Participation of young people in various forms<br />
of informal education was 22 percent somewhat<br />
higher than for children from primary schools (19<br />
percent). Additional educational programs mostly<br />
include children from the most educated families (46<br />
percent), the richest families (43 percent) and children<br />
from Belgrade (31 percent).<br />
The percentage of children belonging to<br />
secondary school age group, who are included in<br />
the educational system, is growing slightly.<br />
However, it is necessary to invest additional efforts<br />
in order to achieve the objective of having 95<br />
percent of pupils complete some form of regular<br />
secondary education by 2015. In this respect, target<br />
groups who should be focused on are the youth from<br />
poor families, families with lower level of<br />
education, families outside urban areas, and Roma.<br />
8.5. Tertiary education and<br />
further education of adults<br />
8.5.1. General data<br />
Tertiary education is conducted through<br />
academic and professional studies pursuant to the<br />
approved and accredited programs of study designed<br />
to provide acquisition of high education. This stage of<br />
education is regulated by the Law on Higher<br />
Education.<br />
At the beginning of winter semester 2006/07 in<br />
<strong>Serbia</strong> there were 272 institutions of higher<br />
education (34 percent are higher education schools)<br />
with 238 710 students (55 percent women) and<br />
12 884 teachers and associates. This means that the<br />
ratio teacher to student is about 18:1. 47 percent of<br />
students are financed by state budget (58 percent<br />
women). During 2005, 27 537 students graduated,<br />
of which 60 percent women. In the same year,<br />
specialist studies were completed by 635<br />
postgraduates, 1 154 students completed masters<br />
programs and 468 students graduated from doctoral<br />
academic studies. In <strong>2007</strong>, 15 764 students lived in<br />
student dormitories (52 percent women) 22 .<br />
Over the last five years number of students<br />
increased 20 percent, teachers by 18 percent, and<br />
institutions by as much as 50 percent. Although the<br />
number of Roma students increased in the last five<br />
years, (0.06 percent compared to 0.03 percent) it is<br />
still exceptionally low.<br />
The duration of studies is one of key problems<br />
in higher education. It is expected that enforcement<br />
of the new Law on Higher Education will translate<br />
into more effective and efficient studying.<br />
