ARVO Funding Guide
Tips for new applicants
Finding funding
There are a variety of places to find funding for your research, including government
sources, foundations and scientific organizations. In addition to this funding guide, you
can also find opportunities posted in ARVOInsight. You can also check with university
research offices, as they often have information about private grants that have less
competition than external agencies. The United States Department of Agriculture also
has a Guide to Funding Resources.
Preparing a proposal
Once a funding source is found, it is a good idea carefully read the request for proposal
(RFP) to identify whether the research organization’s goals match the goals of your
proposed research. Identify specific questions, then contact the program officer in
charge of the particular program you intend to send an application to make sure your
application objectives fit well with the organization's objectives. The style of the proposal
will vary by the organization to which you will send an application, but in general all
applications must address the following basic areas.
• Abstract/project summary. A brief description of the project (as it relates to the
mission of the agency). This is the most important aspect of your application and is
the only part that non-primary reviewers will use to understand your application. It
will also be used for purposes other than review, including dissemination to the
public. So, there should not be any text that is not understandable in plain
language, and take extra care to make sure that nothing can be taken out of
context. The abstract should include the following sections.
– Brief background.
– Specific Aims, objectives or hypotheses
– Significance of the proposed research
– Clear statement of how the work fits with the mission of the applicant agency
– Expected results
– Methods of evaluation
– Description of how the results will affect other research areas.
• Research plan. The research plan should describe what the proposed research
intends to accomplish, including the following sections.
– Specific Aims. What will be accomplished? It is helpful to state the overall
hypothesis, followed by a list of specific aims.
– Background and Significance. What has been done in the past by you and
others? How is the proposed work important, and how is it innovative?
ARVO Funding Guide
– Preliminary Results/Progress Report. For new applications, this section
provides evidence that you can complete the project, that you have the skills,
resources, colleagues, and necessary institutional and support staff. For
renewals, this section becomes a progress report of the work from the prior
funding cycle.
– Research Design and Methods. How do you intend to complete the project?
• Timeline for achieving goals/objectives.
• References.
• Budget. This will include personnel (% effort, salary and fringe benefits) and
consultant costs; cost of equipment and supplies (itemized for each); travel to
scientific meetings; other expenses (page charges for articles, books, software,
journal subscriptions, equipment maintenance, phone, postal, etc.).
• Biosketches for key personnel. Certain areas will require you to establish a
strategic timeline, such as: getting
Grant application resources
recommendation letters and prior
• Human Frontier Science Program
Institutional Review Board (IRB) approval. The Art of Grantsmanship
The budget can also be a tricky part of the • Foundation Center
application, and you should seek
Proposal writing (short course)
assistance from a grant manager or grants Proposal budgeting basics
• Science Careers Forum
office, if one is available at your institution.
How to get funding
Be aware of institutional deadlines that
can delay your application.
National Science Foundation (NSF). NSF
opportunities are distinct from other
government organizations and have different
requirements that can be found in: A guide for
proposal writing.
NSF also has a place to search for awards, so
you can see what types of applications have
been funded. NSF Award Search.
NSF leads a public database where information
about U.S. research spending, policies, grant
application status, and project outcomes can be
found. Visit Research.gov.
InCommon Identity. NSF has a new database
for U.S. research, higher education institutions
and their partners. Organizations must join to access it. Learn more.
National Institutes of Health (NIH). Applications for funding to NIH must clearly
indicate how the proposed work applies to health. If applying for funds from NIH, you
can search funded grants to see the types of applications and research areas that are
funded by using the following tools:
• RePorter (Research Portfolio Online Reporting Tool), to search NIH awards.
• NIH Data Book has statistics on extramurally funded grants, including:
organizations that NIH supports, research grants, small business grants, success
rates and funding rates and the NIH-funded workforce.
• Report provides access to reports, data and analyses of NIH research activities.
resources, news and events is available through the Office of Extramural Research
Policies
Responsible Conduct of Research Training. NSF has a new requirement that postdoctoral
fellows and students supported by NSF funding complete Responsible Conduct
of Research (RCR) training. The National Postdoctoral Association (NPA) has a toolkit
that provides advice for providing such training programs for post-docs. Get RCR toolkit.
New and Early Stage Investigator Policies. NIH updated their policy for new
investigators. New investigators are now defined as individuals who have not previously
competed successfully for a substantial NIH independent research award, other than
training, institutional or career awards. In 2009, NIH started defining early stage
investigator as anyone who received a terminal degree or completed their residency
within 10 years. Please see the policy documents for more information.
Budget preparation
See if your institution has a grants administration office that can help you prepare your
grant budget. You will need to prepare an
Women and minority funding
opportunities
The ARVO Diversity Issues Committee prepared a list of biomedical and
behavioral resources that are available to women and minority students and
faculty. They are not inclusive and are in addition to all other funding
opportunities without target populations. Many federal funding
announcements are issued on a regular basis. If a deadline has passed, the
funding opportunity may be reissued at a future date.
Student funding resources
