Israel, there were many unseen forces at work behind the scenes. In fact,<br />

Israel's Mossad and the Red Chinese intelligence service were engaged in<br />

quiet diplomacy at the highest (and most intimate) levels.<br />

Although the world was led to believe well into the late 1970's that Red<br />

China was actively supporting the Palestinian cause in opposition to Israel,<br />

noted intelligence historian Richard Deacon revealed in 1977 that: "Early<br />

reports of Chinese involvement in the Palestinian guerrilla movements can<br />

now be rejected almost totally. They probably arose originally because<br />

China was the first major nation to grant diplomatic recognition to Al Fatah<br />

and to have provided training for Palestinian guerrillas at the Nanking<br />

Military Academy." 1014<br />

However, Deacon cautioned: "Newspaper and radio reports of Chinese<br />

infiltration of the Palestine guerrilla movement have not only been grossly<br />

exaggerated, but in many cases just not true, even though originally China<br />

as well as Russia established close relations with Al Fatah. It must be<br />

remembered that China also has a great interest in Middle East oil and that<br />

she is anxious to counteract Soviet interest in this part of the world." 1015<br />

"The truth behind all these scares of Chinese intervention against Israel<br />

on the guerrilla front was very different," Deacon reported. "The Chinese<br />

had learned their lesson as a result of their openly aggressive and somewhat<br />

clumsy efforts at espionage in Africa in the early sixties . . . [when] the<br />

Chinese suffered one setback after another in Africa from trying to compete<br />

too soon and too speedily with Russian infiltration." 1016<br />

"Whatever may be their public utterances on the subject of the Middle<br />

East," wrote Deacon, "the Chinese privately acknowledge that Israel is in<br />

effect an ally in all matters relating to the Soviet Union." 1017<br />

Deacon adds: "The private face of Chinese Intelligence is often totally<br />

different from the propagandist public voice of the Chinese Government.<br />

Partly because of setbacks in Africa, but also because there have been<br />

throughout history close links between the Chinese and the Jews (a number<br />

of Intelligence advisers and officers to earlier Chinese governments have<br />

been Jews), China' s attitude to the Arab-Israeli confrontation [was<br />

increasingly] somewhat ambiguous." 1018<br />

THE SECRET NUCLEAR ALLIANCE<br />

It is to Deacon whom we owe the credit for the not insignificant<br />

revelation that Israel and Red China were long engaged in secret, behindthe-scenes<br />

nuclear development programs. According to Deacon:<br />

"The Israelis have also adopted a technique similar to that of the<br />

Chinese in obtaining nuclear secrets and keeping up-to-date on what is<br />

developing in that field outside their country: they have made a point of<br />

carefully recruiting the help of non-Israeli Jews all over the world who are<br />

either scientists or students in nuclear physics, while at the same time
