Evaluation and assessment of Uruguayan Forest Certification scheme against the requirements of the PEFC Council Annex 4. Assessment of the Uruguayan Forest Certification Scheme - Panel of Experts review Issues raised by the Panel of Experts and Consultants’ responses are detailed in the following table. Report chapter/ page Consultant’s report statement PoE member comment SUMMARY OF PoE review As a summary of my review of the evaluation report, I cannot consider that the information provided by the consultant has provided the objective evidence to provide the consultant’s positive assessment of the UFCS. Consultant’s response General There is no doubt that a positive evaluation is achievable, on the basis of the UFCS documentation, provided the consultant addresses to issues I have identified in my consideration. There are definitely more than 3 issues as identified by the consultant, in my opinion, and any recommendation for endorsement of the UFCS would definitely be a conditional one with agreed work required within timelines. Comments noted. Additional text has been added to justify Consultants’ assessment with conclusions modified accordingly. General Having read relevant sections of the UFCS documentation to back up the assessment by the consultant and acknowledging that English is a second language for PEFC Uruguay, the review of the UFCS by an English as a first language would be beneficial for the UFCS if it is to be maintained on the PEFC website. The assessment is based on the normal documentation (desk work) and a 4-5 days field visit with various meetings. Since ITS Global is from Australia there are no linguistic deficiencies. It is clearly structured and its recommendations can be fully supported. A few major and minor items, however, need further clarification (following the pages of the report): Comments noted. www.itsglobal.net Page 70

Evaluation and assessment of Uruguayan Forest Certification scheme against the requirements of the PEFC Council General A lot of evidence of the assessment is based on findings during the field visit (from documents or/and oral sources?), the total absence of cooperation of ENGOs is certainly a major weakness of the scheme (the Department of the Environment being part of government!) Would there not have been a possibility during the field visit to meat at least one of them (f.e. WWF, IUCN, Friends of the Earth, Greenpeace or the Uruguyan Umbrella organisation)? Comments valid.
