Provider infrastructure and capital investment • The Hospital Development Plan called for the complete replacement of existing hospital infrastructure within a three-year period (2007–2009), by transferring full ownership rights from the state to the private sector through a tendering process. However, as a result of war in 2008 and the global financial crisis, investors and, primarily, developers faced liquidity problems, negatively impacting their contractual obligations under this programme. As a result, implementation stalled. The government subsequently resolved this issue by identifying new investors, resulting in the construction of a large number of hospitals.
