Evaluation and assessment of Uruguayan Forest Certification scheme against the requirements of the PEFC Council the Standard (UNIT 1152: 2009) is the monitoring and evaluation of parameters to provide evidence (as documented in registers) in achievement of objectives defined for each indicator. (Requirements for Plantification) Specific: The Parameters and associated Registers for each Indicator. 1.2 Guidelines for forest management practices 1.2 a The Standard requires forest owners to prepare General Plans of Management (consistent with the scale of forestry operations) which delivers in the context of SFM protection of water and soil resources and balances harvesting and growth rates. Silvicultural “tasks must reduce to a minimum the mechanical damage to the forest population”. 1.2 b The Standard requires the General Plan of Management to detail silvicultural treatment to deliver sustainable development. 1.2 c The Standard facilitates the expansion of plantations on land designated by Uruguayan legislation. It is noted that Uruguay has long established regulations specifying the soil types and landscapes where forest plantations can be established. All plantations established in Uruguay are on agricultural lands. Plantation projects are required to be approved by Ministry of Forestry (Agriculture) and Ministry for Environment. These arrangements in Standard and Uruguayan regulatory requirements are assessed as meeting the PEOLG’s requirements of taking into consideration the conversion of abandoned agricultural and treeless land. Silviculture, harvesting and transport techniques must minimise damage to trees, soil and water resources. The use of fuels and lubricants must be undertaken to prevent soil contamination. 2.2 c The Standard requires forest management practices to use agrochemicals consistent with integrated control systems incorporating economic, silvicultural and biological considerations to protect forest, soil and water resources. 2.2 d The Standard requires managers to implement procedures for “storage, manipulation, application and management of agrochemicals” (interpreted to include fertilizers) to prevent soil and water contamination. The use of fertilizers is captured under the requirement that use of agrochemicals (interpreted to include fertilizer) must be at levels to prevent soil and water contamination.
