Economic trends<br />

• Ukraine's real per capita GDP contracted sharply in 2009 by 13.3%,<br />

the largest decline in the European region; in 2010 <strong>and</strong> 2011 growth<br />

was above the European mean. The deficit increased in 2009 <strong>and</strong> 2010<br />

relative to GDP as government spending relative to GDP increased.<br />

• Health spending as a share of government expenditure has been stable<br />

since 2009. Public per capita <strong>health</strong> expenditure declined by 2.8% in<br />

2009, increased by 9.1% in 2010, <strong>and</strong> decreased again slightly in 2011.<br />

OOP expenditure per capita continued to increase during this time<br />

(Ukraine: Figs 1 <strong>and</strong> 2).<br />

Changes to public funding for the <strong>health</strong> system<br />

• Public spending on <strong>health</strong> fell in 2009.<br />

• The government adopted an anti-<strong>crisis</strong> programme 2010–2014, which<br />

led to increased public spending on <strong>health</strong> from 2010 to 2012.<br />

Changes to <strong>health</strong> service planning, purchasing <strong>and</strong> delivery<br />

Prices of medical goods<br />

• The government set supplier price controls for goods on the essential drugs<br />

<strong>and</strong> medical products list (2008) but subsequently changed to a softer price<br />

control (a formula that accounts for currency fluctuations) (2009).<br />

• In April 2012, the government launched a pilot project across Ukraine to<br />

control the price of antihypertensive drugs for the whole of 2013 using<br />

reference pricing mechanisms <strong>and</strong> reimbursment of the costs from public<br />

budgets. This project cut the price of these drugs by 12% by the end of 2012.
