The Grantville Area Food Pantry, located at Faith United Church of Christ (on Route 743, just north of Route 22) is a mission project of Faith and of the Grantville Ministerium. The other participants are New Life Assembly of God, Shell’s Lutheran Church, St. John’s United Methodist Church and Zion Lutheran Church. Each church sends volunteers one week a month for unloading and shelving of supplies on Wednesday mornings. They distribute food from the Pantry on Thursday evenings from 6:00 to 8:00 p.m. and on Friday mornings from 10:00 a.m. to 12:00 p.m. The Pantry relies on donations from sponsoring churches of the Grantville Ministerium to pay for the food and other items which are “purchased” from the Central Pennsylvania Food Bank, and receives and welcomes food donated by various organizations, institutions, businesses and individuals in the community. The Pantry also provides a clothing service where donated clothing is sorted and hung for free shopping by clients. Other missions include summer games at Penn National, free tax preparation for low income individuals, new free books for children, emergency gas, heating fuel, lodging and referral information. Taxes are based on assessed value. Real estate assessments are noted on the right-hand corner of each bill. To determine your real estate tax bill, multiply the assessment times the millage rate (ML) times .001 (a mill is one-tenth of a percent). It can also be determined by multiplying the assessment times the millage rate and then moving the decimal point three places to the left. The first total amount is a discounted amount. Two percent (2%) of the total bill is subtracted as discount for early payment. Early payment enables the taxing body to earn interest on the deposit and saves the property owner money as well. The second amount is the base fee. The third amount is the base fee plus five percent (5%) penalty for late payment and the fourth amount is the base fee plus ten percent (10%) for later payment. Personal taxes are based on assessments and equal fees. Individuals are assessed at two hundred and fifty dollars ($250) and pay one hundred percent of that assessment as a School Occupational Tax. The other amounts are each a five dollar ($5.00) equal fee. The first total amount is a two percent (2%) discounted amount for early payment. The second amount is the base fee. Local Government BOARD OF SUPERVISORS Local governments exist for the purpose of providing services and public facilities to the people who live within their jurisdictions. What they must do and what they may do is specified in the codes and laws enacted by the Commonwealth of Pennsylvania. East Hanover Township is a second class Township and is governed by the Second Class Township Code which was reacted and amended in 1995. Since January 2, 2001, the Board of Supervisors has consisted of five people. The expansion of the Board from three to five members was approved in the 1999 municipal election. All Supervisors now have a six year term of office. The Supervisors have created the positions of Manager, Secretary-Treasurer, Administrative Assistant, Public Works Director and Road Crew, Building and Park Maintenance, Codes and Zoning Officer, Sewage Enforcement Officer, Wastewater Treatment Plant Operator, Municipal Engineer and Solicitor. They have also appointed a Zoning Hearing Board, Planning Commission, Park and Recreation Board, Environmental Advisory Council and Emergency Management Coordinator. The Environmental Advisory Council is currently on an inactive status due to lack of volunteers to be appointed as members. Board of Supervisor meetings are held on the first and third Tuesday evenings of each month (except holidays and elections) in the Municipal Building beginning at 7:00 p.m. The public is encouraged to attend. Keith Espenshade, Township Supervisor since January 2004, is a life-long resident of East Hanover Township. He is a graduate of Dauphin County Technical School. Keith previously served on the Board of Supervisors from 1986 to 1992. He is employed by Espenshade’s Plumbing and Heating. 32 1
