savings, without taking the growth cap into account. Furthermore, no new<br />

initiatives were introduced in 2012. For 2013 <strong>and</strong> 2014, the growth cap was<br />

reduced to 2% <strong>and</strong> 3%, respectively. In 2013, structural savings amounted to<br />

€406 million. In addition, a specific budget was made available for job creation<br />

in the non-profit-making sector. Even with the reduced budget growth in 2013,<br />

a (smaller) budget surplus was expected (Table 1.3).<br />
