Due to unforeseen incidents, dates and times are subject to change.<br />

The Grantville Area Food Pantry, located at Faith United Church of<br />

Christ (on Route 743, just north of Route 22) is a mission project of<br />

Faith and of the Grantville Ministerium. The other participants are New<br />

Life Assembly of God, Shell’s Lutheran Church, St. John’s United<br />

Methodist Church and Zion Lutheran Church.<br />

Each church sends volunteers one week a month for unloading and<br />

shelving of supplies on Wednesday mornings. They distribute food from<br />

the Pantry on Thursday evenings from 6:00 to 8:00 p.m. and on Friday<br />

mornings from 10:00 a.m. to 12:00 p.m.<br />

The Pantry relies on donations from sponsoring churches of the Grantville<br />

Ministerium to pay for the food and other items which are<br />

“purchased” from the Central Pennsylvania Food Bank, and receives and<br />

welcomes food donated by various organizations, institutions, businesses<br />

and individuals in the community. The Pantry also provides a clothing<br />

service where donated clothing is sorted and hung for free shopping by<br />

clients. Other missions include summer games at Penn National, free tax<br />

preparation for low income individuals, new free books for children,<br />

emergency gas, heating fuel, lodging and referral information.<br />

Taxes are based on assessed value. Real estate assessments are noted on<br />

the right-hand corner of each bill. To determine your real estate tax bill,<br />

multiply the assessment times the millage rate (ML) times .001 (a mill is<br />

one-tenth of a percent). It can also be determined by multiplying the assessment<br />

times the millage rate and then moving the decimal point three<br />

places to the left.<br />

The first total amount is a discounted amount. Two percent (2%) of the<br />

total bill is subtracted as discount for early payment. Early payment enables<br />

the taxing body to earn interest on the deposit and saves the property<br />

owner money as well. The second amount is the base fee. The third<br />

amount is the base fee plus five percent (5%) penalty for late payment and<br />

the fourth amount is the base fee plus ten percent (10%) for later payment.<br />

Personal taxes are based on assessments and equal fees. Individuals are<br />

assessed at two hundred and fifty dollars ($250) and pay one hundred percent<br />

of that assessment as a School Occupational Tax. The other amounts<br />

are each a five dollar ($5.00) equal fee.<br />

Local Government<br />

BOARD OF SUPERVISORS<br />

Local governments exist for the purpose of providing services and public<br />

facilities to the people who live within their jurisdictions. What they<br />

must do and what they may do is specified in the codes and laws enacted<br />

by the Commonwealth of Pennsylvania. <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong><br />

is a second class <strong>Township</strong> and is governed by the Second Class <strong>Township</strong><br />

Code which was reacted and amended in 1995. Since January 2,<br />

2001, the Board of Supervisors has consisted of five people. The expansion<br />

of the Board from three to five members was approved in the<br />

1999 municipal election.<br />

All Supervisors now have a six year term of office. The Supervisors<br />

have created the positions of Manager, Secretary-Treasurer, Administrative<br />

Assistant, Public Works Director and Road Crew, Building and<br />

Park Maintenance, Codes and Zoning Officer, Sewage Enforcement<br />

Officer, Wastewater Treatment Plant Operator, Municipal Engineer and<br />

Solicitor. They have also appointed a Zoning Hearing Board, Planning<br />

Commission, Park and Recreation Board, Environmental Advisory<br />

Council and Emergency Management Coordinator. The Environmental<br />

Advisory Council is currently on an inactive status due to lack of volunteers<br />

to be appointed as members. Board of Supervisor meetings are<br />

held on the first and third Tuesday evenings of each month (except holidays<br />

and elections) in the Municipal Building beginning at 7:00 p.m.<br />

The public is encouraged to attend.<br />

Keith Espenshade, <strong>Township</strong> Supervisor since January<br />

2004, is a life-long resident of <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong>.<br />

He is a graduate of Dauphin County Technical School.<br />

Keith previously served on the Board of Supervisors<br />

from 1986 to 1992. He is employed by Espenshade’s<br />

Plumbing and Heating.<br />

George Rish,, <strong>Township</strong> Supervisor was previously a<br />

<strong>Township</strong> Supervisor from May 2000 until January<br />

2008, served on the Planning Commission and lives<br />

with his family at 122 Sunset Drive. He has been a resident<br />

of the <strong>Township</strong> since 1996. George graduated<br />

from Greater Nanticoke Area High School and Temple<br />

University. He is currently employed as a pharmacist<br />

by Pinnacle Health at Harrisburg Hospital. George attends Lebanon Area<br />

Evangelical Free Church. He is a Committee member with Boy Scout<br />

Troop 201 in Union Deposit and does volunteer work with the American<br />

Foundation for Children with AIDS.<br />

Thomas Shutt, <strong>Township</strong> Supervisor since January<br />

2006, was born in West <strong>Hanover</strong> <strong>Township</strong> but has<br />

lived in <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> since 1956. Thomas<br />

married Martha Hetrick, who has lived in the <strong>Township</strong><br />

her entire life. They have four children, 3 sons and a<br />

daughter; eight grandchildren and three greatgrandchildren.<br />

Tom bought a small farm in <strong>East</strong> <strong>Hanover</strong><br />

in 1961. Seventeen years later, bought a larger farm and started a<br />

dairy business. He still farms in <strong>East</strong> <strong>Hanover</strong>, and with his youngest<br />

son, raises beef cattle. In addition to managing the farm business, Thomas<br />

gained management experience with H.B. Reese Company. He<br />

started working for H.B. Reese in 1957; went into plant management as<br />

a supervisor in 1967; and retired in 1996 with a total of 38 years of service.<br />

In his younger years he was active with the Grantville Fire Department<br />

and enjoyed the time served with some of the best guys in firefighting.<br />

Dave Marshall, <strong>Township</strong> Supervisor since January 2006,<br />

is a third-generation entrepreneur and co-owner of Marshall’s<br />

Wood Products on Allentown Blvd. Dave and his<br />

dad established the business in 1981 and he started developing<br />

the manufacturing side of the business. Their products<br />

are used by customers located as far away as Japan.<br />

Dave grew up in Conewago <strong>Township</strong>, graduated from<br />

from Lower Dauphin High School and moved to <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong><br />

in 1987 when he married his wife, Diana. They have two children,<br />

Mary, age 23 and Ben, age 17.<br />

Hours for casting ballots are 7:00 a.m. until 8:00 p.m. Generally, residents<br />

living south of Route 22 are registered to vote in Precinct 1 and<br />

residents living north of Route 22 are registered to vote in Precinct 2.<br />

Both Precincts vote in the <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Municipal Building<br />

located at the corner of Jonestown and Manada Gap Roads.<br />

Registration forms and absentee ballot request forms can be obtained at<br />

the Municipal Building or at the Election Bureau. All completed forms<br />

must be returned to the Dauphin County Election Bureau.<br />

TAX INFORMATION<br />

Each year two separate bills are sent to <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> property<br />

owners. They are as follows:<br />

• The Real Estate tax bill mailed in February represents taxes due to<br />

Dauphin County, Dauphin County Library, <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong><br />

and Fire Protection for <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong>. The <strong>Township</strong> usually<br />

receives under forty dollars ($40.00) per bill.<br />

• The Real Estate Tax Bill mailed in July represents taxes due to the<br />

Lower Dauphin School District. The <strong>Township</strong> receives no funds<br />

from these taxes.<br />

Each year a bill is sent to ALL <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> residents ages 18<br />

and older. It is as follows:<br />

• The Personal Tax Bill which is mailed in July, represents the School<br />

Per Capita, School Residence and <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Per Capita.<br />

The <strong>Township</strong> receives five dollars ($5.00) per bill.<br />

3. Enrollees are eligible to apply to participate in the Agricultural Preservation<br />

Program at the County level. This program compensates farmers<br />

who give up development rights and keep their land available for farming.<br />

AGRICULTURAL SECURITY COMMITTEE (ASC)<br />

This committee oversees any administration required to maintain the Agricultural<br />

Security Area in the <strong>Township</strong>. Specifically, the committee must<br />

conduct a review every seven years to update the enrollment area to determine<br />

if landowners wish to continue their participation. Enrollment may<br />

occur at any time.<br />

The Agricultural Security Committee is currently on an inactive status due<br />

to lack of volunteers to be appointed to the Committee.<br />

ELECTION INFORMATION FOR 2011<br />

PRIMARY ELECTION: TUESDAY, TUESDAY, MAY 17<br />

GENERAL ELECTION: TUESDAY, NOVEMBER 8<br />

The purpose of a primary election is to nominate candidates who will be on<br />

the ballot in the general or municipal election. When the primary election<br />

features a presidential race, the primary election is held on the fourth Tuesday<br />

in April.<br />

Pennsylvania has a closed primary, meaning that voters declare their party<br />

affiliation and vote only for candidates of that party. Voters not registered<br />

for a party may vote on ballot questions, for government study commission<br />

candidates, or in special elections if they are on a primary ballot.<br />

Ballot questions may include proposed constitutional amendments or other<br />

measures to be decided by poplar vote. Special elections are sometimes<br />

held when a vacancy occurs in a local, state or federal office.<br />

General elections are held in even-numbered years and municipal elections<br />

are held in odd-numbered years. All registered voters may participate.<br />

John Nelligan, <strong>Township</strong> Supervisor, previously appointed<br />

by the Board of Supervisors on February 3,<br />

2009 to fill a vacancy after a voluntary resignation,<br />

was elected in 2009 to a 4 year term. John has lived in<br />

the <strong>Township</strong> for over 45 years. He and his wife Carol<br />

have two children and four grandchildren.<br />

He is a retired Manager from AMP, Inc., after 36 years of service. His<br />

past experience of activities with the <strong>Township</strong> include serving as a<br />

Supervisor, Planning Commission Member, Zoning Hearing Board<br />

Member, 209 Traffic Committee, Chief Engineer and Chief of the<br />

GVFC. He is currently serving as the <strong>Township</strong> Emergency Management<br />

Coordinator, President of Autumn Leaves, and Facilitator of the<br />

<strong>East</strong> <strong>Hanover</strong> Public Safety Advisory Council.<br />

PARK AND RECREATION BOARD<br />

In 1980, the Board of Supervisors established the Park and Recreation<br />

Board and appointed seven residents to serve 5 year terms. The Board<br />

develops, plans and administers a variety of recreational activities such<br />

as classes and special events. In 2008, the Board of Supervisors hired<br />

Janet Espenshade as the Park and Recreation Director.<br />

The Park and Recreation Board meets on the first Monday of most<br />

months (except when changed due to holidays, etc.) at 7:00 p.m., at the<br />

<strong>Township</strong> Building. All meetings are open to the public.<br />

ZONING HEARING BOARD<br />

Each municipality that has enacted a zoning ordinance is required by the<br />

Municipalities Planning Code to establish a Zoning Hearing Board<br />

(ZHB). Three residents are appointed to the ZHB by the Supervisors for<br />

three year terms. One additional resident is appointed by the Supervisors<br />

to serve as an alternate. The two main functions of the board are to hear<br />

requests for variances and special exceptions. A variance is permission<br />

granted by the ZHB for a waiver or modification of some regulation<br />

which, if strictly adhered to, would result in unnecessary hardship to the<br />

applicant. Unique physical circumstances that do not allow the property<br />

to be developed in conformity with the provisions of the Zoning Ordinance<br />

must be present. It must also be determined that the applicant did<br />

not create the situation and that the variance, if granted, would not alter<br />

the character of the surrounding properties or be detrimental to public<br />

welfare. In the granting of any variance, the ZHB may attach reasonable<br />

conditions as it deems necessary to implement the intent of the act. A<br />

special exception allows a certain use in a particular zoning district. As in<br />

the granting of any variance, the ZHB may attach to the granting of a special<br />

exception, reasonable conditions as it deems necessary to implement<br />

the intent of the act.<br />

PLANNING COMMISSION<br />

All subdivision and land development plans must be submitted to the<br />

Planning Commission for review and recommendation prior to review<br />

and action by the Board of Supervisors. The primary purpose of the review<br />

is to ascertain that all requirements of the zoning and subdivision/<br />

land development ordinances have been met. The Planning Commission<br />

considers the reviews and recommendations of the <strong>Township</strong> Consulting<br />

Engineer, <strong>Township</strong> Consulting Zoning Officer, Tri-County Planning<br />

Commission and Dauphin County Conservation District. The Commission<br />

will also determine that the subdivision or land development plan is<br />

in conformance with the goals and objectives stated in the Comprehensive<br />

Plan. After review, the Commission will recommend an action to the<br />

Board of Supervisors. All plans need approval from the Supervisors prior<br />

to being recorded at the Dauphin County Courthouse. Five residents are<br />

appointed to the Planning Commission by the Supervisors for four year<br />

For those persons living in dwelling units which are excluded from participation<br />

in the <strong>Township</strong>’s curbside recycling program, in addition to<br />

the above items, aluminum/bi-metal cans, glass, newspaper and plastics<br />

#1 and #2 can be recycled at the drop-off depots.<br />

Containers should be rinsed. Plastic caps or metal rings should be removed.<br />

Scrap metal, coat hangers, pie plates, aluminum foil, metal<br />

cookware, utensils, broken glass, light bulbs, etc. are not acceptable<br />

items.<br />

ELECTRONICS RECYCLING<br />

Effective April 17, 2009, Dauphin County officially opened a Recycling<br />

Center. The regular hours of operation are Monday, Tuesday,<br />

Thursday and Friday from 8:30 a.m. to 4:30 p.m. Wednesday hours are<br />

8:30 a.m. to 8:30 p.m. and Saturdays from 9:00 a.m. to 2:00 p.m. A<br />

listing of acceptable recyclable items and fee schedule can be found on<br />

their website at www.dauphincounty.org. For further information, you<br />

may call Matt Davies, Recycling Supervisors, at 982-6772.<br />

TIRE DISPOSAL<br />

In the Fall of 2001, Glenn Moyer of Glenn’s Auto Service agreed to<br />

collect used tires from <strong>Township</strong> residents. If you have tires to get rid<br />

of, please call 469-0167 to make arrangements for drop-off and payment.<br />

AGRICULTURAL SECURITY AREA (ASA)<br />

On May 7, 1991, <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> created an Agriculture Security<br />

Area in response to petition by farms and other large parcel (10<br />

acres or more) landowners in the <strong>Township</strong>. At present more than 2000<br />

acres of land have been enrolled. Enrollment places no restrictions on<br />

the land but does offer the following benefits:<br />

1. It is harder to condemn land that is in an Agricultural Security Area<br />

for public purposes.<br />

2. Owners are more protected against nuisance complaints from<br />

neighbors relating to farm practices, and<br />

DAUPHIN COUNTY HOUSEHOLD HAZARDOUS WASTE<br />

CURBSIDE COLLECTION PROGRAM<br />

The Dauphin County Department of Solid Waste Management & Recycling,<br />

with funding help from the Pennsylvania Department of Environmental<br />

Protection, provides a free, once-a-year hazardous waste collection<br />

of each Dauphin County household. Under this program, Dauphin<br />

County residents can properly dispose of the following items: antifreeze,<br />

batteries, brake fluid, chemical strippers, chlorine bleach, contact<br />

cement, drain cleaners, fire extinguishers, flea collars and sprays, herbicides,<br />

insect repellant, insecticides, kerosene, lawn chemicals, lighter<br />

fluid, lye, mothballs, nail polish remover, old propane tanks, oven cleaners,<br />

paints, pesticides, pool chemicals, solvents, spot removers, stains<br />

and finishes, toilet cleaners and used motor oil. Curbside, Inc. contracts<br />

with Dauphin County to provide a curbside collection service for these<br />

materials. All collections are by appointment only. Call 1-800-449-<br />

7587 for scheduling information and other details.<br />

DAUPHIN COUNTY RECYCLING DROP-OFF DEPOTS<br />

The Recycling Drop-Off Depots, which are being located throughout the<br />

county, are designed to serve residents who do not have curbside recycling<br />

available. These Depots also collect additional materials that<br />

may not be collected in all mandated curbside programs. The Dauphin<br />

County Board of Commissioners encourages residents to utilize the<br />

depots as often as necessary. There is no limit on how much material<br />

you can recycle or how often you can recycle.<br />

Recycle your corrugated cardboard, advertising inserts, junk mail, magazines<br />

and telephone books at one of the seven locations. If you are not<br />

sure whether the item you have is recyclable, please contact the Dauphin<br />

County Recycling Hotline at 780-6351, Monday through Friday from<br />

7:30 am to 4:00 pm. The nearest depot to <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> is<br />

Conewago <strong>Township</strong> Municipal Building, 3179 Old Hershey Road,<br />

Elizabethtown.<br />

The EAC acts in an advisory capacity to the <strong>Township</strong> Officials and<br />

agencies on matters relating to the protection, conservation, management<br />

and use of natural resources located within the <strong>Township</strong>. In addition, it<br />

conducts environmental programs and activities. The EAC is currently<br />

on an inactive status due to lack of volunteers to be appointed to the<br />

Council.<br />

BOARD OF AUDITORS<br />

The Board of Auditors is comprised of three elected <strong>Township</strong> residents.<br />

Each term of office is six years.<br />

The primary function of the auditors is to establish the compensation of<br />

any supervisor who is employed by the <strong>Township</strong>.<br />

Loria Smith was re-elected as Tax Collector in November 2009. The<br />

PUBLIC SAFETY COUNCIL<br />

Resolution 2003-02 was adopted by the Board of Supervisors in 2003.<br />

The Resolution calls for the formation of a Public Safety Advisory Council.<br />

The Council is comprised of emergency providers (representatives of<br />

the State Police, South Central EMS, and the Grantville Volunteer Fire<br />

Company), a Board representative and members of the community appointed<br />

by the Board. This is an advisory council which will provide insight<br />

regarding the safety needs of the <strong>Township</strong>. If anyone is interested<br />

in an appointed position on this Council, or for more information, please<br />

THE STATE POLICE<br />

The State Police provides primary police service to the municipalities in<br />

Pennsylvania which have no local police force. The Harrisburg station,<br />

located at 800 Bretz Drive, Harrisburg, PA 17112, serves the <strong>Township</strong>s<br />

of <strong>East</strong> <strong>Hanover</strong>, West <strong>Hanover</strong>, South <strong>Hanover</strong>, Londonderry, Conewago<br />

and Middle Paxton. It also serves Dauphin,<br />

Royalton and West Fairview Boroughs when their<br />

part-time police departments are not in service. The<br />

On-Lot Disposal System Management Program (OLDS)<br />

On November 4, 1998, The Board of Supervisors adopted Ordinance<br />

98-6 which established an On-Lot Disposal System. The <strong>Township</strong><br />

has been divided into three separate OLDS districts. Each district is as<br />

follows:<br />

District #1 : Bounded on the north by I-81, on the east by the county<br />

line, on the south by the township line, and on the west by Sand Beach<br />

Road and Shell’s Church Road.<br />

District #2: Bounded on the north by the township line, on the east by<br />

the county line, on the south by I-81 and on the west by the township<br />

line.<br />

District #3: Bounded on the north by I-81, on the east by Sand Beach<br />

Road and Shell’s Church Road, on the south by the township line and<br />

on the west by the township line.<br />

Properties in District #1 with an on-lot sewage disposal system must<br />

have their septic tank pumped by a hauler/pumper licensed in <strong>East</strong><br />

<strong>Hanover</strong> <strong>Township</strong> on or before November 2, 2011 unless an exemption<br />

Community Organizations<br />

AUTUMN LEAVES<br />

The Autumn Leaves is a group of members who gather together<br />

the fourth Thursday of most months at the <strong>East</strong><br />

<strong>Hanover</strong> <strong>Township</strong> Municipal Building. Anyone age 50 or<br />

older is welcome to become a member. You do not have to<br />

be a resident of the <strong>Township</strong> to join. Cost of membership<br />

is $1.00. Transportation can be provided for <strong>East</strong> <strong>Hanover</strong><br />

<strong>Township</strong> residents by using the Transport Service.<br />

The Autumn Leaves Organization is served a catered meal at noon on<br />

meeting days except for August and November when a covered dish<br />

luncheon is enjoyed by all who attend. Entertainment follows the meal.<br />

The Christmas Party is on December 8, 2011 at the <strong>Township</strong> Building.<br />

Participating in the Autumn Leaves is a wonderful way to reunite with<br />

friends, meet new friends, eat a delicious meal and enjoy some entertainment.<br />

The group is always looking for new members. Why do the same<br />

thing day after day? Plan some activities for FUN. Join us for a few<br />

You do not have to participate in the program; however, no waste haulers<br />

will be permitted to collect trash and recyclables in the <strong>Township</strong> unless<br />

there is an exclusion from participation. Non-residential buildings and<br />

multi-family dwellings over four units are excluded from participation.<br />

Participants will have two service programs from which to choose.<br />

1. The regular collection service will allow a maximum of four 36 gallon<br />

trash bags or cans, one bulk item and unlimited curbside recycling<br />

per week. The fee will be $50.78 per quarter which amounts to an<br />

annual fee of $203.12. Billing will be done on a quarterly basis<br />

(January, April, July, October). Additional containers of MSW will<br />

require Penn Waste bags. Bags are available at the Municipal Building<br />

at the cost of $3.50 per bag.<br />

2. The optional per container service allows customers who generate a<br />

small amount of MSW to purchase bags from the waste hauler. Bags<br />

for this service are $3.50 each and are available at the Municipal<br />

Building.<br />

3. Extra Bulk Item is $25.00/bulk item.<br />

4. Christmas trees can be put out for trash as 1 bag of the 4 bag limit.<br />

Change of Service: May be done at the end of a quarterly billing cycle.<br />

Suspended Services: In order to have service suspended, a 2 week notification<br />

period is necessary. Service may be suspended for not less than 30<br />

days.<br />

Collection of recyclables is included in both services. No construction<br />

debris will be collected<br />

Customers will provide their own containers of not more than 32 gallons.<br />

Containers must not exceed 50 pounds.<br />

All collections will be made between the hours of 5:00 am and 5:00 pm.<br />

In the event of a missed service call, collection will be made within 24<br />

hours of notification.<br />

CURBSIDE RECYCLING (CR):<br />

All containers must be empty, cleaned, and washed of contents.<br />

end on July 1, 2013.<br />

A carry-out service is available to residents regarded as disabled under the<br />

have residing therein another individual capable of transporting MSW and<br />

recyclables to the designated location. Trash, recyclables and bulk items<br />

will be picked up at the door.<br />

Holidays observed: New Year’s Day, Memorial Day, Independence Day,<br />

Labor Day, Thanksgiving Day, and Christmas Day. Collection will be<br />

one day late when your collection day falls on or follows these holidays.<br />

EXCEPTION: There is NO CHANGE in service prior to or<br />

after a holiday that falls on a Saturday or Sunday<br />

Municipal Solid Waste (MSW), for purposes of this contract, shall include<br />

garbage (food waste), refuse (the useless or worthless part of something),<br />

grass clippings and leaf waste (any combination of leaves, brush, tree and<br />

shrub trimmings and vegetative materials from gardens).<br />

AUTUMN LEAVES TRANSPORT SERVICE<br />

The Autumn Leaves Transport Service is an outstanding service provided<br />

for residents of the <strong>Township</strong> who are at least age 60 or who are disabled.<br />

The 11 passenger van is available Monday through Friday from 8:00 a.m.<br />

to 4:00 p.m. to provide transportation to medical appointments, grocery<br />

stores, banks, meetings, etc. The van is available after hours for emergency<br />

provides the office area, the telephone and the fuel for this service. The<br />

Dauphin County Area Agency on Aging provides the insurance for the<br />

services of the van. The van is owned by the Dauphin County Area on<br />

EAST HANOVER TOWNSHIP SENIOR CENTER<br />

The Shellsville Senior Center is located in the <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong><br />

Municipal Building. Anyone who is at least age 60 is eligible to participate<br />

in this Center. Residency in the <strong>Township</strong> is not required but you<br />

must be a resident of Dauphin County. The Center is open on Mondays,<br />

Wednesdays and Fridays. Transportation can be provided for <strong>Township</strong><br />

residents by the Autumn Leaves Transport Service.<br />

Meals, prepared and delivered by the Dauphin County Area Agency on<br />

Aging are served at 11:30 a.m. In order that enough meals are delivered,<br />

you must sign up or call in for a meal reservation at least 48 hours before<br />

the meal is needed. A donation is accepted for the cost of the meal. Calls<br />

are taken on Mondays, Wednesdays and Fridays between the hours of<br />

9:00 a.m. and 12:00 noon at 469-7514.<br />

The Senior Center also operates a Meals on Wheels program throughout<br />

the <strong>Township</strong>. This program is intended for those who cannot get to the<br />

Center for their meals. For more information on this program or to volunteer<br />

charcoal grill. There is no electric at the Picnic Shelter and you must<br />

The <strong>Township</strong> Park has activities for every member of the family. Enjoy<br />

the fitness/walking trail, basketball court, tennis courts, multipurpose<br />

court (used for rollerblading and such) and playground equipment.<br />

be on June 12, 2011 at the Municipal Building at 2:00 p.m; however,<br />

geography, reading and arithmetic), old slates and anything pertaining to<br />

BUILDING SCHEDULING INFORMATION<br />

The <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Building is available for rent to <strong>Township</strong><br />

residents for social events. Rental fees for residents are between<br />

$60.00and $175.00, depending on the event and the number of persons<br />

attending the event. A $100.00 security deposit is required in the event of<br />

damage or missing items. Seating capacity is 175 persons. Non-resident<br />

rates range between $120.00 and $350.00 with a $200 security deposit.<br />

No alcohol is allowed. Reservations are required and can be made by<br />

calling the <strong>Township</strong> Office at 469-7655. It is advisable to reserve the<br />

building early since it is heavily used. However, arrangements for funeral<br />

services, since they are generally during the day, can be made on short<br />

notice.<br />

PARK PAVILION AND PICNIC SHELTER<br />

SCHEDULING INFORMATION<br />

The <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Park Pavilion and Picnic Shelter are available<br />

to rent. Rental fees for the Pavilion are twenty-five dollars ($25.00)<br />

for residents and fifty dollars ($50.00) for non-residents. Rental fees for<br />

the picnic Shelter are ten dollars ($10.00) for residents and twenty dollars<br />

($20.00) for non-residents. A twenty-five dollar ($25.00) security deposit<br />

is required on all rentals. Rental fees are refundable only in the<br />

event of inclement weather, when the <strong>Township</strong> Building is reserved as a<br />

back-up. Reservations must be made by calling the office at 469-7655.<br />

THE MANADA CONSERVANCY<br />

The Manada Conservancy is a land trust, created in 1995 by residents of<br />

<strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> and neighboring municipalities who are concerned<br />

about unplanned loss of land in our region to development. It is a<br />

private charitable organization. By working with individuals, private<br />

groups, and local, county and state agencies, the Conservancy seeks<br />

ways to protect a wildlife habitat and preserve open space. It also seeks<br />

ways to help farmers keep their land in agricultural use while maintaining<br />

its financial value.<br />

Land trusts are becoming a widely used method for private and voluntary<br />

preservation of farmland and natural resources, with over forty such<br />

organizations in Pennsylvania alone. The Manada Conservancy is modeled<br />

after other larger or more distant conservancies but its focal point<br />

will be our own communities and the nearby areas with which we are<br />

most familiar.<br />

Land trusts protect land by outright purchase and stewardship by working<br />

with government agencies, by purchasing or accepting donations of conservation<br />

easement and development rights, and by creatively working<br />

with property owners who want to preserve the natural resources on their<br />

land. The conservancy can accept land, easements, services and money<br />

as tax deductible donations.<br />

The name “Manada Conservancy” was chosen to signify not only the geographical<br />

area upon which the Conservancy hopes to focus, but also the<br />

importance of waterways, habitat and the rich historical heritage of the<br />

region. The Manada Creek is near the center of the focal area and feeds<br />

into the Swatara Creek. Abundant wildlife can be found along these waterways<br />

as well as evidence of Native American settlements and other<br />

unique historical sites, such as the Union Canal.<br />

The Board of Directors is composed of individuals representing <strong>East</strong><br />

<strong>Hanover</strong>, West <strong>Hanover</strong>, South <strong>Hanover</strong>, Hummelstown and Derry<br />

<strong>Township</strong>s in Dauphin County and <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> in Lebanon<br />

County. The Executive Director is Sally Zaino of <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong>.<br />

GRANTVILLE VOLUNTEER FIRE COMPANY<br />

The Grantville Volunteer Fire Company is dedicated<br />

to providing fire protection, rescue, fire police,<br />

emergency medical and other support services to<br />

<strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> and surrounding areas. The<br />

fire company publishes an annual fire company<br />

book and “39er” newsletter to inform residents of company activities,<br />

services and operational statistics. The fire company book, carnival,<br />

chicken bar-b-ques, basket bingos and block shoots are some of the fundraising<br />

activities needed to operate this fire company.<br />

The company also co-sponsors such community activities as the Halloween<br />

Parade and Christmas Tree Lighting program. The fire company is<br />

always in need of emergency response and support personnel. Residents<br />

are invited to join by obtaining an application from any fire company<br />

member or one of the officers listed. The cost of membership is $3.00 per<br />

how to use a problem-solving approach to discipline through a series<br />

of games the parent and child play together.<br />

• After-School Programs, working in collaboration with the school<br />

district, CTC helps provide Steps-for-Success, after school tutoring<br />

for identified middle school students and Club Ophelia, an after<br />

school program that helps middle school girls develop healthy relationships.<br />

CAPITAL AREA THERAPEUTIC RIDING ASSOCIATION<br />

CATRA, the Capital Area Therapeutic Riding Association, located in<br />

Grantville, PA, is looking for volunteers to help with their animal therapy<br />

and horseback riding program Therapeutic riding helps children and<br />

adults with disabilities achieve their goals of muscle conditioning, improves<br />

balance, eye-hand coordination and helps the nervous system find<br />

and use undamaged pathways for improved body functioning. This is<br />

done in a “fun” setting. Riders enjoy friendships, improve self-esteem<br />

and increase socialization. The exceptional horses used in this program<br />

are gentle, patient and obedient. If you love horses, or ever wanted to<br />

own a horse, this is your chance to care for, and handle, very special<br />

equines. CATRA adds animal therapy as well with an array of interesting<br />

animals such as miniature horses, goats, dogs that ride the horses, cats,<br />

rabbits, guinea pigs, chickens, ducks and a pot bellied pig. Scheduling to<br />

volunteer at CATRA is set up at your convenience. You can donate an<br />

hour, or a whole afternoon. Morning or afternoon is available 7 days a<br />

week, year round. Animal care is a never-ending reality. For those with a<br />

Lower Dauphin Communities that Care (LDCTC) is a community-based<br />

non-profit organization established in 2001 to promote healthy behaviors<br />

in youth within the Lower Dauphin School District. Our programs are<br />

designed to increase protective factors and reduce adolescent problem<br />

behaviors like substance abuse and school drop out. Current programs<br />

Collection boxes are placed within the community for collection of used<br />

eyeglasses/hearing aids. Aluminum tabs, magazines, catalogues and any<br />

type of glossy paper are collected and given to the Ronald McDonald<br />

House. Fundraisers include a 50/50 Spring Raffle, working at Hershey<br />

Park, food sales to a group of square dancers in March and again at Park<br />

Day in September.<br />

The Lions Club has available to residents the use of crutches, canes,<br />

walkers, beds and wheelchairs. Contact a member if you are in need of<br />

any of these items. The Lions Club is always seeking new members. For<br />

GRANTVILLE NURSERY SCHOOL<br />

The Grantville Nursery School, a mission of Faith United Church of<br />

Christ, is now operating since 1974. The program provides the young<br />

children of the community with the opportunity to learn about themselves,<br />

other people and the world around them. The School also seeks to help<br />

the children grow and develop in their relationships with others through<br />

play, art, music, stories and conversations. While the program introduces<br />

children to academics, the emphasis is on the development of confidence,<br />

competence, cooperation, socialization, listening and self esteem.<br />

Classes are offered to 3-4 year olds two days a week and 4-5 year olds<br />

three days a week. Both morning and afternoon classes are available.<br />

EAST HANOVER ELEMENTARY SCHOOL PTO<br />

The Elementary School PTO meetings are held on the fourth Tuesday of<br />

each month at the <strong>East</strong> <strong>Hanover</strong> Elementary School Library at 7:00 p.m.<br />

This organization presents programs throughout the school year. Officers<br />

are elected annually. Information about the PTO can be obtained by calling<br />

MANESTREAMERS ON TOP<br />

4-H HORSE & PONY CLUB<br />

Manestreamers on Top is a Dauphin County 4-H Horse and Pony Club<br />

for children ages 8 through 18. Meetings are held the first Friday of<br />

each month at the Municipal Building at 7:00 pm. The primary project<br />

area is horses. Horse ownership is not required. Members include therapeutic<br />

riders. Other 4-H projects are also worked on.<br />

CHILDREN’S WHEELCHAIR DANCE WORKSHOP<br />

The Children’s Wheelchair Dance Workshop teaches a variety of dance<br />

forms to children with disabilities. Each child is paired with an assistant<br />

and together a whole new kind of dance is created. This program has<br />

been extremely successful and children return year after year to participate.<br />

The Children’s Wheelchair Dance Workshop is a great opportunity<br />

for children to enjoy a leisure activity that they might never have thought<br />

possible.<br />

Dancing is a great way for the children to express themselves artistically,<br />

gain confidence, exercise and socialize with other children in chairs.<br />

The Wheelchair Dancers meet on Friday nights from 5:00 p.m. to 6:00<br />

p.m. at the <strong>East</strong> <strong>Hanover</strong> <strong>Township</strong> Building in Grantville. Classes are<br />

held weekly from September through July, with the dancers performing<br />

in the Celebration of Children, a variety show held at the Forum.<br />
