‘DEHRADUN DECLARATION’
has been adopted at the end of two
day conference of CSIR Directors
held at CSIR-Indian Institute of
Petroleum in Dehradun today. It was
resolved by Directors of CSIR labs
that technologies will be developed
for National missions like Swachh
Bharat, Swasth Bharat, Skill India,
Smart Cities, Digital India, Namami
Ganga. It was also decided that CSIR
LABS will devise ways to develop
industry driven technologies, including
game changing technologies.
Each laboratory would also develop
at least one technology in strategic
sector for India. The resolution also
declares that all CSIR Institutions
will make preparation for Platinum
Jubilee celebrations beginning Sept.
2016 The two days of ‘Chintan
Shivir’ held on 12th & 13th June
2015 concluded this evening with all
CSIR labs agreeing to make efforts
to be self financing in next 2 years.

Delhi today to highlight the achievements of the
Department of Atomic Energy during one year in
office of the present Government, Union Minister
of State (Independent Charge) Development of
North-Eastern Region (DoNER), MoS PMO,
Personnel, Public Grievances & Pensions, Atomic
Energy and Space, Dr Jitendra Singh disclosed that
decks have been cleared for the first-ever atomic
energy plant to be set up in Haryana. He said that
the northern States of Jammu & Kashmir, Punjab,
Haryana and Himachal Pradesh were so far somehow
not actively involved in the atomic energy
programme of India which was hitherto confined
mostly to other parts of the country and therefore,
with this new initiative, India’s atomic energy programme
has assumed a pan-India visibility. Dr.
Jitendra Singh said that during his first-ever visit to
Bhabha Atomic Research Centre (BARC) as Prime
Minister in the month of July last year, Shri
Narendra Modi had set a target before the scientists
for increasing India’s nuclear energy capability to
three times within next ten years and with the new
Pressurized Heavy Water Reactor to be set up
under Gorakhpur Haryana Anu Vidyut Pariyojana
(GHAVP), a rapid step forward will be accomplished
in the direction of achieving such similarity
in the times to come. He said that only yesterday,
the Department of Atomic Energy succeeded in
launching an insurance pool of Rs.1500 Cr and
with this, the decks have been cleared for further
progress in installing a Pressurized Heavy Water

Chowdary has urged directors of the Council of Scientific & Industrial Research (CSIR) to
come up with at least 12 cutting edge technologies which are to be commercialized every
year. Addressing a two day Director’s Conference of CSIR, being held at CSIR-IIP,
Dehradun on the second day today, he said 10 to 15 spin off startup companies should
emerge every year from industrialization of CSIR research projects. The minister said as of
now there is a perception that our scientific research is not being guided by national priorities.
Shri Chowdary called upon all CSIR labs to map their resources, list out bottlenecks and
anomalies to bring about a positive change and come up with a vision document for a guided

CSIR Institutes. He said, a brainstorming session towards the end of the conference today

expected to get commissioned by 2022 or 2023, he
added.
Another major announcement made by Dr. Jitendra
Singh was that, since Department of Atomic
Energy was one of the rare departments of
Government of India which had its headquarters in
Mumbai and not in the Union Capital of Delhi, it
has been planned to shortly set up a centre called
“Hall of Nuclear Power” at the New Delhi Science
Centre at Pragati Maidan in the heart of the Union
Capital. This will not only establish the visibility of
Department of Atomic Energy in the national capital,
but will also help in spreading public awareness
about the kind of work and accomplishments being

Tatkal Scheme
New Delhi, At present, the booking under Tatkal scheme
opens at 10.00 hrs on the previous day of journey from train
originating station. It has been decided that w.e.f. 15.06.2015,
timings for booking of Tatkal tickets will be staggered for AC
& non-AC classes to 1000 hours onwards and 1100 hours
onwards respectively. Hence, now the reservation under Tatkal
scheme will open at 1000 hours on the previous day of journey
from train originating station for AC classes whereas that for
non-AC classes will start at 1100 hours on the previous day of
journey from train originating station. Moreover, all types of
ticketing agents (YTSK, RTSAs, IRCTC agents, etc.) will now
be debarred from booking tickets during the first thirty minutes
of opening of booking i.e. from 0800 to 0830 hours for general
bookings, and from 1000 to 1030 hours & 1100 to 1130 hours
for Tatkal booking in AC & non-AC classes respectively.

camp for free of cost distribution of assistive aids
and appliances at Ballia in U.P. here today. The

Ministry of Social Justice and Empowerment in

devices valuing more than Rs 86 Lakhs under the
