start for me in the midst of February when Fi<strong>on</strong>a Cornips clarified me about the<br />
expectati<strong>on</strong>s of the board regarding my involvement?<br />
Previously different pers<strong>on</strong>s in different places in our organizati<strong>on</strong> had the performance<br />
agreements <strong>on</strong> their mind. Because of feeling a different urgency about the<br />
same c<strong>on</strong>cerns <strong>on</strong>e can speak of a Babyl<strong>on</strong>ian situati<strong>on</strong>. The thereup<strong>on</strong> more or less<br />
focussed attenti<strong>on</strong> by the members of the board from January <strong>on</strong> revealed other Babyl<strong>on</strong>ian<br />
dimensi<strong>on</strong>s. The difference in definiti<strong>on</strong>s, interpretati<strong>on</strong> of used data, difference<br />
in opini<strong>on</strong>s even am<strong>on</strong>g the members of the board and an unclear status quo of standing<br />
policy, spelled out that <strong>on</strong>ly after an investment of m<strong>on</strong>ths of discussing, a shared<br />
perspective am<strong>on</strong>g the most involved people would become possible ... at least for the<br />
time being regarding this document. Already some m<strong>on</strong>ths later it became clear that<br />
measures <strong>on</strong> paper are hard to realize.<br />
Even from January up till May the planning was loose, due to the different opini<strong>on</strong>s in<br />
the board about the c<strong>on</strong>tent and extent of the performance agreements, and the<br />
<strong>on</strong>-going vagueness in the political c<strong>on</strong>text. At the end the document depended <strong>on</strong><br />
the mobilized expertise and feedback of a selected amount of members of staff and a<br />
tight planning from the sec<strong>on</strong>d half of April.<br />
April appeared to c<strong>on</strong>tain the turning point. For all of us the project elucidated that<br />
the supposed rati<strong>on</strong>ality of our organizati<strong>on</strong> is fragile and intangible. If I would ideally<br />
define rati<strong>on</strong>ality as a c<strong>on</strong>trolled, realistic, exact, grounded and a coherent interpretati<strong>on</strong><br />
of a situati<strong>on</strong>, then we worked hard to bring closer an at least temporarily c<strong>on</strong>trolled<br />
situati<strong>on</strong> c<strong>on</strong>cerning the performance agreements.<br />
As I menti<strong>on</strong>ed before ‘coming into c<strong>on</strong>trol’ was a first reacti<strong>on</strong> from the board <strong>on</strong> the<br />
experienced tangibility. To forestall unrealistic expectati<strong>on</strong>s regarding realizing the<br />
performance agreements, in June and September <strong>on</strong> several occasi<strong>on</strong>s, ideas were<br />
discussed about relying <strong>on</strong> a self-organizing process. This reliance was more or less<br />
displayed in the speech of Paul Broersen. N<strong>on</strong>etheless, I notice that the tensi<strong>on</strong><br />
between a resp<strong>on</strong>sibility to organize progressi<strong>on</strong>s <strong>on</strong> fulfilling the agreements and to<br />
rely up<strong>on</strong> what organizes itself keeps coming up.<br />
Shifting c<strong>on</strong>tent<br />
For some time the difference in opini<strong>on</strong>s am<strong>on</strong>g the members of the board was covered<br />
up. Up till the beginnings of April the emphasis was <strong>on</strong> a c<strong>on</strong>densed document, in<br />
which broad perspectives and ambiti<strong>on</strong>s were leading. With the sick leave of Paul<br />
Broersen and due to a meeting of presidents of UAS’s which was visited by Frans<br />
Custers, the emphasis shifted to a specified document with an extended overview of<br />
our ambiti<strong>on</strong>s, our performances up till then and the way we wanted to realize our<br />
future performance. At the end of April the different approaches were united into the<br />
final document, in which - as I wrote - audacity and matter-of-factness were balanced.<br />
