hensen (DDOT) added that the point of the original comment is the ROW issue. Nia Francis
responded that GSA needs to accommodate the program change to remove the retail and needs to work with
DDOT through the design of this area.

Consulting Party Meeting February 14, 2012
Meeting Notes GSA ROB Room 7023
3:00 – 5:00pm
Tim Dennee (SHPO) What happens to other sides of the building? On the MLK side? Suggested, in light of
the loss of retail, space between the fences and pull the inner one back further.
IV. MP Amendment: Preservation, Design and Development Guidelines (PDDGs) (Leo A. Daly/JMA)
The CP’s provided comments to the first draft of the PDDG’s.
Tim Dennee (SHPO) asked if the PDDG’s should more reflect what is actually in the Master Plan? Kirsten
Kulis (AHCP) seconded this suggestion. Nancy Witherell (GSA) asked for specific comments). Tim Dennee
noted that there should be more sensitivity to properties adjacent, for example Magnolia Street is only used for
the VIP entrance. K. Kulis added that the PDDG’s need to apply to the Federal Use Parcel.
Evelyn Kasongo (DCOP) added DC does not want to go against the Federal PDDG’s and DC is currently
working on their design guidelines now.
Tim Dennee (SHPO) noted the landscape guidelines should look at the continuity for things like trees and
integrate the landscape. For the lighting, the direction and illumination is very important for standard 7. For
standard 1, the roof shape for construction – this guideline should be de-emphasized especially for the larger
building while it may be a useful guideline for smaller buildings. The garage is not part of the federal use
parcel, should it be removed from the guidelines? The proportions of solid to void may be too restrictive, we
may not want to suggest a ratio or a percentage.
Nancy Witherell (GSA) responded that GSA would pull back in terms of being too restrictive.
Thomas Minter (JBAB) asked that pg 6 be changed to JBAB
Kirsten Kulis (ACHP) asked if the fence is historic? Leo Daly responded yes.
Betsy Merritt (NTHP) suggested slide 30 standard #4 be corrected in the design guidelines regarding
individual buildings.
Nancy Witherell (GSA) responded that GSA would update the PDDG’s to be less restrictive and would
circulate a revised draft for CP review and comment.
V. MP Amendment: Cultural Resource Impacts Summary (JMA)
JMA presented the cultural resource impacts summary.
Kirsten Kulis (ACHP) asked if these were impacts or affects? JMA responded that they were both.
Nancy Witherell (GSA) noted on page 7 the views for #1 need to be re-verified as they are shown as
negligible and should be ‘no adverse’
Thomas Minter (JBAB) noted on page 10, shouldn’t Bolling be only used when discussing the historic district?
JMA responded yes.

Consulting Party Meeting February 14, 2012
Meeting Notes GSA ROB Room 7023
3:00 – 5:00pm
Kirsten Kulis (ACHP) noted on page 10 that number #2 should be changed to ‘indirect’
Betsy Merritt (NTHP) noted on page 18 it should be negligible and there would be no adverse effects on
pages 17 and 18.
Tim Dennee (SHPO) noted that the gate posts will likely move back and questioned if the garage would be
demolished due to the road widening. If so, who is responsible for the action?
Nia Francis (GSA) responded that the presentation would be updated to correct errors and omissions.
