Economic trends<br />

• Israel's main indicators show the country largely unaffected by the <strong>crisis</strong>.<br />

After no growth in real per capita GDP in 2008 (-0.4%), the country<br />

has achieved above-average growth rates <strong>and</strong> a decline in unemployment.<br />

Although the size of government expenditure has decreased slightly<br />

relative to GDP since 2008, <strong>health</strong> spending as a share of government<br />

expenditure has risen but is still below the European mean.<br />

• Public spending makes up the majority of <strong>health</strong> spending <strong>and</strong>, despite a<br />

slowdown in 2009, has continued to exhibit positive growth. Per capita<br />

non-OOP private expenditure decreased in 2009 (Israel: Figs 1 <strong>and</strong> 2).<br />
