I. Welcome and Introductions (<strong>GSA</strong>)<br />

Danielle Breaux (<strong>GSA</strong>): Welcomed the group to the meeting.<br />

Group: Participants introduced themselves. Attendance list attached<br />

II. Project Updates<br />

Bill Potterton (<strong>GSA</strong>): The USCG building is approximately 70% complete and substantial completion is<br />

scheduled for May 2013. Clark has topped out the lower portion <strong>of</strong> the building and continues with glazing,<br />

masonry, MEP and interior fit out. The upper portion <strong>of</strong> the building is being framed above grade and concrete<br />

placement is expected to be complete by the end <strong>of</strong> March 2012. The underground DOC A portion <strong>of</strong> the DHS<br />

Operations Center is closed in and the CUP is enclosed and equipment is being installed. The parking<br />

structures have been topped out with MEP. The six Phase 1b Adaptive Reuse Buildings are to be completed<br />

in the summer <strong>of</strong> 2013. Buildings 31, 33 and 34 have most <strong>of</strong> the repointing complete, window reinstall is<br />

underway, MEP rough-in is underway, slate ro<strong>of</strong>ing and interior framing is ongoing. Building 37 the electrical<br />

duct bank install and north stage structural steel is underway. Building 49 the structural bracing, window<br />

salvage, masonry repair and existing conditions survey is underway. The IT Integrator contract was awarded<br />

to General Dynamics and they are fully engaged in the design <strong>of</strong> the IT/AV and Security Systems for all <strong>of</strong> the<br />

campus projects. The Phase 1 Direct Bury Site Utilities is approximately 79% complete. The <strong>West</strong> <strong>Campus</strong><br />

Access Road and Firth <strong>St</strong>erling Intersection designs are at 100% and 75% respectively. The Access Road<br />

construction <strong>of</strong> Phases 1 and 2 are in progress. The Perimeter Security Fence and Gate Houses are 23%<br />

complete. The Art in Architecture status – three artists were selected to commission new artwork for Phase 1.<br />

Mark diSuvero, An-My Le and Teresita Fernandez are all under contract and have visited the site. Mark<br />

diSuvero and Teresita Fernandez are working on preliminary design concepts. An-My Le has submitted her<br />

final design concept for review by the Committee. The awards for construction <strong>of</strong> the DOC A interiors to<br />

support the USCG Building and the MUP for mechanical support <strong>of</strong> DOC A and the Adaptive Reuse Phase 1b<br />

buildings is imminent.<br />

Nancy Witherell (<strong>GSA</strong>): The Building 49 new addition was submitted to CFA for their Feb 16 th Commission<br />

meeting. The Firth <strong>St</strong>erling intersection was submitted to NCPC for their March 1 st Commission meeting.<br />

Thomas Otto with <strong>GSA</strong> is spending this year conducting research for the text for the book required under the<br />

PA. The Annual Report required by the PA has been completed and has been distributed to meeting<br />

attendees and is posted to the project website. <strong>GSA</strong> has received comments on the Interpretive Plan and is<br />

currently drafting the final version. Comments to the Federal Use Parcel Preservation, <strong>Development</strong> and<br />

Design Guidelines are due February 27 th .<br />

Kirsten Kulis (ACHP): ACHP is excited that work is progressing on the book and would like to have access to<br />

the work compiled to date. ACHP appreciates the consistency with the production <strong>of</strong> the Annual Report.<br />

Nia Francis (<strong>GSA</strong>): Provided an update on the Master Plan Amendment. <strong>GSA</strong> received JBAB’s comments<br />

and will schedule a meeting with JBAB to discuss comments regarding visual impacts and security. <strong>GSA</strong> plans<br />

to address these items in the design phase <strong>of</strong> the project. With regard to the request for additional views to the<br />

Bolling Historic District, <strong>GSA</strong> will not be producing additional views since the effect has already been<br />

determined as adverse. In response to the impact on setting and feeling, <strong>GSA</strong> has updated the FEIS<br />

accordingly to reflect these impacts to the Bolling Historic District. With regard to the question about noise<br />

impacts to the Officer’s Quarters, the noise receptors were selected based on their proximity to the<br />

transportation improvements. Receptors on the east side <strong>of</strong> I-295 were considered to have the greatest<br />

potential to be adversely affected because that is where the substantial majority <strong>of</strong> the improvements are<br />

located. Receptors on the west side <strong>of</strong> I-295 and South Capitol <strong>St</strong>reet would likely have no effect primarily due<br />

to masking from I-295 and South Capitol <strong>St</strong>reet, or a net benefit due to the shifting <strong>of</strong> the traffic away from the<br />

west side <strong>of</strong> the interchange to the east side. For comparison purposes, we performed a side study <strong>of</strong> the<br />

JBAB <strong>of</strong>ficer housing west <strong>of</strong> South Capitol <strong>St</strong>reet just south <strong>of</strong> the Main Gate. For the two build alternatives<br />

for 2020 and 2035, noise levels at this location would be less than the future no build conditions and equal to<br />

or less than the existing conditions. This supports the original approach to selecting receptors. Based on this,<br />

we do not think further action is needed.<br />

An update on our coordination efforts with the Charter School, <strong>GSA</strong> has received a draft <strong>of</strong> the development<br />

plan and noted a conflict and are working with DDOT to resolve.<br />

FHWA is working on the draft Section 4(f) and plans to share an early draft with NPS later this week. FHWA<br />

plans to issue the Final 4(f) for DOI/NPS 45-day review starting on March 2 nd . The goal is to have a Final 4(f)<br />

decision by the end <strong>of</strong> April.<br />

The Master Plan Amendment milestone schedule was shared. Thomas Minter (JBAB) asked if comments<br />

from JBAB will be in the FEIS? Nia responded that the stone wall will be included but things like visual impacts<br />

will be handled in design and both the MOA and FEIS will reference the feeling and setting impact. Nia added<br />

that the team is working on the <strong>West</strong> <strong>Campus</strong> modifications plan which will be incorporated into the Master<br />

Plan amendment to reflect all <strong>of</strong> the approved modifications to the <strong>West</strong> <strong>Campus</strong> to date. This plan will be<br />

shown at the March CP meeting.<br />

The District requested refinements to the East <strong>Campus</strong> Master Plan which include a new re-aligned Pecan<br />

<strong>St</strong>reet with added retail as well as updates to Pine <strong>St</strong>reet. These updates will be presented today and will be<br />

reflected in the Master Plan Amendment.<br />

III. MP Amendment: Overview and Updates (WRT)<br />

WRT presented an update on the current status <strong>of</strong> the Master Plan Amendment preferred alternative with Slide<br />

6 denoting changes since the last CP meeting reflecting the changes to Pecan and Pine streets Nia noted in<br />

her introduction.<br />

K. Kulis (ACHP) asked what is the developable area within the Federal Use Parcel? WRT responded that it<br />

is the approximately 11.8 acre boundary.<br />

Tim Dennee (SHPO) asked what is the intended use <strong>of</strong> the MLK Ave entrance? Jane Engvall (DHS)<br />

responded that there is no desire to have it act as a vehicular entrance. WRT responded that when they used<br />

the word major to describe the entrance, it was a reference to the entrance actual size and not that it is larger<br />

in use.<br />

Tom Luebke (CFA) asked what are the numbers and use <strong>of</strong> the entrance? WRT responded that the MLK Ave<br />

entrance acts as the figurative front face/door and is also the pedestrian entrance from the <strong>West</strong> <strong>Campus</strong><br />

connection. The VIP entrance is <strong>of</strong>f to the side. Leo Daly further clarified that the vast majority <strong>of</strong> people are<br />

coming from the Pecan <strong>St</strong>reet bus drops.<br />

Tim Dennee (SHPO) asked if the flow is then they enter into the 1 st building once through the entrance. WRT<br />

responded yes.<br />

Kirsten Kulis (ACHP): Since ACHP does not review or approve DC sites, can we grey out the DC portions<br />

not being used for federal use for the MOA exhibits? <strong>GSA</strong> responded yes. K. Kulis asked if the garage had a<br />

green ro<strong>of</strong> or solar? WRT responded both. K. Kulis asked what is the size <strong>of</strong> the head house? WRT<br />

responded that it is about 60’ deep and is sized according to security requirements to accommodate screening.<br />

K. Kulis asked if Pecan <strong>St</strong>reet will have bus shelters? Jamie Henson (DDOT) responded that yes bus shelters<br />

will be in the ROW <strong>of</strong> Pecan <strong>St</strong>reet on both sides <strong>of</strong> the street.<br />

Thomas Minter (JBAB) asked if the project has been funded? Nia Francis (<strong>GSA</strong>) responded no, the<br />

Shepherd Parkway project has not been funded yet. T. Minter asked when <strong>GSA</strong> anticipates funding for the<br />

project? Jane Engvall (DHS) responded that this <strong>GSA</strong> and DHS anticipate funding <strong>of</strong> this project with Phase<br />

II which is anticipated to fund over a period <strong>of</strong> time in FY 15, 16 and 17.<br />

Betsy Merritt (NTHP): Are any <strong>of</strong> the photos <strong>of</strong> local projects? WRT responded yes there is one <strong>of</strong><br />

Georgetown Park. Nancy Witherell (<strong>GSA</strong>) added there are a very high percentage <strong>of</strong> green ro<strong>of</strong>s in DC.<br />

Tim Dennee (SHPO) made a general comment noting that the courtyards probably have individual identity and<br />

the principal continuity between the streetscape, courtyards etc is important. The design will need to be<br />

contextual and have continuity.<br />

Jamie Hensen (DDOT) Is <strong>GSA</strong> still considering Pine and Pecan streets as part <strong>of</strong> <strong>GSA</strong>’s action? Nia Francis<br />

(<strong>GSA</strong>) responded yes.<br />

Jamie Hensen (DDOT) met with the UCC and <strong>GSA</strong> needs to respond to their needs which they will provide.<br />

DDOT has serious concerns with the bollards (pg 17). DDOT does not allow bollards in DDOT’s public space.<br />

Nia Francis (<strong>GSA</strong>) responded that <strong>GSA</strong> and DDOT are still working on solutions as this may not end up being<br />

a bollard.<br />

Tom Luebke (CFA) is it a vehicular bollard? Nia Francis (<strong>GSA</strong>) responded it is the 100’ security setback line.<br />

Jane Engvall (DHS) added that the 1 st is the vehicular barrier and the 2 nd line would be a fence. Nia Francis<br />

(<strong>GSA</strong>) added that <strong>GSA</strong> would show a zoomed in version to the Master Plan to better explain the fence in this<br />

area. Jamie Hensen (DDOT) added that the point <strong>of</strong> the original comment is the ROW issue. Nia Francis<br />

responded that <strong>GSA</strong> needs to accommodate the program change to remove the retail and needs to work with<br />

DDOT through the design <strong>of</strong> this area.<br />

Tim Dennee (SHPO) What happens to other sides <strong>of</strong> the building? On the MLK side? Suggested, in light <strong>of</strong><br />

the loss <strong>of</strong> retail, space between the fences and pull the inner one back further.<br />

IV. MP Amendment: Preservation, Design and <strong>Development</strong> Guidelines (PDDGs) (Leo A. Daly/JMA)<br />

The CP’s provided comments to the first draft <strong>of</strong> the PDDG’s.<br />

Tim Dennee (SHPO) asked if the PDDG’s should more reflect what is actually in the Master Plan? Kirsten<br />

Kulis (AHCP) seconded this suggestion. Nancy Witherell (<strong>GSA</strong>) asked for specific comments). Tim Dennee<br />

noted that there should be more sensitivity to properties adjacent, for example Magnolia <strong>St</strong>reet is only used for<br />

the VIP entrance. K. Kulis added that the PDDG’s need to apply to the Federal Use Parcel.<br />

Evelyn Kasongo (DCOP) added DC does not want to go against the Federal PDDG’s and DC is currently<br />

working on their design guidelines now.<br />

Tim Dennee (SHPO) noted the landscape guidelines should look at the continuity for things like trees and<br />

integrate the landscape. For the lighting, the direction and illumination is very important for standard 7. For<br />

standard 1, the ro<strong>of</strong> shape for construction – this guideline should be de-emphasized especially for the larger<br />

building while it may be a useful guideline for smaller buildings. The garage is not part <strong>of</strong> the federal use<br />

parcel, should it be removed from the guidelines? The proportions <strong>of</strong> solid to void may be too restrictive, we<br />

may not want to suggest a ratio or a percentage.<br />

Nancy Witherell (<strong>GSA</strong>) responded that <strong>GSA</strong> would pull back in terms <strong>of</strong> being too restrictive.<br />

Thomas Minter (JBAB) asked that pg 6 be changed to JBAB<br />

Kirsten Kulis (ACHP) asked if the fence is historic? Leo Daly responded yes.<br />

Betsy Merritt (NTHP) suggested slide 30 standard #4 be corrected in the design guidelines regarding<br />

individual buildings.<br />

Nancy Witherell (<strong>GSA</strong>) responded that <strong>GSA</strong> would update the PDDG’s to be less restrictive and would<br />

circulate a revised draft for CP review and comment.<br />

V. MP Amendment: Cultural Resource Impacts Summary (JMA)<br />

JMA presented the cultural resource impacts summary.<br />

Kirsten Kulis (ACHP) asked if these were impacts or affects? JMA responded that they were both.<br />

Nancy Witherell (<strong>GSA</strong>) noted on page 7 the views for #1 need to be re-verified as they are shown as<br />

negligible and should be ‘no adverse’<br />

Thomas Minter (JBAB) noted on page 10, shouldn’t Bolling be only used when discussing the historic district?<br />

JMA responded yes.<br />

Tim Dennee (SHPO) noted that the gate posts will likely move back and questioned if the garage would be<br />

demolished due to the road widening. If so, who is responsible for the action?<br />

Nia Francis (<strong>GSA</strong>) responded that the presentation would be updated to correct errors and omissions.<br />
